我国压覆矿产资源“抢救性”开发策略研究

摘要:

对各类工程建设中即将被压覆的矿产资源开展“抢救性”回收利用是避免资源浪费的重要途径之一。介绍了高速公路稀土回收、水库淹没区和城市建设用地压覆矿产回收、伴生战略性矿产回收等几个正在开展的“抢救性”回收项目。讨论了“抢救性”开发策略,认为首先要依法开展各类矿产资源的“抢救性”回收利用工作,其次,建立快速有效的申报审批通道对即将被浪费或压覆的矿产资源进行“抢救”;最后,要加强监管,维护正常生产秩序,打击非法盗采活动,确保工程建设和资源“抢救性”回收有效进行。

Abstract:

A remedy of recovering all mineral resources that are overlapped by constructions is a key means to avoid resource waste. This paper discusses some projects in progress of being overlapped by highway, reservoir and urban construction, and associated strategic minerals, and presents the remedy strategy in legally recovering, a fast recovering and a boosting monitoring system against illegal mining to ensure an ordered remedy and construction.
