MEASUREMENT OF BEIJING'S URBAN COMPREHENSIVE RESILIENCE BASED ON DISSIPATIVE STRUCTURE THEORY

Quantitative measurement of urban comprehensive resilience is a basic step in marking urban resilience level and leading urban eco-civilization construction. This paper, viewing from dissipative structure theory, selects social, economical, ecological and infrastructural resilience and their 21 sub-categories and uses entropy TOPSIS model to quantitatively measure Beijing's 2016 to 2019 urban comprehensive resilience based on urban giant system entropy. Beijing's 2016 to 2019 urban comprehensive resilience has been rising over time with its average showing a trend of “rising-stabilizing-rising”, resilience index between 0.30 to 0.76. Beijing's top 3 in urban comprehensive resilience index are Chaoyang, Haidian and Xicheng districts, at 0.76, 0.74 and 0.55 respectively. Beijing urban comprehensive level can be divided into five levels, low, relatively low, middle, relatively high and high based on the resilience index, of which low and relatively low are 82% of the total districts, suggesting an overall low resilience level and varying spatially, in a distributing pattern of “north-low, southeast-relatively-high, center-high”. Their resilience levels are impacted by governmental investments and natural resources abundance of advantages and disadvantages, of which Chaoyang and Haidian districts are relatively high, and Chaoyang's infrastructural resilience level is much higher than others, while Mentougou, Fangshan and Huairou districts are of more ecological resilience. This paper presents approaches to urban comprehensive resilience on controlling producing system's internal entropy, increasing inputting system's negative entropy, promoting urban reviving, upgrading infrastructures and ecological construction.

Bidirectional flowing of urban-rural elements is a key to supporting urban-rural integrated development,which is based on the free bidirectional flowing of the productivity elements.Howeve,China's current urban-rural elements only show a directional flowing from rural to urban, obstacles exist from urban to rural.To further study the obstacles of productivity elements to countryside,this paper,based on a case study on County S's Project J,finds out the major obstacles.There are components unfitting modern agriculture and rural tourism in China's current rural land regime, policies and operation,resulting in obstacles in obtaining agricultural land use and rural construction land use.This paper presents the following suggestions.China should implement shareholding reform on agricultural land use based on land right determination, managing agricultural land in a whole from pieces,a path to scaled agricultural land circulation. China should reform township division to break the administrative obstacles in land circulation.China should reform rural collective operating construction land use by optimizing land-to-market mechanism,which can use rural scattering and idling land as a whole and provide spatial holding places for productivity elements to countryside.China should optimize the geographical layout of collective rural construction land use, fulfilling its functions in concentrating industries, guaranteeing social services and promoting cultural development to combine the major urban downtowns with regional towns.It serves as a path for productivity elements to countryside.

Environmental regulations play a vital role on upgrading or transforming industrial structure, economic growth and environmental protection. This paper discusses the mechanism of environmental regulations on industrial structure, and uses panel data to establish a counting model to check the impacts of environmental regulations on upgrading industrial structure based on 16 cities in Yunnan province. 
Yunnan's  environmental regulation intensity has a upside-down “U-shaped” relation with technical innovation, which means technical innovation level can be improved if environmental regulation intensity is less than 6.46, and has a positive “U\|shaped” relation with industrial structure upgrading in which increasing environmental regulation intensity may promote industrial structure upgrading if the environmental regulation intensity continues to increase beyond the inflection point value of 5.20. Consumption structure, investment structure and foreign use level are positive to environmental regulation, but negative to industrial structure upgrading, indicating that environmental regulation can not boost industrial structure upgrading by improving consumption and investment structure. This paper presents suggestions on promoting industrial structure upgrading from increasing environmental regulation intensity, distributing allowance to small and medium-sized companies and enforcement of environmental regulations.

WATER-SAVING EFFECT EVALUATION OF WATER USE QUOTA REMINDER OF COAL POWER GENERATION INDUSTRY

Coal power generation is the second largest water use industry in China; its fast expansion puts pressures on water resources; water use quota management is supposed to be a vital means in saving water for coalpower generation industry. This paper, based on benchmark energy efficiency level of nationwide coal power plants, uses multiple regression model to evaluate water use intensity and factors of unit power generation in coal power plants, and estimates the expected water saving quantity in accordance with the latest edition of Coal Power Water Use Quota. The suggested general water use quota has little push on motive of saving water upgrading for coal power plants. Total saving water may be 122 millions cubic meters in 2020 given all plants comply with the suggested quota, but could be up to 823 millions cubic meters if three northern China regions satisfy the quota where water resources are rare, while other regions reach a premium quota. Viewing from technical perspective, water saving quantity proportions of circular cooling, direct cooling and air cooling are 58.6%, 18.7% and 22.8% under differentiated scenarios. Water saving quantity in eastern and northern China is over 200 millions cubic meters, around one forth nationwide, 108 million cubic meters in northwestern China, and 53 million cubic meters in northeastern China, the least.

America's shale gas revolution alters its energy development, and also impacts the global energy pattern. This paper, based on its development and impacts of shale gas revolution, uses a quantitative model to reveal if it brings an impact on the natural gas markets of North America, Europe and Japan. On the basis of monthly data of 1988 June to 2018 May, BP breakpoint test model which structural mutation is adapted on the traditional unit root is used to analyze its characters of America's shale gas developing stages combined with related policies. Impulse response and variance is employed to study their correlation of the three big global gas markets before and after shale gas revolution. Sequence segmentation and industrial status of natural gas suggests the process and mechanism of America's shale gas revolution on global natural gas market. It is concluded that America's shale gas revolution raises its influence of American-European natural gas price on Asian market or even the global market.

Research and evaluation of geological relics resource in development and use is of sense in spreading scientific culture. This paper, based on its situation in Jianmenguan resort, selects typical indexes and uses mathematic model to divide them into correlated sub-systems. Quantitative and qualitative analysis show abundance of geological relic types with a well spatial clustering, making it of excellent resort quality and economic values. 2001 to 2018 resort information shows that reception persons, visitors and incomes have been rising since 2010. After consolidated sales in 2016, Jianmenguan city has improved in its overall development level. This research on its geological relics resource also offers references in studying the uplift of Longmenshan thrust structure zone and formation and evolution Sichuan basin.

General geological (ore) survey is a geological work for public interests financed by governmental capital in China, which can be determined by its objectives, capital source, achievements ownership and operating mechanism, of that achievements ownership is the key factor to determine its public interests for overseas general geological (ore) survey. Currently, China's overseas general geological (ore) survey is a nation-level cooperation sponsored by Chinese geological survey, exchanging geological and mineral resources achievements, which may provide general information for Chinese companies on overseas targeting areas, risk exploration, mineral development. China-Shanghai Cooperative Organization Geological Research Center, in Xian Geological Survey Center, China Geological Survey, is cooperating with middle Asia on geological survey with some achievements, marking its public interests of overseas general geological (ore) survey on Chinese companies.

Water pollution coming from mining CBM which is a major environmental issue can be classified as two types, fracturing return water and production discharge according to production time. Water volume and quality vary with location, generally showing a descending trend, with mineralization degree, COD, ammonia nitrogen, floats and fluorides as its chief indicators. In Chinas practice, water from CMB mining is discharged after settling down, but quality is much different from local standards, which shall be unified. Water shall be treated according to regional terrain, water quality and volume. This paper suggests applying natural evaporation, decentralized and centralized discharging based on allowable conditions. Besides removal of floats, ammonia nitrogen and COD, further processing needs to be done to treat fluorides, sulfides and iron ions. Treatments vary with mineralization degrees. Water after processed, if allowable, may be used for fracturing liquid, agricultural irrigation or sprinkling plants.

This paper uses Nolte-Smith net double logarithmic pressure-time curve, combined with in-situ operating curve changes, to establish 8 types of hydraulic-fracturing sanding curve, which are employed to study the fracturing curves in 230 beds in 120 wells in Zhengzhuang well field and the deep coal reservoir fracturing effect, aiming at offering references for fracturing design, adjusting operating parameters. Type NS-III-3 (interlayered end-desanding and halt-sanding-return-discharging process) and NS-IV-3 (object layer sub-layer pressure discharging process) are the premium fracturing curves of deep low-permeable coal reservoir in Zhengzhuang well field. Fracturing net pressure works on the original coal fissures, with fissures opened to connect coal sub-layers; then franc sand and fracturing liquid move to the interfaces of coal reservoir sub-layers along its original fissures. Medium-low permeable “sweet spot” areas exist in the deep coal reservoir, which may be considered as a supplement.

Environmental tax refers to the taxation on polluted or damaged environment by organization or persons who develop and use resources environment based on the developed resources degree or environmental polluted degree. Environmental taxation is one solution to environmental issues by using marketing economy, reflecting “who pollute, who handle, who develop, who restore, who use, who compensate, who benefit, who pay”. Environmental taxation is fair for competition and can realize double bonus to triple. This paper, based on Chinas current environmental taxation and combined with environmental situation, thinks the principles of correlation, polluters burden, and exclusive use of environmental tax by referring foreign successful taxation, and presents suggestions for system design of Chinas environmental taxation from taxpayers, taxation ways, tax base, and tax rate.

Based on the informatization construction of the information center, China aero geophysical survey and remote sensing center for land and resources, this paper determines the information management flowchart of mineral resources projects, establishes projects hierarchy and threeleveled management model, which can trace projects, subjects when changes happen and project history and improve the query and statistical function. The management system, which is based on J2EE and SSH2 development framework techniques, can be combined with application and data consolidation, and completes information gathering, processing and inputting. It has been recommended to be used in the research center. This system also enhances the supervision on project execution process and project funds use that offers references for developing the similar projects management system.

Scientific measurement of urbanization level is of significance to industrialization, urbanization and harmonious development of economy and society. This paper uses 16 indicators to establish a synthetic measurement index system to evaluate Yulins urbanization level. It applies entropy to measure the synthetic development level of Yulins urbanization, and the development level of its subsystems of population, economy, society and space from 1990-2009. The results show a rising urbanization level, with variance in contribution of its subsystems. Economy subsystem has the highest score and increment, followed by space subsystem. The development of society and population subsystems is slow. The improvement of society subsystem is the key to Yulins urbanization and the slow development of population subsystem will influence the development of economy subsystem in the future.

This paper uses logit model to study the factors of enterprises ’will to protect environment, and presents suggestions in intensifying enterprises’will and effectively reduce pollution. Enterprises’will to protect environment is influenced by themselves, their handling pollution and investment, government and society. The factors which include enterprise managing teams education level, enterprise category, size, investment on environmental protection equipment, local government’s training on enterprise’s environment staff, enterprise’s tax, local community’s knowledge on the pollution degree, and local community’s action against pollution are positive to enterprise’s will, while the factors which include enterprise’s annual profit, local environment administration’s monitoring on enterprise’s discharge, and execution of pollution charge regulation are negative.

As coal resources are depleted, the environmental protection shall be enhanced during mine construction and mining, especially to construct the mine parks. This paper, based on a case study of Kailuan national mine park, discusses the development modes during mine parks construction. Under the direction of the scientific concept of development, mine parks construction can not only keep a sustainable development for mining enterprises, but also improve the mine environment and urban environment and stimulate the economic growth. It is a new approach to economic transformation for resources-based cities.

Oil-gas assets calculation is one of three puzzles in oil-gas accounting. This paper, based on a foreign study achievement and a domestic practice, analyzes the present status of oil-gas assets depreciation and minus calculation methods, and presents some suggestions to improve the calculation methods regarding assets depreciation and minus referred by in the newly-issued “Enterprise Accountant Act 27—Oil-gas Extraction”.
