Abstract:

As economy and globalization develops, China’s big mining companies acquire more and more foreign resources. Central government’s 12th Five Years Planning presents “protect overseas resources rights to avoid risks”. To effectively protect China’s overseas resource rights becomes a new governmental function, necessitating establishment of overseas mining and exploration administration and leading system, which aim to establish risk funds, distribute project guidelines, help to decrease risks, maximize the benefits of overseas resources exploration and development, and guarantee a stable supply of strategic mineral products and economic safety.

摘要：

随着社会经济的持续快速发展和全球化进程的推进，我国一些战略矿产的“大头”早已在外且有加大的趋势，境外获取的资源资产也越来越多。中央关于第十二个五年规划的建议中提出，要“维护我国海外权益，防范各类风险”。有效保护我国境外资源利益就成为日益凸显的矿政管理部门的新职能，应当成立境外矿产勘查开发利用管理机构，并建立境外矿产勘查开发指导制度。境外矿产勘查开发指导制度的核心是，建立一定规模的境外矿产勘查开发风险投资基金，发布境外矿产勘查开发投资指南和项目指导，帮助和引导相关企业降低风险，确保我国境外资源勘查开发利益最大化，保障我国战略矿产的稳定供应和经济安全。
