    This paper establishes an index system of sustainable development from economy, society, resources and environment,and uses principal component analysis to study the development of Huangshi, a resourcesexhausted city,during 2000—2012. Huangshi experienced fast deterioration, adjustment, fluctuated adjustment,stable and sustainable development, with a general rising trend. Each stage is limited by some restraints to variable degree.After the restraints are lifted, the city will be heading for the higher level. This paper presents the suggestions that Huangshi shall deal with the relationship of resources, environment and economy,construct the rural infrastructures and increase farmers income.

    Daye city as a typical resourcesexhausted city has an imbalanced industrial structure. The mining industry as an early pillar is declining so that Daye needs to reselect its pillar. This paper establishes an index system for Dayes selection of pillar industry, and uses principal component method to determine, combined with favorable policies and supports, Dayes pillar industries that are machinery, specific appliances and manufacturing on heavy industry, beverage and agricultural products on light manufacturing, and metallurgy, mining and processing on ore resources industry.

    This paper uses dynamic planning to study China's rareearth metal strategic reserve in 2012—2020. Mining rareearth metal in Chinas market leads to an increased rareearth metal reserve, but at variable rate as time goes by. An interrupt of rareearth metal supply will cast impacts on rareearth metal reserve, which shall be raised at rate with a rising interrupt. A flexible demand of rareearth metal also is related to the optimal rareearth metal reserve. This paper proposes to set up laws on rareearth metal reserve, different rareearth metal with different reserve means, to provide a capital guarantee and to intensify technical research and development.

    The broad meaning of energy security refers to the capability in energy supply for economy and society, energy consumption structure, environmental issues that come after energy consumption and energy trade security. This paper, from 15 indexes which are related to the four aspects above, studies Chinas energy security. China can keep a selfsupply rate of over than 75% before 2040, which gives enough time to adjust the macroscopic energy strategy. Coal holds a higher proportion in Chinas energy consumption structure, leading to severe environmental issues, especially the emission of greenhouse gas and PM2.5 particle. China has a capacity in paying the net import of energy for a long term. Chinas energy imports are mostly from the Middle East, so China shall pay attention to the situation of the Middle East such as Iran, and diversify the imports of energy.

    This paper, based on South America's gold reserve, production and major producers production, suggests investing in South Americas gold industry by offering references for Chinese's mining investors. South America owns large quantity of gold resources, especially in Chilly, Brazil, Peru, Argentina and Columbia, but most dominated by European and North American operators, less by Asian and South American. China shall be open to cooperate with global mining enterprises via variable means, and increase gold resources.

    This paper analyzes Kazakhstan's energy investment environment, uses AHP and expert evaluation method to discover the major influencing factors of China's energy cooperation with Kazakhstan, analyzes the factors which can not be quantified and presents suggestions for Chinese enterprises. The major factors include petroleum reserve, gas reserve, political stability, policy, economic benefits and nontraditional security, of which policy, political environment and enterprise's dilemma in investing are the principal obstacles.

    “Resource curse” commonly occurs in developing countries that possess abundance of resources. Tanzania is cursed. This paper, based on its mining policy evolution, analyzes its issues and challenges, which helps understand the abundant resources coexisting with poverty. Challenges in its mining first come from the international capital, which leads a flush in mining industry but in vain in contribution to its economy. A social gap is forming, which partially is revealed by the conflicts between mining giants and novices. Behind Tanzania's “resource curse” is its poor mining control and policy making.

    This paper, based on the analysis of precondition, cause and resolution, attempts to approach to the waterintensive industries and water right allocation in the ecologically vulnerable areas of the middle and upper reaches of the Yellow River. Its core lies in an imbalance of water supply and demand, leading to shortage of water in waterintensive industries and underdeveloped regional economy. The external cause is the shortage of water resources and the internal cause is the unsound mechanism of water right allocation. It is proposed to construct a collaboration system, which makes full use of water right transfer market, establish the Yellow River water bank, compensate the industrial water use, allocate interbasin water right and construct watersaving mechanism.

    This paper,based on logging and seismic data,divides Es3 Member,western Liaohe beach,into two third-order sequences,and studies the stratigraphic interface unconformity and distribution,which displays a vertical succession and lateral zonation.Depressions receive continuous sedimentation with conformity contact.Slopes develop truncations overlapping the previous ones with an unconformity.The upper slope had been eroded,forming an above-overlapping-below-truncation unconformity.Vertically,basin ranges with times.Es2 bottom,compared to Es3 bottom, expands to the west with an increasing water area.Generally,Es3 Member is thick in the north and thin in the south, and thick in the center.The west slope is well developed in stratigraphic sequences,thin,with clear structure;the east Hainan sag is thick with fine lacustrine sediment.

    Classification of crude oil families can be used to determine the relation with the source rock and to indicate the oil source,and also provides key information for exploration and resources assessment.This paper uses GC-MS to analyze the Paleozoic oil seepage and solid bitumen samples from the southern Guizhou Depression in their biological markers,and studies their characteristics of geochemistry and carbon isotope.Two families are classified,belonging to Ordovician and Silurian/Permian respectively.They are different in DBT/P,C21TT/C23TT,C24FT/C26TT,C30diaH/C30H,C27-C28-C29 sterane distribution and stable carbon isotope,which is contributed by different sources,combined with geological settings.The Ordovician and Silurian oil seepage and bitumen is identical with the lower Cambrian source rock in geochemistry,but the Permian samples may come from the lower Permian source rock or mixture.

    Underground water exploration is difficult in karst area,due to heterogeneity and poor uniformity of the water-bearing structures.MT and TEM are used to explore water in the karst area of South Hunan and three water zones are identified.The borehole SK3 to testify the effects shows that there is abundance of water at the depth of 58.0-58.7m,indicating the effectiveness of these two prospecting methods and offering references for water exploration in karst areas in the future.

    This paper,based on Inner Mongolia’s coal development and economy,verifies their relation by applying the “resource curse” hypothesis with the indexes of coal abundance,capital input,human capital input and scientific innovation from 1991 to 2010.The result doesn’t show an outstanding relation and there is no “resource curse”,but a fast GDP growth does not bring a same fast rise in residents’ income and living level,indicating weak sustainability in its economy.“Resource curse” needs to be prevented in the future.

    This paper,based on a case study of a city in the upper reaches of the Ganjiang river,sets up an index system from economic scale,efficiency and structure,water environmental pressure,status and response,and uses TOPSIS to quantitatively evaluate the coordination degree of urban development and water environment of Ganzhou from 2001—2011.The results indicate that the coordinated coefficient of urban development and water environment rises with years showing a phasing development of three stages.The coordination level has been continuously optimized from non-coordination to coordination;but the reis a co-existing positive and reverse coordination state with local fluctuation at a possible risk of deterioration.In order to guarantee urban development and water environmental optimization,this paper suggests enhancing study on water resources ecology,optimizing and upgrading resources industry,increasing polluted water treatmentability,promoting transversal ecological compensation and overcoming the shortage of water protection funds.

    Based on Jiangxi’s situation of mining heritage tourism resources,combined with national tourism code,this paper uses AHP to establish anassessment system,matrix built of expert’s scores,and Yaaph software to proceed weight calculation,consistency verification and comprehensive assessment on Jiangxi’s mining heritage tourism resources.Jiangxi is rich in mining heritages.They are widely-spreading and of values in tourism,but some are underdeveloped due to inappropriate conditions or unfavorable benefits.Of eleven mining heritage sites,Dexing ancient metallurgy ranks first to be developed.

    Construction of eco-industrial chain can promote eco-environmental protection,and realize harmonious development among resources,environment and economy.Role selection is a vital supplement to the eco-industrial chain.An index system is set up on the basis of environmental pollution.This paper uses the principal component method to analyze the role selection of eco-industrial chain of Chongqing’s Changshou economic development zone.It shows that metallurgical and chemical industries are producers;general and specific manufacturing and transportation are consumers;paper&print and non-metallic production are decomposers,which are less in Changshou economic development zone with a less exchange in by-products.This paper suggests developing a suppositional eco-industrial chain,boosting environmental protection construction,and researching the renewable technology on wastewater and gas.

    In order to warn the financial risks of China's overseas mining investment, this paper identifies the financial risks, and combines with Delphi to establish an index system to warn the financial risks in China's major overseas mining investing countries by means of BP neural network. The result implies a moderate warning in Canada, Russia and Australia, and a higher warning in Brazil, India and South Africa. South Africa has a bad economy; India is poor in global incomeexpenditure, inflation rate and fiscal income; and Brazil is higher in its loan rate. Chinese investors may consider entrance into the countries with a less warning.

    This paper,based on risks identification,analysis and selection of overseas mining investment,sets up an index system to evaluate the risks,uses entropy weight to each index and applies double base point to rank the selected countries.The results indicate that Australia ranks the top in investing favorably,rising risks in Turkmenistan, Argentina,South Africa and Indonesia.This study shows proof of rationality of entropy weight-double base point,and optimizes the risk evaluation mode of overseas mining risks,providing reference for Chinese investors to evaluate risks and make decisions.

    This paper establishes an index system which is composed of 17 indexes in 5 subsystems by adding an index of cultural industry, uses principal component method to analyze Anhuis sustainability in its mining economy, and gives suggestions for future development. Among Anhui's 6 mining economic zones, their sustainability in economy ranks downward, Maanshan steel and mining zone, TonglingFanchang nonferrous and chemical mining zone, 〖JP3〗Huainan coal and coal chemical mining zone, Huaibei coal and coal chemical mining zone, Huoqiu iron ore mining zone, Lujiang mining zone. The sustainable development of mining zones requires a concerted development among its subsystems, which can intensify their sustainability. Anhuis six mining zones shall be cooperative with their complimentary advantages.

    This paper uses Pigous externality theory, and selects listed coal companies to analyze the effect of governmental subsidy on their safety investment, with the results showing an encouragement that the more the subsidy, the more safety investment. The scale of enterprise is positive to its safety investment. The bigger the scale is, the more profits the enterprise can obtain, the more money spent on safety programs. Therefore the government shall enhance the subsidy on the safety programs of coal companies, and encourage merge and acquisition of small coal mines by larger ones.
