    Economic system of geological environment is a basic system in market economy. Its core is to the externalities and property rights. This paper analyzes the issues in protecting geological environment, indicates the urgency to establish the economic system of protecting geological environment, studies the externalities according to two factors “natural disasters” and “man-made calamity”, which are a new challenge to geological environment protection. This paper based on the effect and property rights of geological environment, discusses the mechanism to protect geological environment and presents ten ways in control and encouragement to construct economic system.

    Relation between natural resources and economic growth is a hot point in scholars, including “resource curse”. China began to study “resource curse” since 2005, but pausing at economical level, with little at sociological level. This paper, based on economical views on “resource curse”, studies from sociological views population industrial structure stabilization, poverty culture and cultural lag, vertical difference under social differentiation and inputting retardarce through retrospecting its theoretical origin and economical analysis, and presents some approaches to the existing studies, practical domains and social development.

    China’s industrialization depends heavily upon petroleum. China, as a big country for making industry, has an inflexible demand for petroleum and petroleum’original products, but China’s exported products are common goods with low addedvalues, a little rising in price. High price of petroleum is enclosed internally, leading to an accelerating cost in petroleumusing sectors, blocking profits rise. This paper analyzes the trend of petroleum price fluctuation and China’s petroleum expenses, and discusses the farreaching influence of change in petroleum price to China’s industrial economy.

    China had carried out land and resources survey for 12 years and obtained achievement in public geological survey. This paper applies value-added method which was employed by UK, revised according to China’s situation, to calculate the economic contributions of geological survey results, and compares the results both vertically and laterally. This paper concludes an economic contribution ratio 1.82% to 3.79% from the public geological survey results, with a fast rising trend.

    Even if practicing free trade as the number one economic power, the US still has to rigorously review the foreign capital. Although the overall investment environment is still an open attitude to foreign investment, the US is as stressed on legislative system as the developing countries. Northwest Nonferrous International Investment Company’s Acquisitions to the Firstgold Co., Ltd. has the similarity with the acquisition cases of some Chinese companies to the United States occurred in recent years. All these M&A cases involve the US national security review system. This article will give an introduction about US national security review system on Foreign Mergers and Acquisitions, based on 2007“Foreign Investment and National Security Law” and its implementing regulations “Regulations Pertaining to Mergers, Acquisitions, and Takeovers by Foreign Persons”, from the substantive and procedure law, and according to the origin and development of legislation, the main features of the review, the review elements of national security investigation and the evaluation to the system operation.

    This paper, based on resources and environmental management domains from 150 organs, 58 universities, 290 nation-sponsored projects and 672 papers, summarizes that the studies in resources and environmental management are concentrated on geology, waster resource and ocean in foreign countries, and on ecology, environment, energy and land internally. These majors are mainly set in science and technology universities with their subjects in school of resources and environment, and a direct subject land resource management. The published papers are focused on resource development and utilization and sustainable development.

    This paper, based on the importance of mineral resources studies globally, summarizes the basic concept and features of China’s vital mineral resources, combines with fuzzy mathematic comprehensive evaluation model, which is practical to be used to evaluate China’s vital mineral resources. This paper sets up a comprehensive evaluation model and uses related data to evaluate iron and tin resources, and studies their absolute importance and relative importance from resources themselves and comparison with other minerals. At the same time, this paper points out the defaults of the comprehensive method, and calibrates the results, providing a strong support to the studies on China’s mineral resources and giving reference to related research.

    To study and predict China’s petroleum consumption helps improve rationality in petroleum production, import and consumption. This paper adopts BP neural network prediction to establish time-neural network model, which is applied to predict the petroleum consumption quantity in 2010—2012 based on two different petroleum consumption quantity. This model has been proven to be workable. The prediction results acquired from latest data are closer to the growing trend of petroleum consumption, providing references for petroleum demand planning.

    Oil-gas resources are important strategic resources for all countries, but only concentrate in a few. How to acquire oil-gas resources through global cooperation is one of scholar’s important topics. This paper reviews the study achievements, and discusses those in foreign countries from energy diploma, regional politics and cooperation means, and those in China from investment environment and cooperation policies between China and those rich in oilgas resources, and from cooperation economic evaluation between China and those rich in oil-gas resources, and from competition and cooperation between China and other oil-gas consuming countries. This paper also discusses the deficiencies in this study.

    Only a few countries have reserve of mineral resource lands globally, of which America does well. It has specifications on reserve principles, objectives, targets and administration. The main factors include comprehensive national power, resources abundance, scientific and technical levels, global politics and economic environment, etc. China bears outstanding advantages and function in strategic reserve of mineral resource lands rather than mining products reserve. For those mineral resources short in China fit mining products reserve, those advantageous fit mineral resource lands reserve. A basic strategy for mineral resource land reserve is to reserve the advantageous mineral resources, and to reserve the cutoff grade resources for short minerals. The options for mineral resource land reserve have seven categories.

    China imported iron ores since 1981 and became the biggest iron ore importer in 2003 replacing Japan. Since 2004, China officially took part in the global iron ore price negotiation, and the price continuously rose for five years up to 397.8%. As the biggest iron ore importer, China should have had speaking power in pricing. This paper analyzes the causes why China lost the speaking power in pricing iron ore and presents approaches to the global iron ore pricing.

    This paper analyzes the connotation and means of macroscopic controls in land policies and presents the core points from four aspects: 1) to establish mechanism framework of land macroscopic controls and to analyze its conducting mechanism; 2) to divide the objectives of land macroscopic controls from final objective, stage objective and current objective; 3) to set up control policy system and to optimize the policies; and 4) to construct supervision and alarm system.      As industrialization goes on, carbon emission right becomes a vital resource for enterprises. This paper, based on store theory, establishes an optimization decision-making model in production and store under constraints of carbon emission, acquires optimal production decision, carbon emission right trading decision and purification decision, clarifies the affection of product market demand fluctuation, carbon right price changes and product price changes on enterprise’s optimized decision, and discusses the conversion conditions whether enterprises carry out purification of carbon emission or trading carbon emission right, which depends upon the difference between purification cost revenue and carbon emission price. This paper also presents a case study.

    Many private equity funds are starting to show interests in investing in the mining resources sector, following the trend set by equity investments. Situation of mining sector shall be taken into account during investment. This paper gives an introduction to private equity in definition and development, analyzes economic policies and mining industrial development trend, and discusses opportunities for private equity investing on mining. Opportunities come from nation’s open policies on resources development, capital markets and the surging demand of mineral products due to a fast economic development. This paper presents factors and strategies to be considered when private equity funds invest in mining, including stage strategies, regional strategies, portfolio strategies, etc, and especially gives suggestions investing in China, providing references for private equity funds investing in mining.

    In order to face world economic crisis, the major developed countries including America launched new technical-industrial revolution led by energy, which is the core of economic recovery. America ’s energy strategies against economic crisis bear three features: green economy as a major drive; regime innovation and human resource as a key to energy science and projects; superconduction power grids and intelligence power grids as a tool to reshape its energy industry. China already selects energy industry to be upgraded to expand internal consumption, however, energy industry is not treated as a pillar industry for China ’s economic transformation, and improvement in energy industry is not run as a new technical revolution, neither. Hence, this paper suggests to seek for opportunities in energy development, to optimize energy structure, to clarity the energy strategy and to accelerate the development of energy equipments.

    This paper, based on historical land area and population in China, calculates the maximum land area for one rural labor under “labor matching with employment” at traditional plowing modes, and estimates the minimum labors for farmland to load in 2008, 2020 and 2030 at multicropping index 1, 1.26 and multi-cropping index 1.26 & minimum operation, the surplus labor needs to migrate to cities. This paper, according to urban planning standards, works out the total urban construction land area and land area to be occupied. The rural residence left by farmers who migrate to cities, after rehabilitation, can be used for added land area, which is balanced with occupied construction land area. The both are used to calculate the preserved farmland area in China.

    In order to better understand the mineral resources survey report, this paper, by using complicated network theory and visualization method, sets up a visualization model, works out an entity matrix through defining and extracting entity-entity relation. Based on Ucinet software, the text content is output through visualization and the visualization results can be analyzed. This method is much helpful to understand the report contents.

    This paper applies contingent valuation method to analyze the resident’s willingness to pay for restoration and preservation of groundwater in Shijiazhuang city, Hebei Province, China. The result shows that residents’willing payment per family is 69.28 to 99.83 RMB per year. The regression analysis indicates that the family income, educational level, and concern extent on underground water environment are largely related to the willingness. Hence, to increase resident’s willingness to pay lies in increasing income, improving consciousness of water environmental protection and adopting view of “who benefits, who pays”.

    Coalbed methane similar to natural gas in components is a clean energy, whose development lags behind natural gas in economic benefits, but still has good social and environmental benefits. Currently, China ’s governments pay much attention on its development and utilization, and issue a series of favorable financial policies. This paper, based on a case study on Qinshui basin, Shanxi province, analyzes the pros and cons of the existing financial policies on development and utilization of coalbed methane, and presents suggestions on related financial policies encouraging development of coalbed methane industry.

    This paper, based on geological science of geoparks, studies the tourist ’s motivation, consumption, and tourism preference, and makes a survey among the tourists in the Arishaty resort in Hexigten world geopark, inner Mongolia, with results showing that: 1)most tourists visiting geoparks aim to seek scenes and have leisure time, only a few ready to learn the geological sciences but with potential motivation; 2) most tourists visiting geological heritages, museums and sign explanation systems where have a strong attribute of geological sciences display a fast entertainment with a little knowledge model. Those majestic geological heritages with easily understandable explanation can attract tourist ’s attention. This paper, based on tourist ’s benefit modes, classifies geoparks into three types and presents views how to develop them.

    〗Faults in study area are normal faults which are classified into four zones in plan. T2 (Quantou formation top) and its underlying layers are clear in fault zonation, striking SN and to NW and to SN. Above T2, fault zonation is poor due to a later reshaping from NE-and EW-striking faults. These faults display a rift-gabben developing mode. Faults are classified as four stages, of which medium and late faults are developed, closely connected to oil-gas migration and concentration. Inheritance faults play a role in migration in a middle- to long-term and in preservation in later stage. Faults control the formation of oil reservoir that oil is connected by faults through lateral migration. The oil-gas reservoir type is mainly faultlithology type with oil-gas concentration descending eastward, but ascending level in oil-bearing sequences.

    In 2010, China reaches the No.2 in gross economic quantity in the world. “The 12th Five Years Plan” will not only seek for economic growth, but also set GDP increase to 7%~8%. It is estimated that the urbanization rate will be 47.5% in 2010, and the urban population will exceed rural population in next five years.      In 2008, the demand of mineral products is still surging, but dependence upon imported products was ascending. Since the second half of 2008, due to an impact of global financial crisis, the internal demands began to sink, leading an decreasing price trend. This paper analyzes the resource consumption rules during America’s industrialization, studies how to increase the resource use efficiency combined with the global economic recession, and forecasts the demand of major mineral products by means of forecast measurement model with results showing a strong demand of major mineral products in the coming years in China.

    As economy and globalization develops, China’s big mining companies acquire more and more foreign resources. Central government’s 12th Five Years Planning presents “protect overseas resources rights to avoid risks”. To effectively protect China’s overseas resource rights becomes a new governmental function, necessitating establishment of overseas mining and exploration administration and leading system, which aim to establish risk funds, distribute project guidelines, help to decrease risks, maximize the benefits of overseas resources exploration and development, and guarantee a stable supply of strategic mineral products and economic safety.

    This paper, based on relation between land supply and macroscopic economic indexes, analyzes the expanding internal demand policy during 2008 global financial crisis, applies tree index structure, and selects indexes for performance evaluation of land macroscopic control policies, gives them weights to establish an evaluation system. The results show that the performance index is highest in the fourth quarter in 2009, and largely related to economic efficiency index and policy execution index. Gross land supply quantity, housing land and industrial land have a strong relation to economic efficiency index, only industrial land to social efficiency index. This paper draws a conclusion that policy execution can improve economic and social development with a descending marginal efficiency, and has an obvious time-lagging effect. Innovation is necessary for land resources to macroscopic controls.

This paper studies the capital source of China ’s real estate enterprises and impact of bank ’s credit policy to house prices, and discusses the influence of Chinese bank ’s credit policy to real estate market.

    Geological data information service shall be heading for clustering and industrialization. This paper, based on questionnaire, analyzes China’s situation and issues of clustering and industrialization in geological data information service, and presents suggestions how to reach the clustering and industrialization in geological data information service. The questionnaire shows that the current geological data information service can meet the public needs, which needs improvement in service means and quality. The causes lie in unsound management mechanism, a poor quality and late in data interchange from clustering, and in unsound market mechanism and incomplete service undertakers.
