Abstract:

China fronts many issues in development and utilization of underground water such as supply-demand conflict, over-mined, pollution and waste, etc., which not only limits economic development, but also destroys ecological balance. This paper analyzes the issues in development, utilization and protection in underground water resources, presents approaches to underground water in planning, economic policies, management, supervision and overmined area.

摘要：

我国在开发利用地下水资源中面临诸如供需矛盾严峻、超采现象普遍存在、污染和浪费等问题，不但严重制约了国民经济的发展，而且破坏了生态平衡。本文详细分析了我国地下水资源开发、利用和保护中存在的问题，并针对上述问题，提出了我国地下水治理工作的对策，在统筹规划、运用经济政策、制定管理制度、加强监督管理、重点控制地下水超采区等方面进行了深入思考。
