Abstract:

The energy as a basic drive to global economic development is a base for human beings to live on. China has acquired achievements in economic growth and social progress in the past three decades, which is closely related to a strong energy support.This paper, based on the relationships between energy and national comprehensive power, energy and international relation, and energy and sustainable development, analyzes the influence of energy to the social development, discusses the dilemma in energy development, and presents suggestions for China’s energy development, including erecting the scientific development view, establishing an economizing style in economy and lives, accelerating the marketing reform of energy enterprises, optimizing the energy allocation, improving the technical innovation, setting up an energy development mode fitting China’s situation, optimizing petroleum strategic preservation system and pre-warning system, and improving the petroleum market system.

摘要：

能源作为世界经济发展和增长的最基本驱动力，是人类赖以生存和发展的基础。改革开放30年来，我国的经济增长、社会进步取得举世瞩目的成就，这是与我国能源强有力的支撑分不开的。本文主要从能源与国家综合国力、能源与国际关系、能源与全球可持续发展3个维度分析了能源对当代社会发展的影响。在此基础上，探讨了我国能源发展中的现实困境，并结合我国当前能源发展实际，提出树立科学发展观，构建节约优先国民经济体制和生活方式；推进能源企业的市场化改革，优化能源配置效率；提高能源技术创新能力，建立符合国情的能源发展模式；建立和完善石油战略储备制度和预警体系，完善石油市场体系等能源发展的对策建议。
