Abstract:

Through site survey and data review, this paper assesses the implement effect of land utilization general planning in Haidian district, presents some noticeable issues and approaches during the new round land planning to the contradiction between population and lands. The new round land planning should coordinate urban and rural development, balance the land demands and enhance rural residence sites and increase land intensive utilization, and boost urbanization.

摘要：

通过实地调查和资料分析，对北京市海淀区上一轮土地利用总体规划（2001—2010）的实施成效进行了深入的分析和细致的评价，提出在海淀区人地矛盾日益突出的地区新一轮土地利用规划中应注意的问题和解决方法。研究结论表明在海淀区新一轮规划中应坚持城乡一体化与城乡统筹发展，协调城乡发展对土地的需求，推进农村居民点整理,提高土地集约利用程度，加快城镇化进程。
