Abstract:

It is an effective way to develop coal recycling economy to solve the shortage in energy. Coal enterprises have preconditions to develop recycling economy, such as their united development model, industrial cooperation model and joint venture cooperation model, etc. Coal enterprises to develop recycling economy are based on: planning on coal recycling economic development, improving technical innovation, selecting appropriate models, needing governmental financing, and supporting from governmental policies.

摘要：

发展煤炭循环经济是解决我国能源紧缺的有效途径。煤矿企业自身存在发展循环经济的先决性条件。而煤矿企业循环经济联合发展模式、产业联营模式、产业股份联营模式等10种模式，比较适合煤矿企业发展循环经济。为确保煤矿企业循环经济发展，应做到：编制煤矿企业循环经济发展规划，有序推进煤矿企业循环经济发展；组织技术研发，提高工艺技术水平；选择适宜模式，因地制宜地发展煤矿企业循环经济；加大财政支持，多渠道筹集资金，共同推进煤矿企业循环经济发展；加大政策扶持，鼓励煤矿企业自主发展循环经济。
