    CONSUMPTION REGULARITY OF USA'S METALLIC ORE RESOURCES AND ITS REVELATION TO CHINA BASED ON PERSPECTIVE OF INDUSTRIALIZED DEVELOPMENT

    Metallic ore resources are vital basis for industrial development and economy. Recently, as global new strategic industries develop, the industrial countries are in strong competition on metallic ore resources. This paper selects USA, a representative in industrialized country, to analyse its strategy, consumption regularity and structure over 9 decades in metallic ore resources, and finds out that since USA entered the post industrialized period non-ferrous metals like molybdenum, cobalt, tungsten and nickel showed a notable rising tendency, with strong and larger added consumption in rare and scarce metals, such as niobium, gallium, indium and zirconium concentrate, followed by tantalum, beryllium, germanium, hafnium, tellurium, selenium and rhenium. This paper presents suggestions for China's metallic ore resources development. 

    Huai river basin has entered into green development dilemma with slowing down economy and severe environmental pollution. This paper, based on green development theory, discusses the features of this dilemma from ecological efficiency, and combined with development history and situation of Huai river basin, and studies theoretically the conducting mechanism. Malmquist index is used to measure its ecological efficiency. It is concluded that a low ecological efficiency contributes to the green development dilemma. Panel data model is applied to analyze the factors of low ecological efficiency. Resource industries play a critical role to others. Adjustment of single industry or some factors can not resolve the dilemma. Huai river basin should begin from laws, optimizing industrial structure and scientific talents, promote technical advances and increase ecological efficiency so as to resolve the green development dilemma.

    Green development is a kind of fast and good sustainable development, simultaneously focusing on industrial growth and pollution reduction. This paper assesses the three industries of Yichang during 1980 to 2016, compares Yichang and other cities' in their productivity, analyzes Yichang's industrial development level, calculates industrial structure similarity and identifies the potential industrial cooperation zones. According to its pollution discharge, energy consumption contribution in different industries, Yichang's Environmental Kuznets curve is simulated to analyze the emission reduction potential. Yichang possesses competitiveness in food, chemicals and manufacturing, potential in tourism and logistic industries, but its pillar industries have a big resource consumption and pollution emission, leading to an irrational industrial structure. This paper presents an idea of ecological priority and green development, on the basis of technical innovation, smart manufacturing, industrial clustering, and regional cooperation. A path to green industrial system can drive Yichang's green transformation, and offers references for other regions in a direction to green development.

    This paper studies the present status of industrial chain of Nd-Fe-B permanent magnetic materials in Shanxi province from through picturing industrial chain of Nd-Fe-B permanent magnetic materials. This industrial chain has been promoted by national macroscopic policies, market demand and Shanxi's industrial policies, but impacted by low technical research capability, absence of capital, rigid system, and low industrial concentration. This paper presents paths to industrial development of Nd-Fe-B permanent magnetic materials for Shanxi from four aspects, increasing self-innovation capability, boosting supportive funds, optimizing investing & financing system, upgrading industrial concentration level and improving auxiliary industrial construction, and developing circular economy. As a new strategic industry, Nd-Fe-B permanent magnetic materials may contribute to Shanxi's economic transformation and searching for alternative industry. 

    This paper, based on Shanxi's resources, studies the economic data in coal, power, steel and chemicals during 2008 to 2015, and analyzes the industrial co-integration development issues during economic transformation in Shanxi province. Co-integration theory is based on coupling correlated analysis, uses entropy to calculate the comprehensive evaluation index of each industry. Coupling model is established to quantitatively analyze their co-integration degree of each two industries, with results showing that their co-integrations are high in the four stated-above industries in Shanxi province. After 7-year's industrial adjustment, industrial development converted from steel leading chemicals to steel following chemicals. The power industry, as the basic industry of energy supply, rather than the energy source industry, is led by the other three industries.

    Russia's Far East area is located in the western portion of the Pacific rim metallogenic belt with lots of silver, zinc, lead, tin, and gold resources, named by its underground treasure. The mining industry is its leading industry with a long history, but its economy is underdeveloped, leaving abundant mineral resources to be developing. Under the national strategy of “the Belt and Road”, the Far East which abuts China is of excellent mining investment environment. Russia is also adjusting its mining investment policies and opening the investment market, giving Chinese mining companies to invest the mining industry by using its locality preference and Sino Russia good politic relation, thus mutually to promote the economy in northeastern China and Russia's Far East area.

    As the priority of new energy strategy is rising, lithium is of significance as the key element to new energy vehicle batteries. This paper, viewing from the perspective of industrial chain, analyzes the situation of China's lithium industrial development in its each step. Issues are existing in the upper stream lithium mining in low use rate, in the middle stream in homogenization, uneven development among each step in the entire industrial chain. This paper presents suggestions on intensifying western eastern cooperation in lithium technology, comprehensively developing saline lithium resource, boosting lithium fine processing technology and intensive industrial development.

     Exploring the transformation of coal independent mining area is a vital task in the macroscopic environment of reducing coal production and transformation. This paper, based on a case study on Shenjiazhuang coal mine in Ci county, uses sustainable development theory which is based on generalized earth system theory and onsite investigation to analyze the issues in mining area, such as sole industrial structure, striking dual mine-country structure, worsening eco-environment, group conflicts and employments, and presents suggestions in coordinated development of three industries, overall mine-country planning, improving environment, multi-participated transformation and rational employment, aiming at a successful transformation of sustainable development in coal independent mining area, which is of value in reducing coal production, promoting mine-country united development, optimizing industrial system in mining area, improving eco-environment and stabilizing social order.

    This paper discusses the coal resource development outlook of Chinese investors in Boyaca, Columbia from coal distribution, resource and reserve, quality and infrastructures. Columbia possesses 17.534 billion tons of coal resource, most as high quality anthracite and bituminous coal. Boyaca has a resource of 3.087 billion tons with good quality and well infrastructure, a good coal investing target, especially its metallurgical coal. ChitaUvitaEspino area owns a resource of 359 million tons, of which 87.2% is metallurgical coal. It may be a key place to develop. Chinese coal enterprises shall fulfill self advantages to develop the local coal resource by flexible methods.

    China sits a top in gold production, consumption and import. The gold reserve of countries within “One Belt and One Road” amounts to 65% in the world, 39% in production, 51% in consumption according to the global gold reserve, production and consumption information. Those countries have potential in expanding production and markets. China’s most gold mines are small, low grade, and limited reserve, hard to meet gold demands in the future. It needs to import gold through overseas gold investment. Under “One Belt and One Road”, this paper analyzes their gold resource and production, market, investment environment among the countries within “One Belt and One Road”, and presents three priority overseas areas for gold investment, 1) Russia and Mongolia; 2) middle and western Asia, Kazakhstan, Uzbekistan, Kyrghyzstan, Tajikistan, Pakistan, and Iran; 3) South Africa, Ethiopia, Kenya, Tanzania and Congo. Investment strategy is also given for each area.

    Exploration and development of shale gas results in large quantity of water consumption, underground and surface water destruction, soil pollution and loss. China currently lacks of environmental protection laws or regulations in shale gas exploration and development, poor management in supervision, and has no effective development technology. In order to avoid environmental issues in large scale developing shale gas, governments and enterprises need to establish environmental protection laws and regulations and supervision mechanism, to intensify admission in environmental protection and planning, to determine risk responsibility and optimize emergency management, and to promote technical research and innovation by increasing investment and setting up specific projects.

    The Middle East, sitting the top in oil reserve, production and export, is a key region for world powers exerting influence. Its change in oil policy and situation influences the change trend of world energy, indicating its importance in the world energy system. This paper analyzes its position in the world energy and the reason why the world powers want to be involved in, discusses the new changes in the world energy production and consumption since the 21st century, and details the US’s newly issued premium energy planning. This paper studies the role of the middle east in the world energy changes from energy supply and consumption, and presents reference for China in oil gas development, energy diploma, maintenance of transportation channels and new energy development.

    Suifenhe city as a border city for opening has gained a fast economic growth since the Reform and Opening mainly thanks to its border trading. Diversified tradings such as small trading, general trading, manufacturing, others and bonded warehouse import & export trading have a variable correlation with GPD. This paper, based on Suifenhe city’s border trading data in 2004 to 2013 and GDP, uses SPSS to conduct a regress analysis on their correlation between GDP changes to its gross border trading and six trading way variables, which shows a closely connected correlation. The general trading plays a highly positive correlation with GDP, but the others do not. This paper presents suggestions for Suifenhe on optimizing border trading ways and sustaining economy and development.

    This paper uses IPCC to measure the carbon emission in energy consumption and cement production in China’s 30 Provinces during 1997—2012, and applies Theil index and Kernel Density generalized matrix measurement to analyze the regional variance, trend evolution and factors of China’s carbon emission intensity. The results show an outstanding variance among eastern, central, western and northeastern with overall distribution variance coming from internal region. The carbon emission intensity has a falling trend in the above four regions with a concentrating distribution. The lagging item, urbanization level, foreign trading openness and energy consumption structure have a positive influence on carbon emission intensity, but the industrial structure and energy efficiency are negative. 

    According to the complex network theory, this paper establishes a complex network model of lithium carbonate global trading, uses lithium carbonate global trading data of UNcomtrade database 20052014 to calculate the degree, weighted degree, clustering coefficient, and modularity, trading group model degree & group change of China’s lithium carbonate in global trading network, with results showing rising trading partners, ranking No.2 in holding international trading relation numbers, which diversifies import and export. China keeps a close and stable relation with partners. Among the entire complex international trading network of lithium carbonate, China has a higher control rights but a descending controlling ability.

    This paper establishes a county domain development quality assessment index system by using Principal Component Analysis to analyze the major factors, which is used to comprehensively evaluate Zhejiang’s county domain development quality and its temporal spatial evolution. Economy, industrial structure, social wellness and resources are the major factors of county domain development quality. Zhejiang’s county domain development quality shows an SN & EW variance, high in the NE and low in the SW, displaying a mode of “core to margin”. As time goes by, the county domain with higher development quality is enlarging its concentrating space. This paper presents approaches to Zhejiang’s county domain comprehensive development from accelerating the ecological development of underdeveloped southeastern Zhejiang, intensifying the key cities’ driving force with high development quality in Hangzhou, Ningbo, Jinhua Yiwu, and Wenzhou Taizhou. Their surrounding counties shall be prepared to succeed industrial transfer, providing conditions for upgrading industry in core areas. Planning oceanic and continental economy achieves Zhejiang’s coastal cities’ economic development.

    Under the globalization, as China’s economy goes fast and economic growth mode changes, China’s resource security strategy, based on resource purchase and mining investment has a surging demand for information and global cooperation. China currently has a great demand for mineral resource, but limited by mining investment. The reason lies in a poor geologically international cooperation, short of scientific speaking power and investing target nations, which can not meet China’s international mining strategy. China has a limited access to some nations‘ geology, science and technology, and policy information, impacting China‘s international mining strategy. This paper presents suggestions acquiring information united guarantee, acquiring more speaking power and international scientific and technical cooperation, which form a triple international mining strategy of mining investment  international scientific and technical cooperation information united guarantee. This paper also analyzes their position and effect in the strategy system. Mining investment is drive; information united guarantee is basis; international scientific and technical cooperation is leading.

    Middle East holds the most proven oil reserve, but its wars impact not only the local economy and politic stability, but also the global energy market, even China‘s energy security. This paper analyzes its position in global oil resource and China’s dependence, studies the relation between its politic evolution and global oil price, the relation between the global oil price fluctuation and China‘s oil price, and reviews its mess situation and trend, presents its influence on China’s energy supply and channels. China should pay more attention to the major oil producers and continental oil gas channels. Middle East should be a paramount mission for China‘s energy diplomacy regarding China’s energy security by using political, economic and diplomatic means.

    This paper introduces Russia's oil gas resource development situation and policy, China Russia's cooperation in oil gas industry, and analyzes Russia's oil gas laws, permits, taxation, environmental protection system, and provides suggestions accordingly aiming at promoting further cooperation in oil gas development. Russia is adjusting its laws and policies to get rid of Ukraine's crisis and turning its attention from Europe to Asia Pacific, in line with China's “one belt, one road” project. Russia has relatively sound oil gas development laws and regulations and is improving investment environment, but it is still of risk to foreign investors. Chinese investors shall study and abide by its laws, select appropriate Russia's oil gas organizations and shares, cooperate with its large players to decrease investment risks by intensifying internal management.

    India possesses abundant metal resources. It is of significance to study its mineral sources situation and the future demand. This paper studies India's coal mining history and situation, coal types, classes and mining challenges. India has 89 categories of mineral resources, including 4 fuel minerals, 11 metals, 52 non metals and 22 rare minerals. India's total coal reserve is 246 BT, the third coal producer in the world, 85% from open pit and the rest from underground. India also bears abundance of barite, chromite, talc, iron ore, manganese, steel, bauxite, magnesite and diamond.

    Aiming at the conflicting supply and demand of mineral resources and deficient resource backup, China should make full use of overseas mineral resources while exploring the internal resources, and carry out “going abroad” strategy of large mining state owned enterprises, seeking and establishing overseas stable resource supply. It is a necessary selection to maintain China's economy safety and to keep the sustainable development. This paper presents suggestions for Chinese government to set up specific administration to coordinate and plan the strategy, and to make supportive policies, to carry out resources diploma, and to construct an external guarantee for large state owned mining enterprises' globalization from taxation, finance, consultancy and military affairs.

    China has a surging demand for bauxite in recent years, but has a low bauxite resource

    guarantee internally, largely depending upon imported ores. This paper, based on the bauxite resource features in China, systematically analyzes the situation of China's bauxite exploration and development from reserve, production, exploration capital, exploration advances, mining situation, importing trade,alumina oxide production, and points out the issues, abundant total bauxite resources but less for minable, less exploration investment, limited newlydiscovered reserve, over mining, limited mining life, rising imported and dependence, surplus alumina oxide production capacity. Hence, four suggestions presented for the sustainable development, rationally develop and use internal bauxite resources, actively explore and develop the foreign bauxite, diversify imported bauxite sources, and disable the primitive production and transfer to the foreign.

    Zirconium as a vital rare metal is widely used in many industrial domains. China is the No.1 zirconium consumer, but is not balanced in mining, developing and using zirconium resources. This paper, based on China's zirconium resources distribution, reserve, production, consuming structure and supply, discusses the issues in mining and using zirconium resource, such as short of minable reserve, underdeveloped technology, severe environmental pollution, over dependence on imports. To promote a sustainable development of China's zirconium resource, this paper presents suggestions in comprehensively using, intensifying technical upgrade, increasing inputs in environmental protection and developing overseas zirconium resources.

    Vanadium as a vital nonferrous metal is widely used in mainly industrial domains. China

    ranks the top in its reserve and production. This paper introduces the situation of China's vanadium use, resource distribution, and compares them with other countries. In the future, China's vanadium production will be reaching to the balance, and then over production. Issues in China's vanadium industry include low developing level, deficient innovation ability, wasted resource, unhealthy industrial structure, and pollution. This paper presents suggestions for vanadium's sustainable development from recycling, technical research, controlling pollution and governmental orientation.

    This paper, according to the history of Chinese capital in Africas mining, analyzes its actuality from investing countries, investing ownership and investing domain. Africa possesses abundance of mineral resources, attracting vast investors, including many Chinese investors, who most concentrating in the south of the equator and in the coast. Most investors are stateowned enterprises, less are private. Their investments are chiefly focusing on mining and production, and secondarily on transferring technology and equipment. Investing domains are limited by different factors. Their investments are correlated. This paper presents suggestions for Chinese investors from investment environment, avoid of blindness, focusing a mutual development between stateowned enterprises and private capitals, exerting the importance of private capitals, developing the backend projects of mining chain to avoid risks and to maximize benefits.

    This paper expounds the stateowned and private enterprises overseas mining investment actuality, pros and cons, and presents suggestions based on the rare success cases in overseas mining investment. The stateowned enterprises are of capital, nations supports, stable employee, but a mechanic system, longwaiting approval process and decision, low marketing and efficiency, while the private enterprises show the reverse. They should cooperate to match each other to reach a winwin by reforming stateowned enterprises mixed ownership system, which uses their advantages to improve management and to make system and mechanism be more marketoriented, and to increase their core competitiveness of the mixed ownership system. Suggestions are presented from investment objectives, strategy, structure and modes, style, external supports, talents management, and safety to offer references for overseas mining investment.

    The U.S. is abundantboth in conventional and unconventionaloilgas resources.The former is mainly hosted in foreland basins, and the latter is represented by compact oil and shale gas. This paper, based on a survey of America’s oilgas resources and upstream market, concludes that the opportunities in developing America’s oilgas resources lie in the periodic rebound of global oilgas prices, America’s open and steady market, diversified operation in unconventional domain, and strong cooperation will among energy companies. America’s oilgas exploration is extending to the deep, marine and nanometer reservoir. Giant and large oil companies dominate or semidominate market. Political barriers prevent gaining quality conventional oilgas projects. Above are challenges in investing America’s upstream oilgas market. Chinese investors, aiming at economic benefits, consolidating resource, minimizing risks and steadily developing quality oilgas assets and stripping nonperforming assets, adopt flexible strategies to acquire or participate the share ofoilgas assets. 

    This paper reviews reserves and exploration & development of energy resources, metallic ores and industrial minerals inArgentina, analyzes its politics, economy, infrastructure, laws and human resources, and concludes that Argentina, although issues in mining investment environment, is steady in political environment, has a good economy, sound mining laws, developed infrastructures, abundant and quality labor resources. So Argentina fits mining investors. This paper gives an outlook for Chinese investors to invest in Argentina’s mining sector, with petroleum, gas, copper, uranium and nonconventional energy preferred by using flexible investment methods.

    World Metal Statistics and China Custom data show a fast development of China’s manganese sector, with its production and import ranking top in the world. This paper, based on China’s manganese reserve, production, demand, import, import sources, and import prices, presents issues in China’s manganese resource. China lacks high grade manganese ore, out of supply, highlydependence on import. Import sources are concentrated in a few countries, with fluctuated prices and weak overseas resources. This paper presents suggestions on improving technical equipment, investing in rich manganese exploration, increasing its comprehensive use and mining overseas manganese resources.

    This paper, based onsystematic analysis, uses VED model to quantitatively studytheir dynamic relation among Xinjiang'scarbon dioxide emission, energy efficiency and industrial structure, and shows a longterm balance betweeneconomic growth andcarbon dioxide emission, energy efficiency, nonagricultural production value structure, nonagricultural employment. “Rebound effect” exists in energy efficiency. GDP per capita rise by 1%, the carbon dioxide emission will rise by 3.2%, which can be controlled by adjusting nonagricultural employment structure and production value structures. In a short term, the adjustmentcoefficients of Xinjiang's energy efficiency, GDP per capita, nonagricultural employment structure and production value structure are 0.04, -0.03, 0.13 and -0.11 respectively. This paper discusses the path in reducing carbon dioxide emission from developing new energy, transforming energy consumption structure and optimizing industrial structure.

    This paper elaborates personal and property safety issues ofChinese mining enterprises and presentsapproaches and suggestions. The personal and property safety issues come mainly from regional military conflicts or wars,terrorism, social security, policy changes and hostile forces. This paper, based on communications with mining experts and managers and the Western's success, presents six suggestions in enhancing security system construction, actively consulting and contacting Chinese consulates, communicating local NGOs, keeping contact with Chinese overseas commercial associations,coordinating with local trade union andsetting up harmonious community. China should establish and optimize personal and property safety systems for Chinese overseas mining enterprises asap with principal of prevention than handling.

    Iraq is one of the most petroleumrich countries in the Middle East, displaying differential in petroleum geology and distribution. Regional tectonics and stratigraphic succession show that passive continental margin and foreland phases are the major stages for generating hydrocarbon. After evaluating and comparing the central and eastern basins, this paper analyzes the features of typical reservoirs and concludes that tectonics and depositional evolution are the key factors controlling development of petroleum geology. And it also displays that it is earlier for hydrocarbon generation in southern Iraq than in northern Iraq. The main periods of hydrocarbon generation and accumulation in Dibdibah subbasin and Mesopotamia foredeep are from Mesozoic to Paleogene. Because of tectonic deforming at late Miocene, the hydrocarbon reservoir forming is later in North Iraq Zagros. The exploration potential in North Iraq Zagros is better than in Dibdibah subbasin and Mesopotamia foredeep. The Akkas hydrocarbon system, distributing in central and northwestern Iraq desert, is the further prospecting area.

    This paper, based on India`s fossil energy situation, studies its overseas fossil energy strategies from its cooperation with Middle East, Africa, Latin America and Asia, expounds its future strategic plan, and presents its references for China combined with Chinas “going overseas” in using fossil energy. India, as short of oilgas resources, depends largely upon importing fossil energy and has established its global fossil energy cooperation net diversifying its overseas energy supply. Indias fossil energy strategy is based on a trinity that “government leads, specific department implements and companies invests”, and makes its overseas fossil energy diplomatic strategic planning 2011—2017.

    In 2014 Ukraine crisis, the Europe and America imposed a series of energy sanctions on Russia, who rebutted without any hesitation. Under a deteriorating global energy environment, Russia energy department issued a draft plan “Russia's energy strategy prior to 2035” in the February 2014, presenting its strategy in optimizing energy structure, intensifying innovation and transforming its energy export focus to AsiaPacific. Russia's energy focus moves eastward, offering a brilliant cooperation outlook with China. China should balance this opportunity and challenge to take an appropriate approach to promoting ChinaRussia's energy cooperation progress.

This paper, based on China's molybdenum deposits types and distribution, details the development and use situation and analyzes its market demand and supply. Issues are existing in China's molybdenum industry, including limited resource guarantee years, poor processing technology, irrational industrial structure, environmental pollution, etc. In order to promote the sustainable development of China molybdenum resource, this paper presents suggestions in implementing rational mining strategy, intensifying the recycling molybdenum, focusing on talents training and education, improving processing technology, optimizing industrial structure and boosting environmental protection.

    Geological prospecting to achieve milestones were defined in the Action Application Plan of Strategy of Prospecting Breakthrough in Yunnan Province including that, “geological prospecting should be made a significant progress in from now on three years, should be achieved a major breakthrough in the future five years, and should be remolded new patterns of geology and exploration and development of mineral resources for eight to ten years”. On the basis of the first stage of the Action Plan which have been terminated, this paper, based on Yunnans minerals resources, analyzes high risks, vast input, high profits, hightech, and longtime cycle of mineral resource exploration, integrating with achievements of prospecting in Yunnan in recent years. The global mining is falling, and exploration enters its ebb. Chinas geological and minerals survey turns into regional work. According to prospecting experiences and practice, this paper presents consideration and suggestions for Yunnan to reach twostaged objectives after breakthrough in prospecting strategy, aiming at fulfilling Yunnans prospecting strategy and supplying resources guarantee for Yunnans sustainable development of Yunnans mining sector as a pillar industry.
