INDUSTRIAL DEVELOPMENT OF CHINAS REE RESOURCES

This paper analyzes the situation of Chinas REE resource industry from reserve, production, consumption and export, discusses the issues and presents suggestions aiming at offering references for China to develop its REE resource industry. Issues existing in Chinas REE resource industry include over-mined resource, worsening environment, low market concentrating, disordered competition, irrational export structure, valueoff export price, surging smugglings, and out-of-control producing. This paper uses REE allocating elements and regional GDP per capita diagram to quantitatively analyze their coupling correlation with the result showing positive, but weakened by many factors. Suggestions are presented in making national REE strategy planning, optimizing strategic preserving system, consolidating REE industry, setting up large REE group, intensifying REE research, economizing REE mining and production and stopping illegal mining.

The technical developing stages of biomass energy include developing, demonstrating, commercial initiating and commercial maturing stages, each with different features, which is of reference for promoting industrial development and technical innovation. This paper uses qualitative analysis to study the content of biomass energy, establishes an evaluation system for biomass energy conversion technology, and presents the collecting preserving transporting channels for biomass energy. It is found that the collecting, preserving and transporting remains of agriculture and forestry, living wastes, livestock's ordure can effectively resolve some urban issues during China's commercialization.

To assume China ’coal production center migration trend is based not only on coal resource potential, but also on utilization cost, social cost, environmental benefit, in accordance with synthetic evaluation on coal resources, hence, synthetic evaluation system is employed to help assume the coal production center migration trend. This paper builds up a regression model based on China’s synthetic evaluation results on coal resources, which indicates the trend will go westward that Gansu and Ningxia will become centers in a short term, Xinjiang in a long term.

The land sustainable utilization becomes a hot point. It is a land research frontier to establish index system in evaluate the land sustainable utilization and to apply it in practice. This paper uses entropy method to study Huludao,s land sustainable utilization, and shows that 2003-2009 was the beginning and had a rising trend in resources, environment, economy and society, implying a big potential. This paper presents suggestions for the future land sustainable utilization in Huludao in forestry construction and eco-environment, developing coastal cycling economy, boosting land development, rehabilitation and consolidation, and controlling popular growth.

 Xinjiang's traditional coal resources are developed in a primitive way with a low added value and wasted resource, which is harmful to environment and requires an extended coal industrial chain maximizing the comprehensive benefits of coal industry. This paper, according to industrial chain theory, analyzes the input/output data, establishes a coal industrial chain which is based on coal-power, coal-chemicals and highly-energy-consuming industry, and extends the chain to market. At the same time, a transverse chain is also set up based on finance-coal-transportation and stock.

Hangzhou is a very famous city with reputed resorts and historical culture, and possesses abundant geological relic resources, especial the lakes, karst, tides and the Neolithic ancient human being’s relics. This paper, based on the genesis, materials and the dynamic factors contributing to the geological relics, classifies the geological relics into eight types, and expands the typical ones. According to the spatial distribution and combination, this paper assorts Hangzhou into four regions such as Xihu lake, Liangzhu, Lunian and Heshang, and presents some suggestions protecting and developing the geological relic resources in Hangzhou city.
