Abstract: Asean countries focus on new energy technology such as hydropower, solar, wind, bioenergy, geothermal, and nuclear and has established a wellsupporting policies. This paper briefly describes their new energy policies and laws in this statedabove new energy, analyzes Asean's overall function, state strategy, cooperation and attractinginvestment, and presents, based on Chinas situation, references in making China's policies and regulations of new energy from China's overall function, developing local new energy, actively cooperation and policies.

摘要： 东南亚国家联盟（东盟）注重研究水能、太阳能、风能、生物质能、地热能、核能等新能源技术，在新能源发展方面已渐形成了较为完善的政策框架和配套扶持体系。首先对东盟十国的新能源整体、水能、太阳能、风能、生物质能、地热能和核能7个方面的新能源政策、法律法规等进行简述，总结各国的新能源政策，从东盟总体作用、国家战略政策、对外合作和吸引投资4个方面进行分析。最后，结合中国国情，从发挥国家整体作用、依据地方特色发展不同新能源、积极对外合作和制定相关法规政策4个方面得出对中国的启示。
