    Resources-exhausted cities facing a shortage in resources need to adjust their industrial structure. This paper analyzes the successful cases in resources-exhausted cities worldwide, presents that the undertaking industrial transfer is an effective path to the sustainable development in resources-exhausted cities, and explains the effect of undertaking industrial transfer.This paper, based on a case study on Tongchuan city, studies all effects from undertaking industrial transfer, aiming at providing reference for other resources-based cities with their sustainable development.

    Gross regulation is an important macro-control to adapt the output of mineral resources to the total quantity of market demand. It plays a significant role in reasonable exploitation and utilization and protection of mineral resources. Inner Mongolia, as the important coal production base, implements total control of coal resources, which not only promotes the upgrading of coal industry and the extension of clean energy, but also effectively safeguards the supply and demand balance and sustainable development of national resources. By regulating the mining output, delivering mining rights, and restricting admittance conditions, the gross regulation could be helpful to supervise mining actions, effectively control superior mineral resources, protect and consolidate the market status and whole competitiveness of superior mineral resources.

    The green barriers, originated from the deep of society, politics and economy, have dual character intrinsically, which protect the environment, but hamper the trading. To be facing such a challenge, we shall envisage the reasonableness for protecting environment and making for sustainable development of social economy. Through the implementation of the internalization of environmental costs, the distortion of the product price and the market failures can be corrected by the externality of environmental costs, the resources allocation can be optimized in the efficient market system, the problem whether trade and environment can coordinate can be resolved fundamentally.Finally, it will guide the development of enterprises to green and break the green barrier to achieve economic and environmental benefits of “win-win”.China should adopt certain trade aid measures corresponding to the unreasonable ones, and construct green barrier to defend legal rights and interests.

    In the two decades prior to 1983, Australia pursued economic policies in relation to its energy resources security which could broadly be described as nationalism.Governments of the day intervened in development decisions in an effort to enhance the national interest. Since 1883, along with the deregulation of the Australian economy as a whole, the energy resources policies were liberated. Australia’s energy security policies, since the beginning of this century, tended to be nationalism, proven by its gas reservation policy. To some degree, policies makers tend to treat it as a path to energy security, or believe it can attain political support.

    The concept of sustainable development was put forward first in the UN People and Environment seminar hold in Stockholm in 1927. Since then, all countries have been working on defining the sustainable development.The widely-accepted definition is not only to satisfy the contemporary people’s needs, but also to meet people’s demands in the future, aiming at economic development and natural resources and environment protection. The core is harmonious development among resources, economy and environment. Now the world is short in energy, China’s energy development must take the sustainable development. How to achieve the sustainable development of energy, economy and environment is a huge task for all countries in the world.This paper, based on the status of China’s economy and energy, and globally, designs three plans for energy development pending for selection, applies the sustainable development principles and mathematic analysis to study the three plans from environment and economy, and presents one energy development plan adaptable for China’s sustainable development.

    The traditional evaluation methods of intensive land utilization are highly influenced by subjective factors, thus the evaluation results are not accurate enough. This paper sets up the BP neural network model of urban intensive land utilization evaluation to study urban land utilization of Ezhou, Hubei. The results show that urban land utilization of Ezhou is at medium intensive level, which is consistent with the actual land utilization in Ezhou.

    Using annual data 1980—2008, the nexus between iron ore import volume and economic growth in China is investigated within a multivariate framework which includes import volume (IM), consumption (CN) and  GDP, with results showing that there is a long-run equilibrium between import volume and the two other variables. The Granger causality test shows that there is oneway Granger causality relationship from IM  to CN and GDP. The generalized impulse response and variance decomposition analysis reveal that the impact of the consumption of import volume is much larger than that of GDP, and that longterm impact of consumption is very important, but not remarkable in a short term.

    This paper applies the super-DEA model to evaluate the urban land utilization efficiency in Chengdu city with results indicating an efficiency ranking in DEA-effective cities, high to low, Qingyang district, Jinjiang district, Wuhou district, Jinniu district, Wenjiang district, Chenghua district, Xindu district, Pixian county, Longquanyi district, Qingbaijiang district, Chongzhou city, Xinjin county, and Shuangliu district. The cities with invalid DEA include Jintang county, Pujiang county, Pengzhou city, Dujiangyan city, Qionglai city, and Dayi county. In general, Chengdu city has a high land utilization efficiency, while other cities with invalid DEA need improvement in their land utilization efficiency.

    The integrated competitiveness of mineral resources include not only the mineral resources occurrence influence, but also the development and marketing capacity of the mining and processing. This paper applies the APH to evaluate precisely the integrated competitiveness of tungsten resources in 7 provinces including Jiangxi in 2005. A background value has been adopted in data processing in order to have consistency and comparability in the unit removed data, which proved to be effective by the evaluation results. The model is of stability by its sensitivity analysis, largely reducing impact from arbitrarily assigning weights.

    During urbanization, the conflict between extensive land utilization and decreasing arable lands per capital necessitates the intensive land utilization. This paper, based on a case study on Gu’an county, establishes an index system to evaluate the urban extensive land utilization, and applies the AHP to evaluate the intensive degree of urban land utilization. The results indicate a low intensive land utilization level in general in Gu’an county, so the focus shall be put on the sustainable development of lands. The intensive land utilization can increase the urban land utilization profits at most.

Based on the conceptual model of interests coordination, the paper follows the research paradigm from systematic analysis to property structure and to index system, makes performance evaluation on China Shenhua Energy Company Limited by entropy value method. It shows that performance evaluation based upon the perspective of interests coordination stands for the nature of resources firms. From micro enterprise to mid-scale industry, and to macro society, to guide the resources integration and interests coordination is to provide the management tool as reference to improve their strategic performance and effectively fulfill social responsibility.

    This paper, aiming at disclosing the constraints in arable lands transfer in Ya’an city, applies the farmers survey data to analyzes the status of arable lands transfer, assumes the constraints which have been studied via SPSS15.0 by Logistic regress analysis, indicating a less arable lands per capital, a mountainous or hill terrain where most arable lands are located, and a poor understanding of the policies in farmers. The major constraint for arable lands transfer is that farmers depend largely on their arable lands. This paper presents some approaches to the constraints of arable lands transfer to improve the arable lands transfer in western Sichuan.

This paper, based on a case study on Xishimen mining area, analyzes the land utilization status and urban security pattern, presents a land utilization concept of mining area under direction of urban security pattern, establishes a harmonious land utilization security pattern focused on a rehabilitation of abandoned lands, reutilization of mining relics, restoring mountains, waters, roads, woods as ecological corridor network as a framework, and in five-colored space of woods, rivers, construction lands, plowlands and mining lands, in order to maintain a healthy and intact regional land utilization system structure.

    Mining rights are of values with time, so it is vital to calculate their values at future specific time. This paper gives introduction to a method based on DCF, and evaluates its limits and instability. Another formula has been derived from European Call Option Pricing Theory as well. These two methods with pros and cons, respectively, are applicable to different environments, hence the paper presents a new method based on the weighted average as the final evaluation results. Based on a case study in sensitivity, the new method can rationally calculate the future values and avoid the vulnerabilities of applying DCF and lack in considering risks.

    Because of poor climate conditions, shortage of water resource and extreme fragility of ecosystems, the ecological reclamation on destroyed land of mining area is extremely difficult in northwest arid desertification area. This paper, based on a case study on No.2 borehole in Hongshagang mining area, Minqing Taixi Coal Mining Ltd., makes a full investigation of climate, topography, soil, water, vegetation and other characteristics in the project area, presents an ecological reclamation target to reduce the original ecological disturbance, to protect the surface gravel layer, and to increase the surface vegetation cover in this area. The ecological reclamation plan is to plant ultra-dry bush (forest and grass) or grassland.This paper sets up a series of practical models of land ecological reclamation for northwest arid desertification area according to land utilization, which provides a reference for the similar lands in land reclamation and ecological rehabilitation.

    The exploration of shale gas resources becomes a focus of the world. The natural gas resources are 636.283×1012 m3 in the world. Shale gas resources are rich in America, most of them are distributed in southern, central and eastern parts. There also are plenty of shale gas resources in China, nearly the same quantity as in America. In America there is the most advanced exploration and exploitation technology, and it is the only country which has the highest exploitation method. Canada has a long history of shale gas exploration and exploitation. China is still at the beginning for the shale gas exploitation. The permeability of the shale rocks is normally very low, so it is difficult to be exploited. Therefore, we need to learn the advanced foreign technology to develop a set of exploitation methods to develop our shale gas reservoirs, and we need the support from the government, increasing environmental protection while development.

    This paper applies AHP, based on 3 hierarchies, 6 elements and 13 indexes, to establish a mathematical theoretical model, analyzes quantitatively the mining investment environment, and ranks their investment potential, providing a reference for Chinese investors. Via a model evaluation of the investment environment, this paper, aiming at serving for Chinese investors, takes the relation between China and other countries where they invest as an additional index to be weighted, and ranks the global investment environment for Chinese investors to go abroad by offering new reference.

    The aim of the paper presents an overview of CO2 capture and geological storage technologies, and environmental monitoring strategies after storage. CO2 can be captured using one of three systems: pre-combustion, post-combustion, and oxyfuel combustion.After capture, CO2 needs to be transported to appropriate location for sequestration.CO2 storage technologies include geological storage, deepsea storage and mineral carbonation. Based on analysis of geological storage technologies, the paper mainly introduce CO2 geological sequestration on storage mechanism and different growing phrases of different geological formations (depleted and disused oil and gas fields, deep saline aquifers, and abandoned coal seam). After sequestration, CO2 leakage and seepage as one of the key factors of CCS success shall be monitored for a long time.

    Natural resources are an important material basis of economic and social development.With China’s sustained and rapid economic development, resource industries play more and more important role in the national economy. Unreasonable price of China’s natural resources lead to a low efficient allocation and serious waste, which becomes a bottleneck of sustainable development of economy and society.     This paper, based on the mining industry in Heilongjiang, applies DEA to study the mineral resources allocation efficiency. In the evaluation system for mineral resources allocation efficiency established in this paper, C2R model and C2GS2 model are used to evaluate the comprehensive efficiency and technical efficiency. This paper analyzes the cause why it is low in mineral resources allocation of non-DEA mining industry, and applies the “projection” theorem to calculate the inputting redundancies and outputting shortages, and presents a detailed schedule to adjust the input & output in mining industry, improving the mineral resources allocation efficiency of non-DEA mining industry.

    This paper, based on the ecological footprint theory in the ecological economics, calculates the ecological footprint per capital, the ecological footprint per 10k rmb, the ecological load per capital, and the ecological deficit per capital from 1990 to 2007 in Shanxi province, analyzes the sustainable development and the ecological footprint on all variable lands in the past 18 years, indicates an improvement in economic development but a weak sustainable development, and a fast demand for land utilization in fossil energy, and an ecological surplus in plowlands, woods lands and construction lands but an ecological deficit in grass lands and water lands.

    As China is focusing on CBM, it is becoming more and more important to research CBM-reservoir, particularly in the aspects of fine description of internal reservoir and prediction of gas-bearing properties and permeability. Due to unique characteristics of CBM-reservoir, conventional physical exploration is not very effective; however, the seismic techniques reveal a huge advantage. For example, seismic interprets the structure of CBM-reservoir and can tell the thickness of thin coal beds, and predict gas-bearing properties of CBM-reservoir by means of pre-stack AVO conversion, pre-stack elastic impedance ( EI ) conversion, and poststack acoustic impedance ( AI ) conversion, and predict permeability of CBM-reservoir by means of pre-stack direction AVO conversion and analyze curvature properties of seismic reflection stratum. The research results indicate that seismic techniques applied to CBM reservoirs have an obvious effect.

    The key to improve the precision of reservoir modeling lies in the use of facies-controlled modeling with geological constraints.Based on case study on one oilfield in Daqing, the specific research way of facies-controlled modeling is carried out by integrating constraint conditions of sedimentary facies sequence, quantitative geological knowledge base sedimentary micro-facies probability and variation function, sedimentary micro-facies model is built according to the principle of ‘grade control and level constraint’. Under the control of sedimentary micro-facies model, porosity and permeability reservoir parameter models are established. Based on this and combining production dynamic data and stable 3D geological model, the remaining oil distribution, which has been evaluated by integrated structural, reservoir, fluid and dynamic production information, can be restrained by the result of reservoir modeling.

    Geological survey is the basic work of planning, development and utilization of mineral resources, it has encountered various problems and needs to be standardized through specific relevant laws and regulations. Geological survey lacks specific legislation; geological investigation is not clear under the ownership and administration and has various other problems. Geological survey legislative system will greatly enhance the development of geological survey with laws and regulations. Comprehensive utilization of mineral resources is an important research aspect of geological survey. Current “Mineral Resources Law” involves geological survey a lot and it is the basis for the enactment of effectiveness of geological survey legislation. At the same time, geological survey regulations should be a refinement and extension of the established mineral exploration system.

    Land survey as a foundational and strategic survey aims to clarify the land utilization types, quantities, distribution and properties in order to meet the requirements of social-economic development and land resources management. The construction of land survey database is also vital for updating land utilization data, enhancing informalization and standardization of land and resources. This paper, based on the MapGIS software, presents a design target for land utilization database, expands its structure and functions, analyzes the process to gather the graphical data and map merging during building database.This system plays a key role in land database information management in county-level area.
