Abstract:

China is in rapid industrialization and urbanization with a big demand of mineral resources. However, mineral resources are limited and mining activities are unavoidably worsening the environment, which needs innovation in mineral resources management. This paper, based on a case study on Pingdingshan city, analyzes the mineral resources and their management, discusses how to manage the mineral resources in administration, organization, human resources, system optimization, and development, and presents a new concept and new method for mineral resources as a strong support to the sustainable development of society and economy.

摘要：

我国正处在工业化和城镇化发展阶段，对矿产资源的需求巨大，资源有限性和发展需求性扩大的矛盾、开发与地质环境保护的矛盾日益突出，矿产资源的管理严重滞后，创新矿产资源管理机制势在必行。本文以典型矿业城市河南省平顶山市为例，以矿产资源和矿产资源管理现状为分析基础，从矿产资源管理的职能设置、机构设立、人才配备、制度完善、发展方向等方面进行了分析，提出了矿产资源管理新理念、新方法，以便更好地为社会经济的可持续发展提供强有力的保障。
