Abstract: China is big oilgas consumer, “going outside” which means investment in oilgas development and trading becomes a key part in promoting a sustainable development in oilgas resource market. This paper compares the central Asia's major oilgas countries, Kazakhstan, Uzbekistan and Turkmenistan, in their political systems, oilgas administration, reform and functions, and state oilgas enterprises evolution and chief functions.

摘要： 中国是油气资源的消费大国，“走出去”进行油气资源的投资开采和贸易合作已成为促进油气资源市场持续稳定发展的一项重要内容。本文以中亚主要油气资源国为对象，通过比较分析的方法，分别对哈萨克斯坦、乌兹别克斯坦、土库曼斯坦三国的政治体制、油气管理机构及其变革和职能结构，国家油气公司概况及其变革和国家油气公司主要职能等方面进行了系统的分析和比较研究，总结了中亚3个主要油气资源国政治体制、管理机构和国家公司呈现的特点。
