Abstract:

Coal resource as an energy ensures the fast, steady development of our national economy. This paper expounds the necessity of the recycling economy and analyzes the coal recycling economy mode and its associated resources as dominant industry chain. Based on the issues appearing in most mining areas, such as unilateral development concept, unreasonable planning, unexecuted regulations, bottle-neck of technology and financing, this paper presents an approach to the coal companies, to develop the recycling economy, a healthy and sustainable development which can effectively use sources and protect environment.

摘要：

煤炭资源是我国国民经济快速、稳定发展的能源保障。文章阐述了煤矿区发展循环经济的重要性，并对以煤炭及其共伴生资源的开采加工为主导产业链的循环经济模式进行了分析。通过对当前多数煤矿区在发展循环经济中存在着的发展观念片面、发展规划不合理、法律法规缺乏可操作性、资金、技术存在瓶颈等问题进行深入分析，提出了煤矿区发展循环经济应采取的措施，以使煤炭企业健康、可持续的走以最有效利用资源和保护环境为基础的循环经济之路。
