Abstract:

This paper summarizes the background of land consolidation and new rural construction. The land consolidation can boost the rural productivity development, improve peasant's production and agricultural output, and enhance rural construction and meliorate the rural environment. This paper presents many means to enhance the new rural construction through general land planning, scientific land consolidation, specific land consolidation fund, unified leading, supervision and laws.

摘要：

总结了现阶段土地整理和新农村建设背景，提出了土地整理能有效促进农村生产力发展、实现农业增产增效、促进农村文明建设、改善农村“脏”、“乱”、“差”和农村社区民主管理等，为落实和完善新农村建设提供了经验。提出应通过强化土地利用总体规划、科学编制土地整理规划、建立土地整理专项基金、加强土地整理的统一领导、注重土地整理的检查验收、加强土地整理法制建设等措施促进新农村建设。
