Abstract:

Since the establishment of Shenbei new district, the land consolidation has been carried out with achievements via market mechanism. This paper expands the fundamental roles of market mechanism from planning, coordination, management, land turnover, operation, and service optimization. It is of significance to carry out rural land consolidation in suburbs of central cities. The authors suggest that Shenbei new district shall be upgraded to a national land consolidation model district, a national tentative district of rural land management system reform.

摘要：

辽宁省沈阳市沈北新区自建设以来，大力推进土地整治工作，并充分发挥市场机制的作用，取得了良好的效果。本文从统筹规划、合理布局，统筹兼顾、协同推进，为民谋利、不争民利，严格管理、规范秩序，流转土地、产业经营，立足长远、完善服务等6个方面论述了市场机制在土地整治中的基础作用。本文认为在中心城市近郊区开展农村土地整治有强大的生命力。作者建议将沈北新区全区列为国家级土地整治示范区、国家级农村土地管理制度改革试验区。
