基于云模型的煤炭建设项目经济评价

摘要:

煤炭作为我国主要能源行业,在整个国民经济发展与社会进步中具有举足轻重的地位和作用。在分析我国现有煤炭建设项目经济评价理论和方法的基础上,通过全面、系统地分析煤炭建设项目经济评价的特点和构建原则,引入以数理统计和模糊评判为基础的云模型方法,选择财务内部收益率、投资利税率、非煤产业比重、原煤单位设计生产成本、税后财务净现值、投资利润率、税后投资回收期、吨煤投资、建井总工期9个指标,构建了包容性发展思想和可持续发展理念为原则的煤炭建设项目经济评价体系和评价方法。应用这套方法对内蒙古柏树坡煤矿项目的3个方案进行评价与分析,确定了方案的优劣等级,可为项目建设提供参考。

Abstract:

Coal, as China's major energy source, holds a vital position in China's economy and society. This paper, based on Chinas existing theories and methods in evaluating the feasibility of coal construction projects, analyzes its features and rules, and adopts the cloud model of statistics and fuzz estimation to selects nine financial indexes to establish an evaluation method with a concept of sustainable development and intolerance view, which is employed to evaluate the feasibility of Inner Mongolia's Baishupo coal project, and to determine its classes, offering reference to its construction.
