Abstract:

Land consolidation plays a key role for the sustainable development of land resources and even for the socialeconomic sustainable development. Shanxi province as a new energy base and equipment manufacturing lacks land resources due to its location in loess highland with big erosion, overmined minerals, which necessitates the land consolidation. Over tenyear’s practice, the land consolidation, based on technical study, system innovation and organization construction, contributes largely to the economy in Shanxi province.

摘要：

土地整理对土地资源的可持续利用乃至整个社会经济的可持续发展都具有十分重要的意义。山西省作为全国的新型能源和装备制造业基地，由于地处黄土高原，水土流失严重，加之矿产资源的过度采掘和退耕还林等带来的压力，土地成为制约山西发展新的瓶颈，大力推进土地开发整理是新形势下的必然选择。经过近10年的探索实践，通过技术研究、制度创新、队伍建设，土地整理为全省的社会发展和经济建设作出了巨大贡献。
