Abstract: This paper, according to Liupanshui Statistics STBX 2010 STBZ and the data of Guizhou scientific research and experimental development (R&D) resource inventory, analyzes the fees, personnel and output in Liupanshuis R&D, compares them with those in Guizhou Province and in China. It also presents the issues and approaches of adjusting industrial structure, changing economic growth modes, and promoting sound and sustainable development. It is crucial to invest more in scientific research, focus on innovation, transform economy from resourcedriving technologydriving, to carry out selfinnovation strategy, and develop new and strategic industries. All the ways help Liupanshui intensify its innovation capacity.

摘要： 根据《六盘水市统计年鉴2010》以及贵州省第二次科学研究和试验发展资源清查资料汇编数据，对贵州省六盘水市科学研究和试验发展活动经费、人员、产出情况等进行分析，并与全国和贵州省的平均水平进行比较，指出六盘水市科学研究和试验发展活动存在的问题，最后提出了相关对策、建议。六盘水市要实现产业结构调整，转变经济发展方式，促进经济持续快速健康发展，关键是加大科技投入，走科技创新发展之路，实现经济发展方式由资源要素驱动向技术创新驱动转变，要实施自主创新战略，大力发展战略性新兴产业，增强六盘水市自主创新能力。
