    Under the globalization, as China’s economy goes fast and economic growth mode changes, China’s resource security strategy, based on resource purchase and mining investment has a surging demand for information and global cooperation. China currently has a great demand for mineral resource, but limited by mining investment. The reason lies in a poor geologically international cooperation, short of scientific speaking power and investing target nations, which can not meet China’s international mining strategy. China has a limited access to some nations‘ geology, science and technology, and policy information, impacting China‘s international mining strategy. This paper presents suggestions acquiring information united guarantee, acquiring more speaking power and international scientific and technical cooperation, which form a triple international mining strategy of mining investment  international scientific and technical cooperation information united guarantee. This paper also analyzes their position and effect in the strategy system. Mining investment is drive; information united guarantee is basis; international scientific and technical cooperation is leading.

    Middle East holds the most proven oil reserve, but its wars impact not only the local economy and politic stability, but also the global energy market, even China‘s energy security. This paper analyzes its position in global oil resource and China’s dependence, studies the relation between its politic evolution and global oil price, the relation between the global oil price fluctuation and China‘s oil price, and reviews its mess situation and trend, presents its influence on China’s energy supply and channels. China should pay more attention to the major oil producers and continental oil gas channels. Middle East should be a paramount mission for China‘s energy diplomacy regarding China’s energy security by using political, economic and diplomatic means.

    This paper introduces Russia's oil gas resource development situation and policy, China Russia's cooperation in oil gas industry, and analyzes Russia's oil gas laws, permits, taxation, environmental protection system, and provides suggestions accordingly aiming at promoting further cooperation in oil gas development. Russia is adjusting its laws and policies to get rid of Ukraine's crisis and turning its attention from Europe to Asia Pacific, in line with China's “one belt, one road” project. Russia has relatively sound oil gas development laws and regulations and is improving investment environment, but it is still of risk to foreign investors. Chinese investors shall study and abide by its laws, select appropriate Russia's oil gas organizations and shares, cooperate with its large players to decrease investment risks by intensifying internal management.

    This paper, based on the factors in evaluating safety management of metallic mine tailings, establishes its evaluation index system by determining three level1 indexes organization, execution and routine management, and 12 level2 ones including technical staff, safety rules, and key monitoring. Their weights are given by experts' scoring and the level3 fuzzy matrix to establish fuzzy comprehensive evaluation model, which is used to classify the safety management level of some mine tailings, and all quantitated indexes are validated. This study offers references for promoting safety management level of metallic mine tailings.

    This paper, based on county level farmland grade achievement, uses ArcGIS to discuss the distribution of farmland quality and its factors in eastern China, and presents approaches to promoting farmland quality in different regions, so as to offer theoretical basis in marking farmland quality, promoting key regions, carrying out land consolidation and constructing high standard farmland, making differentiated farmland protection policies. Study shows that farmland quality is generally high, mainly medium to high but less excellent among five typical counties. Their common natural constraint is soil organic matters, and use constraints are discharge and irritation. Land consolidation shall take differentiated approaches to each region in accordance with local nature, economy, farmland quality and constraints, thus to protect and manage farmland resource from quantity, quality and ecology.

    In order to mitigate the shortage of water resources in Beijing-Tianjin-Hebei area, government attempts to change the traditional decentralized water resource allocation model into a unified platform. This paper, by making a detailed social accounting matrix of water production and supply in Beijing-Tianjin-Hebei, uses multiplier analysis and structured path analysis to compare their economic influence and path changes if water production and supply changes. After unified allocation, Beijing's driving force of water production and supply is declining, but there is a rise in capital circulation proportion; Tianjin and Hebei's driving force is rising with an increasing linkage in production departments, and Tianjin's residents' capital income also rises. That means the unified mode has a positive influence on Beijing-Tianjin-Hebei's water industry. This paper suggests establishing and optimizing trans-region water resource allocation mechanism in Beijing-Tianjin-Hebei for a co-integrated development.

    Most scientific research projects undertaken by geosciences universities often involve the confidential mapping and geological data because of the distinctiveness of geology. Thus, how to improve the security management has become an important research topic. This paper discusses the distinctiveness and great importance of the geological data, and analyzes several typical issues in current geosciences universities, including settings of security supervision institution, management of data approval and security devices, education of secretrelated personnel of “security consciousness” and “security knowledge”, etc. Regarding the current status of the security work in geosciences universities, this paper presents suggestions in setting up a separate and specialized security institution to perform periodic security inspections, establishing a sound security management system to provide a strong system guarantee, which includes the links of borrowing, purchasing, using, keeping and returning security data, and making annual budgets for the security devices while performing overall implementation on safety management of security information system and devices, and enhancing the education of secretrelated personnel of “security consciousness” and “security knowledge” in various ways. Meanwhile, two questions arise to be further considered: how to speed up the decryption of geological data whose confidential period expires, so as to improve its utilization benefits; how to improve the supervision of the making and processing of confidential data.

    The Sha'er Member of Chengbei low step fault zone of southern Qikou Sag is braided river delta frontier sedimentation with thin reservoir and complicated sand bodies occurrence. To have a more precise description of sand bodies' dimension, this paper uses deterministic constrained sparse spike inversion and stochastic geostatistics to study the plan distribution of sand bodies, and applies high solution loggings to mark their vertical dimension by using optimized inversion parameters. Rock's properties are analyzed; gamma and sonic curve are used to reconstruct sonic curve. According to seismic data and sedimentary environment, multiple wavelet extraction and multiple fine calibration are used to recognize its sandmud structure. Appropriate variogram model is selected to simulate the spatial distribution of sand bodies. The inversion results combined with optimized parameters can increase the precision while reducing the uncertainty in predicting; it is an effective way in predicting the thin reservoir.

    This paper, based on Guizhou's Baibu coalfield's coalbed distribution, geology and resource, uses CBMSIM software to simulate the coalbed methane production capacity of the major coalbed, and analyzes its similarity with Guanzhai coalfield in reservoir and Guanzhai GZ01's ground coalbed methane test. Baibu coalfield owns many favorable conditions like many minable beds, high content of coalbed methane, high quality, good absorption, big resource and high concentration, but unfavorable in poor permeability, and lower pressure gradient. According to GZ01, Baibu may be of big production capacity where there are favorable geology and reservoir conditions. In general, Baibu coalfield is of good coalbed methane reservoir and geology, it is of potential to develop ground coalbed methane. This study offers technical supports and references for southwestern China in ground coalbed methane development and handling gas.

    In order to study the regional environmental inequality in Hebei province, this paper selects industrial waste water, SO2, industrial dust emission and industrial energy consumption from 2004—2014 to calculate Hebei's resource environmental Gini coefficient and green contribution coefficient. The resource environmental Gini coefficient of dust emission and energy consumption exceeds the critical point, indicating the existence of regional environmental inequality in Hebei province. Xingtai's green contribution coefficients of the four indexes are less than 1, so is Handan and Tangshan with the exception of industrial water emission, which shows the contribution rate of pollution emission and resource consumption is larger than GDP's contribution rate, and a poor inequality. To improve the situation, Xingtai and Tangshan should adjust their economic developing mode in a coordinated development with resources and environment. This study presents theoretical references for Hebei to rationally allocate its resources and environment.

    This paper uses participatory rural appraisal to conduct a survey randomly among 107 household residents in Zudong mining district, Longnan county, Jiangxi province to understand the recognition of rare earth mining's impact on ecological environment, aiming at presenting references for administrators to make related policies. Rare earth mining contributes a little to local resident's income, but they understand and support the nation's protective rare earth mining policies. Most think rare earth mining will largely impact local ecological environment, but less 30% will consider taking measures to prevent harming environment. This paper presents suggestions in dealing with the mining rare earth and environmental protection, respecting local residents' desire, enhancing their supervision, boosting education of rare earth's sustainable development, and requiring mining companies to take responsibility in mine rehabilitation.

    This paper establishes a dynamically optimized model of sustainable development for Hebei's water resource, water environment and social economy based on input/output table, and uses LINGO software to simulate the economic growth in different scenarios under dual constraints of water resource and environment. In the case of optimized scenario (comprehensive scenario), industrial adjustment, fiscal allowance for recycling water and southwaternorthtransfer, introduction of waste water processing technology can promote the sustainable development of Hebei's water resource, environment and economy. COD emission will be reduced by 10% in 2025 compared to the year of 2015. Economic growth rate will be 7.51% annually from 2007 to 2025. Industrial structure will be optimized to 12∶32∶54 in 2025 among the three industries. Water use in agriculture, industry, living and landscaping will be optimized to 59%, 21%, 12% and 8%. Underground water, surface water, recycling water and input water will be optimized to 63%, 16%, 7% and 13%. Hebei provincial government will provide fiscal allowance 7.813 billion RMB in water resource supply, of which 5.225 in newlyconstructed waste water plants, and 2.588 in recycling water piping.

    This paper, based on the global lithium supply-demand situation, forecasts its future outlook combined with newenergy vehicles. In the long term, lithium resource is abundant with proven reserve over demand, which eliminates the lithium crisis. In the short term, the global demand, especially in China, will be surging as new energy vehicles develop fast. Lithium will be mainly used to make lithium battery, which is clear for future outlook by rising investing capital as new energy vehicles policies issue, even coming with imbalanced investment structure, which may eventually lead to a severe production surplus. Investment shall be conducted to technical innovation and avoid the aimless investment.

    It is of significance to study the global demand for chrome resource for Chinas even worlds chrome resource development and chrome mining investment. This paper, based on worlds chrome reserve, distribution and consumption, predicts its future demand according to the global stainless steel demand. The total chrome resource is over 12 billion tons in the world, but not even in distribution, mainly in South Africa, Kazakhstan and Zimbabwe. Chrome is chiefly used for making stainless steel, so stainless steel production is closely related to the demand of Chrome. Recently Chinas stainless steel has stepped into a stable adjusting period after a fast growth. Stainless steel will be 22×106 t in 2020, so the chrome consumption will accordingly be increased. This paper forecasts a rising demand for chrome, mainly concentrating in Asias market, most in China.

    This paper introduces the global germanium reserve, distribution, supply, demand and price, uses end consumption to forecast the worlds and Chinas germanium supply and demand from 2016—2018, and presents suggestions for germanium investors. Germanium is mainly coexisting with leadzinc deposit, limited by leadzinc production. Its production cannot be largely increased. The future market will maintain a rising trend. Optic fiber may become a major increment point for Germanium. Driven by military and civil markets, infrared optics is also rising. As aviation and solar panel develops, germanium for solar batter will be in great demand. Its price will be climbing up when demand exceeds supply. This paper presents suggestions in protecting germanium resource, making rational profits in processing. Investors shall pay attention to germanium infrared market in the short term and to solar panel in the long term.

    Gold is a special commodity and currency, also a strategic ore. China is the largest gold producer and consumer with proven gold reserve ranking the front in the world. This paper analyzes China's situation in gold resource industry from gold reserve, distribution, production, consumption, recently geological discoveries, mining and processing technology and markets, summaries the achievements, and presents issues restricting China's sustainable development in gold industry, poor resource occurrences, low level in using resources, irrational industrial structure, operating difficult due to a falling gold price, and insufficient resource guarantee. Aiming at the statedabove questions, this paper also presents suggestions in boosting geological exploration to increase resource guarantee, intensifying technical innovation to raise the resource use level, fastening industrial structure adjustment to reform the conventional industry, enhancing “one belt, one road” construction to exalt international cooperation.

    This paper, based on 13 listed water utilities companies' performance from 2012 to 2014, establishes DEA model to analyze their technical and scale validation and to evaluate their performance. Results show that Yangchen B, Jiangnan Water, Guozhong Water and Jinlong are of higher technical and scale efficiency, an effective DEA; Chongqing Water, Chuangye Environmental Protection, Hongcheng Water and Shouchuang are high in pure technical efficiency but low in scale efficiency; Xianglong Electrics and Qianjiang Water are high in scale efficiency but low in pure technical efficiency; Hanlan Environment, Wuhan Holdings, and Zhongshan Public are low in both. This paper presents suggestions for listed water utilities companies in boosting internal management, increasing operation efficiency, intensifying industrial advantages and promoting competitiveness based on leading business.

    This paper reviews references regarding the concept, source and measurement model of scope economy, and presents references for case study and theoretical and model innovation. Scope economy refers to enterprises, based on their existing resources, which provide products or services through cooperation or synergism to increase their operating efficiency or benefits. It in practice is to enlarge product margin while to reduce its cost, a rising marginal benefit. Scope economy is mainly used in enterprises vertical integration, diversified operations, products cost complementation, brand effect and mutual sales channels. Scope economy model can be measured through parameters or nonparameters. In the case of multiinput and output, nonparameter measurement is more accurate than parameters measurement. Parameters measurement uses transcendental logarithmic cost function, generalized transcendental logarithmic cost function, composite cost function and quadratic cost function. Nonparameter measurement uses DEA and linear planning.

    This paper, based on China's 29 cities' panel data, uses DEA model, at the constant scale benefits, to measure China's total factors energy efficiency under environmental constraints from 1995—2013. The result shows a declining trend from the east to the west and a rising regional gap. Foreign direct investment, GDP per capita and industrial structure have a positive influence on energy efficiency, but the capital per capita, coal consumption and governmental interference are negative. From the view of region, each factor is different in 〖JP3〗influence direction and intensity on energy efficiency in different regions. Capita per capita and coal consumption are negative and GDP per capita is positive. Industrial structure is outstanding positive in the eastern China, not outstanding in the central and western China. Foreign direct investment is not outstanding in the eastern China, outstanding positive in the central, negative in the western. Governmental interference is outstanding negative in the eastern and central, not outstanding in the western.

    This paper, based on Shandong's 17 prefectures panel data from 2007—2014, uses supper efficiency DEA model of modified variable scale pay to calculate their total factors energy efficiency under the constraint of environment, and applies Tobit model to analyze the influence of industrial structure, energy consumption structure, technical innovation and foreign trade on the entire Shandong province and its prefectures. From 2007—2014 Shandong's total factors energy efficiency shows a rising trend, but largely different among its prefectures, with a room for saving energy and reducing emission. Industrial structure and energy consumption structure are outstandingly negatively influencing the total factors energy efficiency, while technical innovation and foreign trade are not. Each factor in influence varies with regions. This paper presents suggestions for Shandong province increasing total factors energy efficiency from optimizing industrial structure and energy consumption structure, controlling energy consumption intensity and volume, using advantage of coastal locality to carry out active opening strategy, promoting technical innovation and realizing a synchronized development.
