Abstract:
It is popular, both in academy and government, to study the industrial transformation and upgrade of resource-exhausted cities, whose universal adaptability, however, is weakened by a regional economic development and resource abundance. A singular city is selected as target. This paper, based on Hubei's seven resource-exhausted cities, Huangshi, Ezhou, Qianjiang, Daye, Yidu, Zhongxiang and Songzi, analyzes their industry, challenges and industrial transformation direction and path, and presents suggestions for government and enterprises to explore new paths of industrial transformation and upgrading from structural adjustment, financing, talent, environmental protection, industrial convergence and government's functions.

摘要:
资源枯竭型城市工业转型升级备受学术界和政府关注,并引发社会研究热潮。而区域经济发展和资源禀赋差异致使研究成果不具备普遍适用性,单一城市单独研究成为主要研究方式。以湖北省黄石市、鄂州市、潜江市、大冶市、宜都市、钟祥市、松滋市7个资源枯竭型城市为背景,重点研究分析7个城市当前工业发展现状、面临的挑战及工业转型方向和路径。建议政府和企业从产业结构调整、企业融资、人才培养、环境保护、产业融合、政府职能等视角探索资源枯竭型城市工业转型升级发展新道路。
