    It is popular, both in academy and government, to study the industrial transformation and upgrade of resource-exhausted cities, whose universal adaptability, however, is weakened by a regional economic development and resource abundance. A singular city is selected as target. This paper, based on Hubei's seven resource-exhausted cities, Huangshi, Ezhou, Qianjiang, Daye, Yidu, Zhongxiang and Songzi, analyzes their industry, challenges and industrial transformation direction and path, and presents suggestions for government and enterprises to explore new paths of industrial transformation and upgrading from structural adjustment, financing, talent, environmental protection, industrial convergence and government's functions.

    This paper, based on Tongling's society, economy and environment, which is a resource-exhausted city, establishes through references and experts an index system to evaluate Tongling's environmental loading capacity, and uses AHP to determine each indexs weight and acquires the relative surplus model which is applied to evaluate Tonglings environmental loading capacity in 2008-2011. The result shows an overloading more than 23.7% per year, and an concerted condition between economy and resource&environment, which, however, is turning on a right direction. This paper presents suggestions developing a concerted economy-resource-environment in Tongling.

    Liupanshui, as one of China's 63 typical coal cities, has been largely depending upon capital investment, size expansion and resource consumption in economy over 30 years since reform an opening. Such a developing path led to a big proportion of resource industry, a weak innovation ability, and a highly dependence on resource, which largely confines a sustainable economy in Liupanshui. This paper, based on its GDP and three industries data in 1991-2011, analyzes the trending of industrial structure evolution and the issues in innovation ability of resource industry, and studies the path from resources dependence to innovative drives in Liupanshui and presents suggestions.

    This paper, from resourcebased city Ordos's economy, resource and environment, finds a series issues, such as a polarization in economy, irrational industrial structure, unsustainable mining and environment, sets up three system dynamic models in economy, resource and environment, that through adjusting some parameters, makes four simulating plans which are measured with their sustainability by adopting resourceenvironment loss ratio. By comparison, the plan of economy-resource-environment concerted development bears a moderate GDP rising rate, a controllable resource-environment loss from a rising economy, a balanced development between economic and ecological benefits, in accordance with requirements of sustainable development.

    This paper, based on copper reserve pattern, production control pattern and main copper producers stake information, analyzes the copper market features that the wholly-state-owned Chalco ranks top among copper producers, Europe, Latin and North America are three sources of copper. Merge and acquisition in cooper enterprises, transfield investments are prevailing. It is concluded that the global copper pattern can not be altered in a short term, cooper giants merge and acquisition will lead to monopolization, and diversified investment occur in cooper producers, and funds are increasing. This paper presents suggestions for China's copper mining.

    This paper studies the paradox between resource abundance and economic growth. According to Lakatos's paradigm theory, the hard core of resource constraint paradigm is that resources restrain economy with a supportive hypothesis of marginal diminishing rule or technical substitution rule; that of ‘resource curse’ is that abundance of resources would block economy with a supportive hypothesis that resources development is leading to a change in economic structure, and then a lagging technology. These two paradigms, to some extent, has some ability to forecast owning to their different viewing perspectives on economic growth.

    The success of the US in exploring and recovering shale gas largely stimulates most countrie's interest, such as Canada, Australia, UK, Poland, and China. This paper, based on shale gass definition and values, reviews the advances of the US's shale gas exploration and recovering, and discusses China's situation in shale gas, and presents, under a high dependence upon importing of oil gas, the approaches in learning the experiences and contacting, cooperating with foreign governments and enterprises and institutes, and in establishing a key technical system in shale gas exploration and recovering based on China's geology, and in giving supportive policies.

    Coal, as China's major energy source, holds a vital position in China's economy and society. This paper, based on Chinas existing theories and methods in evaluating the feasibility of coal construction projects, analyzes its features and rules, and adopts the cloud model of statistics and fuzz estimation to selects nine financial indexes to establish an evaluation method with a concept of sustainable development and intolerance view, which is employed to evaluate the feasibility of Inner Mongolia's Baishupo coal project, and to determine its classes, offering reference to its construction.

    GIS is frequently used to evaluate the urban underground space by mostly-used raster element, which needs to divide a fixed boundary unit controlling accuracy by its size. However, this method often produces conflicting data with a zigzag graph. Some scholars applied variable raster element, after being improved, which resolve the conflict between data redundancy and accuracy through splitting the key or sensitive area into smaller units, and extensively being used. A new method, vector element is developed based on their actual boundary, but with complicated shapes and sizes. This paper, based on a case study on Baoan district of Shenzhen, gives an introduction to the GISbased vector element method as a new means of fuzzy evaluation, presents the key technical processes in database structure design and offers an example of using vector element method.

    Zimbabwe possesses a big abundance of ore resources and mining is one of its three economic columns. Its metallic deposits are mainly spreading in dikes and their neighboring greenstone belts in the central Zimbabwe, of which gold, chromite, nickel, platinum and copper are its preponderant resources.     This paper calculates Shandong's carbon emission, and based on Kaya identity, decomposes the drives to four, economic development, industrial structure, energy intensity and energy consumption structure, and uses LMDI to quantitatively analyze the carbon emission reduction in 2000—2009, with results showing that, with an exception of energy intensity exerting a negative driving, the other three play a positive driving of which economic development is the major. The key to carbon emission reduction is to raise energy efficiency and to decrease energy intensity.

    This paper, based on China's 30 provinces' panel data from 1999—2010, estimates their carbon emission quantity per year, and applies static and dynamic panel data models to study through cases the factors of carbon emission. The results show a topdown U curve between carbon per capita and carbon emission per capita. The major factors are composed of energy consumption structure, urbanization level and industrial structure. The current carbon dioxide emission per capita rises with the last emission. Intensifying research & development and trade openness can suppress carbon dioxide emission.

    This paper, by means of employing statistics, cases, references, expert query, tendency extrapolation and regional analogy, estimates Chinas mine damaged land coefficient, restorable ratio and reclamation use proportion, and forecasts the damaged mine lands, lands pending for reclamation and reclamation potential. The results show: 1) the damaged land coefficient is 0.31hm^2/10^4t in underground coal mines, 0.10hm^2/10^4t in opencast coal mines,0.30hm^2/10^4t at iron mines, the damaged land area is 13.33hm^2 per 100million bricks; 2) Until 2020, the damaged mine land is estimated to amount to 806.60×10^4hm^2, of which the coal mines possess the most, up to 233.93×10^4hm^2,120.20×10^4hm^2 to be restored. The damaged coal mine land can be restored to farmland, grassland and construction, 52.99×10^4hm^2, 55.19×10^4hm^2, and 12.20×10^4hm^2, respectively; 3) Reclamation potential is big that a sum of 308.78×10^4hm^2 can be restored, of which 148.83×10^4hm^2 to farmland, 125.31×10^4hm^2 to grass or woods land, 34.64×10^4hm^2 to construction land. The damaged coal mine land is key to be restored to farmland.

    This paper analyzes the situation and issues occurring in the lowcarbon efficiency in China's oceanic industries, uses 11 coastal provinces data in 2009—2011 to study their lowcarbon efficiency by means of twophased DEA model. In the first phase, rank the lowcarbon efficiency values acquired by outputoriented BCC model and look into the causes; in the second phase, use the values as variables to verify, by means of Tobit regress model, the efficiency factors with the major ones obtained. Based on this, this paper presents suggestions.

    This paper, based on a case study on Shanghai’s industrial development, according to the data in 19952010, analyzes its industrial structure changes, unit energy consumption strength change, and their dynamic influence on gross energy consumption. This paper constructs a dynamic deviationquota model in traditional regional economics to analyze the influence of industrial structure changes to energy consumption, which can be attributed to two aspects, industrial structure deviation quota and energy consumption efficiency deviation quota. By means of this way, this paper studies the influence of three industrial development to gross energy consumption in Shanghai in 19952010. During upgrading the industrial structures, also an energysaving process, the third industry is rising in proportion, contrary to the second industry, but it is still energy consuming.

    A fitting staple industry in the north China's minority areas is helpful to break the constraints of ecoenvironment so as to achieve a sustainable development of economy and society. This paper selects the North China, including Heilongjiang in northeastern China, Inner Mongolia in northern China and Gansu, Qinghai, Ningxia and Xinjiang in northwestern China, to discuss their staple industries by using locality entropy, and shows a less quantity of staple industry, irrational industrial structure, and noncompetitive industrial system and clustering economy, and presents suggestions on selecting and cultivating their staple industries.

    Marine economy is an economic activity to explore and develop the marine resources in order to obtain marine products. Its strength is closely connected to one nations gross economy. Liaoning, as one sole coastal province in northeast China, developing its marine economy can be of reference in boosting the northeast China old industrial base, hence, of significance in studying its changes in marine economic strength. This paper states the concept and connotation of marine economy, marine economic strength, and Liaonings marine economy, and uses Liaoning marine economic data from 1995 to 2010 as a model to fully analyze its changes in marine economic strength by using principal component analysis, and discusses the issues and presents suggestions in improving its marine economy.

    This paper applies energy values to calculate and study the ecological footprints in Jiangsu's 13 cities in 2009 and generally shows an ecological deficit, an intense unsustainability and an S-N gradient. The northern Jiangsu ranks top in the ecological footprint, capacity and deficit per capita, following by central and then southern. The sustainable developing indexes in all cities are less than 0.1 with a regional variance that south and north ends are higher than the central, the southern Zhenjiang and Suzhou seat the foremost, and Yangzhou and Nantong in the central behind. The resource production efficiency in southern is higher than in the central, and following by in the northern.

    Zhoushan archipelago new district that was established by the approval of State Council is the first nation-level one with a subject on oceanic economy. The oceanic economy system has been basically set up, but with issues of dependence upon resources and a scattered spatial distribution. This paper, based on a review of background and evolution of the new district, states that the major projects and nation‘s supporting policies are a big drive to its construction, and analyzes the experiences of Japan’s Yokohama in urban developing transformation, industrial transformation and sustainable development, and presents paths to Zhoushan‘s oceanic economy, combined with its positioning and situation, from port logistics, ship manufacturing, aquatic products and oceanic tourism.

    Discounted cash flow (DCF) is a mature, widelyused and most acceptable way in petroleum companys evaluation, but with defects when evaluating with high uncertainty. The real option, through transplanting the financial option pricing to real investing pricing, covers the values of future investment decision. This paper, based on a comparison of the above, uses the both to evaluate Nexen, and finds that cashflow fast and direct, but if under a suppose of a precise future cashflow and discounted ratio in expected life and unchanged environment. The real option, however, makes up this but with its dim model weakening its effect.
