This paper, based on a case study on Xuzhou, analyzes Xuzhou's industrial waste gas emission and its trend, uses LMDI to attribute the factors of waste gas emission to energy intensity, industrial structure, economic growth and population growth. Economic growth is the major source of industrial waste gas; population growth promotes its emission; energy intensity and industrial structure can effectively confine its production. Further study shows that chemical, metallic and water, heating and electronic supply industries are the key sectors in producing waste gas, up to 90%. This paper presents suggestions on reducing industrial waste gas emission from optimizing industrial structure, improving energy structure and intensifying innovation.

This paper, according to the history of Chinese capital in Africas mining, analyzes its actuality from investing countries, investing ownership and investing domain. Africa possesses abundance of mineral resources, attracting vast investors, including many Chinese investors, who most concentrating in the south of the equator and in the coast. Most investors are stateowned enterprises, less are private. Their investments are chiefly focusing on mining and production, and secondarily on transferring technology and equipment. Investing domains are limited by different factors. Their investments are correlated. This paper presents suggestions for Chinese investors from investment environment, avoid of blindness, focusing a mutual development between stateowned enterprises and private capitals, exerting the importance of private capitals, developing the backend projects of mining chain to avoid risks and to maximize benefits.

This paper expounds the stateowned and private enterprises overseas mining investment actuality, pros and cons, and presents suggestions based on the rare success cases in overseas mining investment. The stateowned enterprises are of capital, nations supports, stable employee, but a mechanic system, longwaiting approval process and decision, low marketing and efficiency, while the private enterprises show the reverse. They should cooperate to match each other to reach a winwin by reforming stateowned enterprises mixed ownership system, which uses their advantages to improve management and to make system and mechanism be more marketoriented, and to increase their core competitiveness of the mixed ownership system. Suggestions are presented from investment objectives, strategy, structure and modes, style, external supports, talents management, and safety to offer references for overseas mining investment.

A rising demand for bioenergy which is made of crops will lead to a surging conflict with land for crops. Using marginal land for planting bioenergy crops may be one solution.This paper, from marginal land potential, economy, environment and policy, reviews the researches regarding using marginal land to plant bioenergy crops and concludes that the research is only starting, most concentrating on land potential, only a little on marginal land use.Due to lack of experimental data and mode, quantitative analysis is little. The existing research implies marginal land is of much potential, but the feasibility, environmental impact, direct and indirect land change and policies need further study.

This paper, based on harmonious mine construction experiences, to rich content of harmonious mine in frontier minority areas and to guarantee it,presents a path to benefits share mechanism of mineral resources development in frontier minority areas, which possess abundance of mineral resources and are national strategic bases. In order to reach a leapfrog development and safety, their abundant resources shall be converted to economic advantages and into a selfdeveloping well circular mechanism. To mine mineral resources in order must deal with the relation among environmental protection, benefits share, and social stability. The harmonious mine construction, sharing the benefits from mineral resources development, should be a strategy in sustainable and sound development of resources development in frontier minority areas.

Geothermal resources, as clean renewable energy, contribute a lot to saving energy and reducing emission by their development. This paper, aiming at the barricades in mechanism, capital, information and technology in developing shallow geothermal resources,presents suggestions from franchising like heating company, making guidelines in heating fee and offering supportive policies. Three investment operation modes, project overall contract mode, contract energy management mode, and distributed thermal management mode, are discussed from a perspective of operation. The results show that the small shallow geothermal projects fit project overall contract mode,the new communities or new development zones fit contract energy management mode and the governmentoriented, city level projects fit the third mode. Their development modes shall match their development scales.

S628 block which is a metamorphic buried hill reservoir with low or no oil recovery may gain commercial oilgas only after being fractured.Due to a deep buried depth, high pressure and developed fissure, it is difficult to fracture to fill sand.In order to reduce engineering risks and to increase oilgas recovery, this paper, based on reservoir evaluation before pressuring, production evaluation after pressuring, and fracturing parameters optimization, determines to use the whole hydraulic fracturing technique by combining similar fracturing experience. This technique, according to fissure length and residual conductivity under different permeability, selects hydraulic fracturing system, optimizes the pad liquid percentage, emission, frac sand filling size, determines the engineering parameters in accordance with the block features. Fifteen times of hydraulic fracturing were proceeded in S628 block with 100% success. 35 000 t oil was totally increased.

This paper studies the factors on Qinghais gold mining and development and provides references for China's strategy “the Belt and Road” and offers basis for enterprises to make decisions in exploring markets. By using the grey correlation method, this paper analyzes Qinghais gold resources, technology, capital, environmental protection, economy, market and policy. The national and local policies play a vital role in gold mining development in Qinghai, but the local macroscopic economy plays the top, which is a major drive to gold production, and next to it is capital investment and price. Gold resource and the demand of refinery processing decide the number of gold mining companies. The gold companies profits are constrained by technology and overall industrial development level. Environmental protection has little influence. Qinghai should use economic development to drive the reform of gold mining and development under the opportunity of “the Belt and Road”.

This paper uses ecological footprint mode which is based on input/output technology to compare Beijing's ecological footprint in 2005 with 2010 with result showing a falling footprint, but not in sustainability. Footprint was classified as inside city, outside city and foreign zones. The inside city zone needs the most ecological footprint. The percentage of governmental consumption ecological footprint in 2010 rises by 9%, the fix capital by 5%, while the rural consumption falls by 14% and inventory by 1%. From the perspective of industry and demand, this paper analyzes the ecological footprint changes of Beijings 39 industries and 3 regions, and calculates that the agriculture, forestry, livestock, fishing, petroleum processing, nuclear processing, transportation, post, and warehousing and other industries occupy a higher percentage of ecological footprint.

“National green mine conditions” provides guidelines and basis to evaluate and construct Chinas green mines. In order to comprehensively evaluate green mines, this paper, based on the nine conditions, uses seven tier1 indexes, including laws, regulations, technical innovation, saving energy and reducing emission, environmental protection, land reclamation and community, and 25 tier2 indexes to construct green mine evaluation index system.By using expert scoring, entropy weight and minimum cross entropy, this paper integrates experts opinions to produce a comprehensive evaluation results. This method is a combination of subjective and objective weights, which avoids subjective arbitrariness and covers experts opinions. This method is applied to evaluate Xinwen mining groups Huafeng mine, which meets the requirements of green mines. This is consistent with the actuality, verifying the feasibility of this method.

This paper, based on a questionnaire carried out in some national green mines and their communities, analyzes the influence of mining on local environment and community, mines cultural construction, and the responsibilities of government, mines and communities. It concludes that the actuality of mine development is better than public opinions. Respect of local communitys rights and responsibility is the key to harmonious mine. Mines should change operational ideas to improve mines development actuality. Local community that shall not stand aside gets to know its rights and cooperate with mines, actively participating in mines project decision and sharing risks together with mines. Mines shall pay more attention to communitys position in mining activities, and invite local community to be participant and decision makers, which is the path to the integration of resource, ecological, economic and social benefits.

This paper, based on China's lithium resource development actuality, analyzes its issues, and presents suggestions for its sustainable development. Chinas lithium resources are mostly concentrated in Tibet, Xinjiang, Qinghai, Sichuan and Jiangxi. The major types are rock type and brine type. As brine lithium has been developed in recent years, China has been a lithium resource country. Due to many factors, China has a poor development extent and is highly dependent upon imported lithium.China is also the biggest lithium consumer. Issues in China's lithium industry include poor technology, irrational industrial structure, poor development extent of brine lithium, low recovery in processing and recycling, environmental pollution. This paper presents suggestions on adjusting policies, optimizing industrial structure, intensifying cooperation among companies, establishing industrial association, boosting production technology, increasing recovery and focusing on environmental protection.

Copper industry depends upon China's comprehensive national power and internal demand. China still has a rising metallic consumption which is required by the current industrialization stage. The copper price fluctuation has become a vital factor to influence China's copper profitability. The fluctuated raw material cost is weakening the profitability, thus confining the selection of raw materials. This paper, based on the China's copper consumption actuality and issues, exampled by Jiangxi copper group, compares it with other industrial listed companies operation, and simulates their relativity between retained profits and copper price rising rate. It presents the necessity of setting up enterprise risks guarantee fund, and gives a detailed operational guidelines from policy, capital source and fund uses.

This paper, based on the actuality of Guangxis manganese industry, uses statistics to analyze the manganese production and guarantee extent of manganese resource in the 13rd fiveyearplan. Ferroalloy production is predicted to be 5.86 million tons in 2020 by an annual rising rate 2.8%, electrolyzed metal manganese to be 348.600 tons and electrolyzed manganese dioxide to be 288.800 tons in 2020 by an annual rising rate 10%. Guangxi's remaining manganese reserve is 3665 million tons in manganese oxide, 92.41 million tons in manganese carbonate. Manganese oxide is predicted to be 3.8255 million tons in 2010 by an annual rising rate 2%, manganese carbonate 3.9683 million tons by 10%. During the 13rd fiveyearplan, Guangxi's manganese mines can only supply the 33%—35% of the demand of manganese oxide, with the rest relying on import or transfer. Its manganese carbonate production can fully meet the need of electrolyzed metal manganese and electrolyzed manganese dioxide.

Trading promotes economy, and impacts on energy consumption structure as well in trading countries. Thanks to technical advance, the economic value produced by unit energy consumption has been improved. This paper uses the relative efficiency comparison to study the influence of the bilateral trading on economy and energy consumption. This paper applies DEACCR mode to measure the change in energy economy efficiency and energy environment efficiency in China and the UK, and analyzes the relationship between trade and energyeconomy relative efficiency by means of multiple regression. As the bilateral trading goes on, energy economy efficiency has been promoted with higher economic value of unit energy consumption, favorable for the sustainable development of the two countries. There is little influence on their energy environment efficiency, but it still needs to adjust and optimize the trading structure.

To explore the development level of land urbanization under new urbanization, this paper establishes evaluation index system for land urbanization from land structure, economic level, spatial concentration and infrastructure, and analyzes its trend, redundancy, stability and comprehensiveness from national and provincial levels. This index system is consistent with trend, stable with less redundancy. Annual flexibility index was measured to know that the land urbanization acceleration in 2007 is idealized, and on the basis of that the land urbanization development indexes of the country and each province from 2009—2013 are measured. The national land urbanization developed fast from 2009—2010,especially in Beijing, Tianjing, Hebei and Guangdong, but fell after 2010 with a stable acceleration in each province reaching a balance among them.

This paper, based on the foreign resource taxation mode, compares it with Chinas resource taxation mode, finds out a better taxation mode which covers national financial income, guarantees enterprises benefits, and exerts resource taxation function, and presents a path to Chinas resource taxation mode reform. Resource taxation from quantity or from price is a taxation mode under specific development stage, links taxation to resource product quantity or price, promoting the adjustment and development of resource industry. Resource taxation from profits helps industrial adjustment and considers the sustainable development of resource enterprises, which should be another taxation mode during Chinas next resource taxation mode reform.

Securitization of mining rights is of significance for mining companies. This paper analyzes its trading structure aimed at optimizing Chinas capital structure and allocating mining capital. Securitization of mining rights can diversify mining companies financing path, speed up the fluidity of mining right assets, link resource to capital, and convert resource advantages to capital advantages. Its trading structure is composed of securitization participants and operation. Its trading organization structure includes resource level, core level and supportive level. Its trading process structure includes constructing mining asset pool, mining asset transfer, credit assessment and issuing assets. Under Chinas current securitization operation system, this paper designs two trading structures, ABN issued by interbank bond market and ABS issued by stock exchange.

Population change influences technology choice and economic transformation through labor supply and labor cost. This paper, based on China's 31 provinces macroscopic data from 1999—2012, applies simultaneous connecting equation to verify their relation among population change, technology choice and economic transformation with results showing changes in technology choice and population will change labor market and economic growth mode, which in centralwestern China lags behind that in eastern China. Technology choice and population change marks China's economic growth with trinity of technology, capital and labor, meaning a new entrance of China's economy. To better coordinate their relation, this paper suggests on promoting new industries, intensifying technology choice and dealing with population change, boosting regional development, enlarging internal demand, realizing new economic development.

This paper reviews the references from economic transformation, industrial transformation and developing model. Policy, market and technology can promote economy and reduce carbon dioxide emission on economic transformation. Optimize industrial structure, reshape traditional industry, and construct hightech zones on industrial transformation. Supportive policies, recycling economy and laws can drive the sustainable development of resourcesbased cities on developing model. This paper reviews the experiences of different resourcesbased cities under lowcarbon economy, providing references for planning sustainable development of resourcesbased cities.

This paper, based on Yili river valley's industrial development, discusses the path selection of its tertiary industries, and uses industrial linkage measurement model to evaluate the linkage effect among the first, second and third industries. The absolute linkage extent between the first and the third industries is far above the firstsecond and secondthird industries. The relative linkage extent in the secondthird industries has a rising trend except the firstsecond and firstthird industries. The overall linkage in the firstthird industries is far above the firstsecond and secondthird industries. This paper presents six modes and paths for industrial linkage development, and gives suggestions in promoting a bigger linkage effect among the tertiary industries in Yili river valley from industrial planning, industrial structure adjustment, and infrastructure optimization.

Lithium is increasingly being used as a rapid development of new energy vehicles and digital information industries. This paper, based on China's lithium resource distribution, supply and consumption, and technology, analyzes the situation of China's lithium industry, and presents issues such as poor resource occurrence, highly dependence upon imports, complicated extracting process, poor competitiveness, over production capacity, and low products, which constraints the sustainable development of China's lithium industry. This paper presents suggestions in intensifying lithium resource exploration, boosting high Mg/Li brines Liextracting technology, researching Li battery with high performance, and expanding Lithium products and strategic planning and optimizing lithium industrial layout.

Abstract: This paper selects appropriate indexes and uses principal component analysis to evaluate Jiangsu's countylevel urbanization and industrialization level, and uses correlation to analyze their coordination between Jiangsu's rural industrialization and rural urbanization with result showing a higher level of rural industrialization level, a bigger regional variance, a lower nonrural population in rural area. Jiangsu's countylevel industrialization is highly positive to urbanization. Their coordinated development has a larger regional variance. This paper presents suggestions in improving rural urbanization quality in southern Jiangsu, in boosting industrialization progress in northern Jiangsu, and in advancing their industrial linking development.

This paper selects 14 indexes to establish a comprehensive index system of Shandong urbanization and economic development, and uses PCA to calculate Shandong's comprehensive index of urbanization level and economic level. Their coordination in 200520013 is analyzed through a case by using the quadrant method and the result shows a fluctuated improvement with a slight deviation, but in an interactive promotion. Their fluctuation is characterized by alternative advancing and lagging, but they are dynamically developing. Shandong develops its economy, and pays attention on its coordination with urbanization as well.

This paper, aiming at Chongqing's supervision mechanism and mining rights onsite verification dynamic monitoring, studies their supervision situation and issues. Since 2003, Chongqing had conducted mining rights onsite verification and reserve dynamic monitoring and made achievements in finding illegal activities. Administration of mining and mining rights mainly involves Chongqing land resources and house bureau, safety production supervision bureau, coal mine safety supervision bureau, coal industrial management bureau. Contents in mining rights onsite verification and reserve dynamic monitoring include mine safety mining and producing, mine environmental protection, sustainable development. The current issues are overlapping administrative functions, unclear responsibility, illegal mining activities, ineffective linkage of reserve dynamic monitoring. This paper presents suggestions in determining responsibility, handling illegal mining, constructing dynamic supervision database.

In order to improve the minerals exploration and regional planning in eastern Tainshan area, this paper conducts a comprehensive evaluation on miningrelated environment, technology and economy. From exploration, development and mine environmental protection and economic benefits, this paper selects 20 indexes in six aspects, and applies hierarchy analysis to establish comprehensive evaluation index system, which is used to measure the 19 mining districts by means of fuzzy method. Quantitative measurement combined with experts'experience to rank the 19 mining districts. Based on their actuality, this paper presents suggestions in minerals exploration and planning in Xinjiang's eastern Tianshan area.

Laos possesses abundant potash resources, which are mainly distributing along the Mekong river plain. The potash bed is hosted in the upper E1tg1-1, a marinesourced continental deposit. Chinese mining companies acquired KCl resource of 4 billion tons by exploration, with over 10 billion tons in inferred resource, also set up processing facilities for producing KCl with a capacity of 770kt/a, up to 7 150kt/a for future planning. Issues in Laos's potash exploration and development chiefly include large mining license area, over exploration, large KCl reserve, long term mining life, but the processing carnallite is not a mature technology. The large investment, high cost and long pay back and shortage of energy impact potash development. This paper presents suggestions in diminishing exploration investment, controlling development size, paying attentions on demandsupply, boosting potash processing technology, recovering Br, searching for sylvite deposit, exploring coal resources.

This paper selects two large sea salt producers in Bo Sea bay to study the Li content changes in their salt making processes with results showing that Li is enriching from sea water to final brine. LiCl becomes 97.27 mg/L and 138.15 mg/L in final brines in these two fields, reaching the cutoff grade of the brine Li. During producing sea salt, the crystallization of salts has a low absorption to Li+. According to China's sea salt production and Bo Sea Bay sampling data, Li metal is estimated to be 455.95t in final brines of China's all sea salt fields in 2013, equivalent to 2430.23t in Lithium Carbonate. Li content is high sea water in sea salt fields and tends to be concentrating in the final brine. Extracting Li technology is universal, which provides a prosperous outlook in extracting Li from sea salt field's brines. Extracting Li directly from sea water, if matures, is the future technology.

This paper, based on the Shenzhen's Nanshan community, adopts land load variable, land use intensity variable, land use structure variable and land use benefits variable to study the expansion evolution of residential land, and uses hierarchy analysis to evaluate its quality, aiming at disclosing the spatial use of urban residential land and at providing references for allocating urban residential land and improving land use efficiency. During 2009-2012, Nanshan district's had a rapid expansion rate in residential land with a lower quality in its spatial evolution, forming “SongpingshanAnle” center and “University CityLiuxian” sub-center, quality value diminishing outward.

Yancheng natural reserve, as one of wet lands of western Pacific, plays a key role in maintaining the biological diversity and regional ecology. This paper, based on the remote sensing images of 1983, 1992, 2000 and 2012, uses GIS/RS, and combined with scenic ecology to study the scenic evolution and mechanism of Yancheng natural reserve. The scenic structure changed by rising Reed marsh and Spartina marsh, up 85.82% and 515.61%, while by reducing Suaeda marsh and mudflat, down 80.62% and 63.32%, from 1983 to 2012. Fractal dimensions decreased from 1.052 3 to 1.033 2, scenic diversity rose from 1.291 7 to 1.681 9, dominance fell from 0.645 2 to 0.264 0, evenness rose from 0.663 8 to 0.864, indicating a rising human disturbance, a regulated developing patch shape and an increasing scenic diversity. Scenic evolution changes to Spartina marsh from mudflat by an area of 39 320 hm2, Reed marsh and Spartina marsh from Suaeda marsh by 12 447 hm2. Scenic evolution has been influenced by natural and human factors. Natural factors include coastal geomorphological process, succession of vegetation and involvement of Spartina, while human factors include artificial restoration of Reed marsh, dams, construction of ports and policies.

This paper measures the carbon dioxide emission in energy consumption and cement production in Chinas 30 provinces (cities) in 1997, 2002, 2007 and 2012, which is used as index to study the distribution, regional variance and concentration of carbon dioxide emission intensity by means of comparison, Theil index and ESDA. The results show an outstanding variance in their carbon dioxide emission intensity, but the overall trend is to be medium to low. Variance among eastern, central, western, and northeastern China is obvious and comes from internal regions. Chinas provinces display a positive spatial correlation in carbon dioxide emission intensity, rising numbers of provinces in LL concentration and falling in HH concentration.

Suichang gold mine improved its mine environment by conducting rehabilitation. This paper assesses its social benefits, and establishes it social benefits index system and assessment standard through references and site investigation. Each index is given the weight from expert's scoring. Rehabilitation data and information has been incorporated into the index system and calculate their score and total score. The results show that the mine rehabilitation makes tremendous social benefits in regional economy, people's living, social stability, regional image and demonstration, at an overall excellence. This assessment agrees the mine rehabilitation. Its experience shall be a reference to other mines.

This paper, based on the natural gas CIF of three gas importers, Japan, America and Germany and Brent crude oil price, uses vector auto regressive mode to study their longterm balance and dynamics. The results show a long term balance between the natural gas prices and Brent crude oil prices. Changes of Brent crude oil price by 1% will lead to positive change to the imported natural gas prices by 0.358% in Japan, by 0.061% in America, and by 0.802% in Germany. Variance decomposition indicates the natural gas prices of the three countries and Brent crude oil prices react largely with their own new information, but big difference in duration. In a long term, the natural gas prices will be influenced by Brent crude oil prices, Japan largely, followed by Germany, and then America.

Relation between mineral resources and economy is a popular research. Does “resource curse” really exist in China? Or where they are outstanding? Answers will correlate the policy. This paper uses RSR, which is seldom used, based on China's 100 mining cities' panel data, to establish a linear correlation model between mining and economy. Minerals resources contribute to economy at a rate of 39.23%. “Resource curse” does not exist in China as a whole, but do in western China, especially in Shanxi province.

This paper selects 17 AStock listed petroleum companies who disclosed M&A events during 20072003, uses component analysis to establish a comprehensive scoring model based on financial data, which is employed to study their financial indexes and their short and longterm M&A performances based on their M&A frequency, scale and major business. The short term M&A performances are not as good as expected with the exception of 100% M&A. The long term M&A performances vary with companies and M&A events. The M&A performances irrelevant to major business are not good.

At carbon trading market, different futures prices volatility and their interaction is complicated. Price trend forecasting plays a key part in financial investment. This paper, aiming at the nonlinear forecasting issues in carbon trading market, selects EUA futures and CER futures to study their long term cointegration relation, uses Granger causality test to determine its leading or lagging. The leading futures as input variable was used to set up neural network model of difference wavelet function that is improved by genetic algorithms. The lagging futures is forecasted and compared with neural network's forecasted results from preimproved BP wavelet neural network model. The results show a long term balanced cointegration of futures in carbon trading market. The improved model can effectively forecast the trend of futures, proving investment suggestions for carbon emission trading.

Since 2012, the northeastern China had experienced lagging economy and decreasing population. This paper, aiming at the influence of population migration on economy, uses temporal series data to study population structure, labor quality, salary, and human capital in their changes, and conducts cointegration check on GDP growth rate with immigrants during 2001 to 2013. Migration as an endogenic variable is input into economic growth model, which shows a longterm balanced cointegration between GDP growth rate and immigrants. Population migration has a big influence on economy. Irrational population structure and inactive market economy are the vital cause that population migration influences economy in northeastern China. This paper presents suggestions in improving northeastern China's economy from reforming and boosting foreign trading.
