Abstract:

China’s land consolidation has attained great achievements over tenyear’s practice. As the economy blooms, the land consolidation is facing new opportunities and challenges as well. Currently there are many aspects such as conception, system, mechanism and laws in land consolidation which can not adapt the economic development, thus demanding a new conception and new working means to improve the land consolidation, hence to guarantee the development, to protect the resources and to boost the new rural construction.

摘要：

我国土地整理经过10年的探索与实践已逐步走上正轨并取得了很大的成绩。伴随我国经济社会步入新的历史发展阶段，我国土地整理也迎来了新的发展机遇，同时也正面临着艰难的挑战。当前，土地整理在理念、体制、机制、法制等诸多方面还不能完全适应形势发展的需要。解决发展中的问题，需要按照科学发展的新要求，创新发展理念，努力推进发展方式的转变，发挥土地整理更强大的功能，为保障发展、保护资源、建设社会主义新农村发挥应有的作用。
