资源枯竭型城市可持续发展综合评价: 以湖北省黄石市为例

Abstract: This paper establishes an index system of sustainable development from economy, society, resources and environment,and uses principal component analysis to study the development of Huangshi, a resourcesexhausted city,during 2000—2012. Huangshi experienced fast deterioration, adjustment, fluctuated adjustment,stable and sustainable development, with a general rising trend. Each stage is limited by some restraints to variable degree.After the restraints are lifted, the city will be heading for the higher level. This paper presents the suggestions that Huangshi shall deal with the relationship of resources, environment and economy,construct the rural infrastructures and increase farmers income.

摘要: 从经济、社会、资源与环境的可持续发展4个方面构建评价指标体系,采用主成分分析法对资源枯竭型城市——湖北省黄石市的2000—2012年的综合发展情况进行分析研究。结果表明,在研究阶段内,黄石城市发展经历了迅速恶化—调整优化—震荡调整优化—稳定持续发展的过程,但整体上可持续发展水平是不断提高的。这说明城市在发展过程中的每一阶段都不同程度地受到限制因素的束缚,而当这些限制因素解除后,又会向更高的目标前进。据此,提出黄石市亟须处理好资源环境与经济发展的关系,做好农村基础设施建设,增加农民收入的建议。
