Abstract:

In order to face world economic crisis, the major developed countries including America launched new technical-industrial revolution led by energy, which is the core of economic recovery. America ’s energy strategies against economic crisis bear three features: green economy as a major drive; regime innovation and human resource as a key to energy science and projects; superconduction power grids and intelligence power grids as a tool to reshape its energy industry. China already selects energy industry to be upgraded to expand internal consumption, however, energy industry is not treated as a pillar industry for China ’s economic transformation, and improvement in energy industry is not run as a new technical revolution, neither. Hence, this paper suggests to seek for opportunities in energy development, to optimize energy structure, to clarity the energy strategy and to accelerate the development of energy equipments.

摘要：

在应对世界经济危机之际，包括美国在内的世界主要发达国家通过启动以能源为主导的跨越式、跨产业的新技术革命和新产业革命，将能源产业作为经济复兴的核心。美国应对经济危机的能源战略特点有三：绿色经济成为美国恢复经济的主要驱动力；通过体制创新和人才储备占领能源科学和工程前沿；发展超导电网和智能电网再造美国能源产业。我国虽已选择以能源产业的升级改造作为拉动内需的重要领域，但是，中国经济的转型并没有将能源产业作为主力产业，也没有将能源产业的变革当做一场新技术革命来运作。因此，建议从以下几个方面做更深入的考虑，包括在全球大环境下寻求能源发展契机；对我国能源主体结构进一步优化；明确清洁能源战略转型的具体发展战略；推进我国能源科技装备的发展。
