Abstract: Some China's bulk mineral resources become less 50% in guarantee recently, largely depending upon imports, but the abandoned urban resources are hidden urban mines, which can not only mitigate the resource and environmental issues on China's economy, but also guarantee China's minerals safety if fully used. This paper, based on the status of recycling urban minerals, discusses the main factors in limiting China's urban minerals recycling, and presents paths to improving the urban minerals recycling system and to related laws and regulations, and to strictly excising urban minerals recycling permits viewing from perspective of China's mineral resources security, which is a strategy in promoting industrialization of China's urban minerals development and use.

摘要： 近年来，我国一些大宗矿产资源国内保障度不足50%，对外依存度居高不下。而城市中大量废弃的资源犹如城市中一座座富集的、沉睡的“城市矿山”。若能充分利用这些城市矿产资源，既能缓解我国经济发展受资源、环境瓶颈制约的问题，同时也对保障国家矿产资源安全具有重要战略意义。文章分析了我国城市矿产回收利用业的发展现状，指出了制约我国城市矿产回收利用产业化发展的主要因素，基于国家矿产资源安全视角，提出了完善城市矿产回收处理体系和相关法律法规体系、实施严格的城市矿产回收处理许可证制度等促进我国城市矿产开发利用产业化的战略措施。
