Abstract: Developing tourism is a good way for resource-based cities to avoid declining. This paper, based on the relationship between sustainable development of tourism and sustainable development of resource-based cities, analyzes the advantages of sustainable development of resource-based cities' tourism in economic foundation, human resource, management and tourism resource. This paper also establishes an index system in evaluating the sustainable development of resource-based cities' tourism by selecting 3 directions, 12 elements and 29 indexes. Principal component analysis is used to analyze their sustainable development capacity. This paper gives approaches to sustainable development for resource-based cities‘’tourism from tourism chain and marketing.
