Abstract: In Norway, oilgas is its pillar economy. Study on its management process helps clarify Norwegian government how to execute the oilgas management system. This paper gives a general description of its oilgas resource management system and governmental functions and charts, classified its processes into four parts, basics in the early stage, mining permit in the intermedium, operation in the late and oil fund. A chart is given to mark governmental departments and steps, and their empowering and supervision. Combined with Chinas situation in oilgas resource management, this paper presents references from laws and regulations, management efficiency, management division, informationdisclosure, supervision, and impartiality.

摘要： 气行业是挪威经济的支柱产业，对挪威油气资源的管理流程进行研究有助于我们了解挪威政府是如何实施并落实油气资源管理制度。首先对挪威的油气资源管理体系进行了概述，包括相关的政府部门职能及其组织结构图，然后对挪威的油气资源管理流程进行了梳理和总结，将挪威油气资源管理流程分为前期基础管理、中期许可证管理、后期生产运营管理和石油基金管理4个部分，分别绘制了流程图，呈现和说明了相关管理部门和工作步骤，以及管理主体之间的授权与监督关系，并对挪威油气资源管理流程的特点进行了分析。最后结合中国的实际情况，从法律法规、管理效率、管理分工、信息公开、监督管理、代际公平等方面得出对中国油气资源管理的启示。
