高质量人力资本对数字产业结构优化的影响研究

摘要: 在深入实施人才强国战略背景下,探讨高质量人力资本对数字产业结构优化的影响机制具有重要意义。构建面板数据模型、中介效应模型检验机制,研究发现:第一,高质量人力资本能够促进数字产业结构高级化与合理化。第二,高质量人力资本对技术创新的促进作用大约是制度创新的22倍,针对产业结构高级化,制度创新的中介作用大约是技术创新的16倍,针对产业结构合理化,制度创新的中介作用大约是技术创新的10倍。第三,高质量人力资本对数字产业结构高级化的影响中,人口净流入地区大约是人口净流出地区的2倍,起步型地区大约是卓越型地区与中等型地区的2倍。高质量人力资本对数字产业结构合理化的正向影响仅有人口净流出地区显著。各子样本的中介效应中,对数字产业结构高级化而言,制度创新的中介效应是技术创新的5-13倍,对数字产业结构合理化而言,制度创新的中介效应是技术创新的7-9倍。

Abstract: It is of great significance to explore the impact mechanism of high-quality human capital on the optimization of the digital industry structure in the context of deepening the implementation of the talent strong country strategy. Constructing panel data models and mediating effect models to test mechanisms, research has found that: firstly, high-quality human capital can promote the advancement and rationalization of the digital industry structure. Secondly, the promoting effect of high-quality human capital on technological innovation is approximately 22 times that of institutional innovation. For the advancement of industrial structure, the mediating effect of institutional innovation is approximately 16 times that of technological innovation. For the rationalization of industrial structure, the mediating effect of institutional innovation is approximately 10 times that of technological innovation. Thirdly, in terms of the impact of high-quality human capital on the upgrading of the digital industry structure, the net inflow of population in areas is about twice that in areas with net outflow, and the start-up areas are about twice that in excellent and medium-sized areas. The positive impact of high-quality human capital on the rationalization of the digital industry structure is only significant in areas with net population outflow. In the mediating effects of each sub sample, for the advancement of the digital industry structure, the mediating effect of institutional innovation is 5-13 times that of technological innovation, and for the rationalization of the digital industry structure, the mediating effect of institutional innovation is 7-9 times that of technological innovation.
