    “Resource curse” has attracted highly attention since its issuance. Lots of researches have been done on the relation between natural resources and economic growth. This paper reviews “resource curse” from experimental validation and transmission mechanism. There are three conclusions regarding “resource curse”, existence, nonexistence and conditional existence according to difference data and method. Study on its transmission mechanism is proceeded from trading conditions, “Dutch disease” effect, squeezing effect and regime effect. This paper presents the future research trend for “resource curse” based on this reviews.

    This paper, aiming at petroleumbased cities, uses shiftshare method to analyze the relation between industrial structure change and regional economic growth in petroleumbased cities during 1993—2003, with result showing that the economy is largely driven by share quota, less by structural quota and competitiveness quota. The first industry has a limited contribution to economy with a slow speed. The second industry is the pillar industry, but with a weak competitiveness. The third industry develops fast, but the gap against the nation's average is increasing. Petroleumbased cities shall develop the featured first industry, adjust the internal structure of the second industry and expedite the third industry.

    Economic transformation of resourcesbased cities is a popular theory and practice. This paper reviews the dilemma of economic transformation of resourcesbased cities, and points out the cultural condition for economic transformation, and delineates the mechanism of culturedriven economic transformation from industrial structure optimization, economic entity selection, cultural capital and nonformal regime in macro and microscopic levels. Economictransformation shall not solely depend upon economy, and be together with culture to reach a mutualdevelopment and bloom so as to upgrade the economic transformation of resourcesbased cities.

    Vulnerability is vital to analyze sustainable development. This paper, aiming at deeply study on economic system vulnerability of mining cities, uses references and comparison to analyze economic system vulnerability from its connotation, evaluation index system, evaluation model, method, factors and changing rules and key research fields, and reviews the research advances from Chinese researchers. This paper presents the four shortages in researching economic system vulnerability of China’s mining cities, lack of systematicness, poor study on essence, drives, evolution and harm extent, lack of perfect evaluation index system, and sole research method without innovation.

    The U.S. is abundantboth in conventional and unconventionaloilgas resources.The former is mainly hosted in foreland basins, and the latter is represented by compact oil and shale gas. This paper, based on a survey of America’s oilgas resources and upstream market, concludes that the opportunities in developing America’s oilgas resources lie in the periodic rebound of global oilgas prices, America’s open and steady market, diversified operation in unconventional domain, and strong cooperation will among energy companies. America’s oilgas exploration is extending to the deep, marine and nanometer reservoir. Giant and large oil companies dominate or semidominate market. Political barriers prevent gaining quality conventional oilgas projects. Above are challenges in investing America’s upstream oilgas market. Chinese investors, aiming at economic benefits, consolidating resource, minimizing risks and steadily developing quality oilgas assets and stripping nonperforming assets, adopt flexible strategies to acquire or participate the share ofoilgas assets. 

    This paper reviews reserves and exploration & development of energy resources, metallic ores and industrial minerals inArgentina, analyzes its politics, economy, infrastructure, laws and human resources, and concludes that Argentina, although issues in mining investment environment, is steady in political environment, has a good economy, sound mining laws, developed infrastructures, abundant and quality labor resources. So Argentina fits mining investors. This paper gives an outlook for Chinese investors to invest in Argentina’s mining sector, with petroleum, gas, copper, uranium and nonconventional energy preferred by using flexible investment methods.

    World Metal Statistics and China Custom data show a fast development of China’s manganese sector, with its production and import ranking top in the world. This paper, based on China’s manganese reserve, production, demand, import, import sources, and import prices, presents issues in China’s manganese resource. China lacks high grade manganese ore, out of supply, highlydependence on import. Import sources are concentrated in a few countries, with fluctuated prices and weak overseas resources. This paper presents suggestions on improving technical equipment, investing in rich manganese exploration, increasing its comprehensive use and mining overseas manganese resources.

    The purpose of the paper is to reveal the general rules of peasants relocation and settlement in large coal enterprises by studying the resettlement measures and living conditions of the third land acquisition in Pingshuo opencast mine. Methods employed was the combination of literature analysis, questionnaire, interview and other methods. The results show that the settlement peasants’income level, living conditionswere improved, and the satisfaction degree was high, besides of land compensation, resettlement compensation and housing compensation, Pingshuo opencast mine also offers job placement for aged 18 to 35, project outsourcing, comprehensive and high level of social security. The research conclusions are the land expropriation made landlost peasants rich of land expropriation by the large coal mine, and it made a high rate of urbanization which is the goalof local government, the relationship between local government and peasants waschanged, from the two sides of contradictions to the common side, but another side is the large mine. However, job placement ability of coal mine is unsustainable, in addition, community constructionis necessary for peasants settlement.

    Integrated outsourcing was tried in steel environmental protection facilities operation as a management practice in improving performance. Steel companies contract environmental services to handle pollution as a form of integrated outsourcing of investmentoperation, which relieves steel companies’investment pressure and improves efficiency and profits, also consistent with nation’s regulations and management in environmental protection facilities construction, and positive to promote steel companies’ management. Risks exist during execution in engineers, operation, capital, policies and laws, which need recognition and then take actions to avoid them in order to achieve a winwin aim.

    SouthWatertoNorth project mitigates to some extent Beijing’s water supplydemand conflict, but it brings issues in dispatching diverse water sources. This paper, based on the Beijing’s diverse water sources projects, establishes water volume dispatching model based on its water supplydemand, which can be effectively used to dispatch water in order to reach the objective of “never water shortage, never water abandon”. Beijing can dispatch water resources from different plants according to water resources in different years, also maximizes the water resources. This study is of references for Beijing to dispatch its diverse water sources.

    This paper, aiming at circular economy, deals with acid and alkaline tailings from petroleum refinery industry, uses acid tailings to neutralize alkaline tailings by using acidalkaline neutralization theory, which innovates the conventional processing technology of alkaline tailings of petroleum refinery industry, solves the technical problems of severe erosion, complicated technology, and high cost in sulphuric acid neutralization, and gains highlyvalued light oil, feedstuffuse sodium sulfate and crude carbolic, which represents the new idea of wastehandlewaste, reusing waste, and provides references for nontoxic utilization and recycling of acid and alkaline tailings of petroleum refinery industry.

    India’s fast economic growth leads to a rising demand for mineral resources by its abundance of mineral resources. India’s mineral resources development and supply will largely influence the global mining markets. This paper, based on India’s mineral resources feature, major mineral production, price and gross values, supply, and export & import trading, combined with India’s economic trend, discusses its future developing trend of mineral products, and points out India may stay on the top for demanding mineral resources in the next ten years. This paper presents references for China’s two kinds of resources and two markets lying in a rising competitiveness in mineral resource supply source between China and India. China shall adjust India’s mineral supply, i.e. bauxites, and diversity export sources to guarantee minerals demands. India is still of investing potential due to its low-level mineral development.

    Research ideas of the energy integrated optimization development and the research strategy of the sustainable development are proposed, based on the exposition of the development characteristics of marine resources, the single problem of the marine resources development at the present stage and the many shortcomings of economic evaluation forms. Then a marine energy integrated optimization development economic evaluation model is built. The gas hydrate is fully developed while traditional gas is explored depending on the production facilities of the sea oil gas. The tides, waves, currents and ocean temperature difference are used to generate electricity so as to reduce production cost. It can also realize that CO2 is sealed by the form of hydrate, which will weaken greenhouse effect. The traditional offshore oil and gas production process is optimized, the industrial structure is adjusted, the unique marine resources integrated optimization technology is developed and the utilization of marine resources is improved. At the same time, because the relevance and versatility of the Marine resources determines that the benefits of Marine resources can be achieved to maximize only through comprehensive economic evaluation, in order to reduce subjectivity and blindness in the process of investment decision, the investment efficiency is improved, investment risks are reduced, the allocation of resources is optimized, the scientific basis for implementation of marine projects and capital operation is provided.

    Mineral resource evaluation code plays a key role in mineral asset transactions. This paper compares Australasian VALMIN, the world’s earliest code, and CMVS in their concepts and definition,analyses their difference from general requirements, application and technical code in principal, organization, field, application limit, evaluator’s qualification, evaluation path, parameters and results, and gives suggestions optimizing the two codes. This paper also discusses the causes of difference and provides references for China and the world’s mineral resource evaluation code.

    This paper, based on industrial regulation theory, checks the economic and social effects of Shanxi’s coal integration in 2008—2009, and finds that the industrial integration policy took effect based on the public benefits, but resulted in some impacts. Governmental regulations interferes with markets will lead to economic loss, and loss in employment and taxation. From policy’s microscopic influence, countylevel and below and private companies undertake the major impacts, but provinciallevel and stateowned companies benefit from this integration. Centralgovernment companies are not affected. This paper’s conclusion has been validated, useful in understanding the relation between government and market.

    This paper divides urbanization response coefficient to industrial structure evolution into the second and third industrial structure response coefficient, uses Theil index to study the response coefficients of Anhui’s 78 counties (cities), and the spatial variance between the second and third industries. Anhui province is zoned to three regions, northern, central and southern Anhui. Regional difference and internal region difference show that the urbanization response coefficient to industrial structure evolution is small and no big changes, decreasing in the second industry, and increasing in the third industry. The difference among the three regions is big in southern Anhui, and then in central Anhui and small in northern Anhui.

    Coal is China’s chief one time energy consumption. Coal mining and processing needs supporting from financial market. This paper selects 1996—2012 data to establish VAR model and uses impulse response function and variance decomposition to analyze the influence of financial structure on coal mining and processing. Result shows a weak positive adjustment of marketing direct financing structure on coal mining and processing, but a relation indirect financing structure is effective. According to the actuality of Ji’ning’s finance and coal mining and processing, coal mining and processing gains indirect financing, and at the same time focuses on stock market in using marketing direct financing, which can promote a sustainable development of coal industry.

    This paper, based on Chinese provincial industrial panel data 2000—2001, uses fixed effect model to analyze the FDI’s influence on total factor productivity (TFP) of Chinese domestic industry sectors. The current FDI promotes TFP, and so does the inventory FDI. Further study indicates that the influences vary among China’s 30 provinces, a positive promotion reach the zenith in the eastern provinces, then central provinces, and the western. This paper presents suggestions actively adopting FDI and making full use of it, appropriate supportive policies and science capital and talents into the western provinces can increase TFP of Chinese domestic industry sectors.

    This paper uses shiftshare method to analyze Panzhihua’s industrial growth and structural changes during 2003—2012, and compare it with Sichuan’s industrial structure at the same period. The results show that the first industry with less industrial growth and structural shift quota contributes less to economy, the second industry with outstanding industrial structure growth contributes much to economy, but less than Sichuan’s average. The third industry with a stronger regional competitiveness than Sichuan’s average is of great potential. This paper presents suggestions for Panzhihua in its industrial structure and economy to develop featured the first industry on agriculture, steadily develop the second industry to increase regional competitiveness and expedite the third industry on featured tourism.
