    Resources-based cities,for along time,play a key role in economy and society as asupply base for energy and vital raw materials,but face a big challenge to the irsustainable development after long,largely mining.This paper,aiming a t how to conduct the macroscopic transformation in economy,selects Pinggui administrative district,Hezhou city,Guangxi to analyze it seconomic and social situation,and presents,based on global successful cases,suggests:1)to improve and reform the traditional industries and to promote production structural adjustment as per Fuxin’s projects-oriented mode,Liaoyuan’s advanced industrial mode;2)to develop human care and tourism as per German’s Luer;3)to explore human resources potential as per Japan’s Kitakyushu.

    :This paper lists a series of mine geological environment issues in Huaying city during mining, and expatiates Its geological environment situation, evaluates the factors,and divides the impacts into severe, less severe and general,of which the severe and less severe are our focus.This paper,combined with the mine environment evaluation and regional economic needs, determines the range and contents, and presents measures in projects and biological restoration from mine secondary geological disasters, water resource impact,terrain impact and land impact, which helps Huaying improve its mine geological environment so as to achieve a coherent development between resources and environment.

    This paper,aiming at the impact of global oil price fluctuation on China’s petroleum industrial profitability,uses panel data to analyze the effect of global oil price on industrial profitability and their differentiation,which is distinctive among down-,middle- to upper-stream industries.As oil price rises,their profitability climbs to the both ends.The profitability capacity in sized oil enterprises,except in rubber,is lower than an average,differentiating to the small entities,and that in stated-owned or-held lower than inforeign-capital-involved.

    Macroeconomic risks are a direct and basic risk when developing overseas aluminum ore resources,and have a direct impact on targeting countries for Chinese companies.This paper identifies the macroeconomic risks,establishes risk evaluation index system and uses Delphi to give weight to each index.It also determines the evaluation objects and classifies their indexes.A mode is setup based on GRA and TOPSIS to assess and rank their macroeconomic risks of major aluminum countries,with results showing small risks in the UnitedStates,Australia,and Kazakhstan,but big in Venezuela,Guinea and Suriname.

    Issues exist in China’s REE development due to underrated v alues and irrational allocation on REE.A scientific evaluation of REE’s values is key to promote its sustainable utilization.This paper,based on the values of natural resources and combined with REE’s particularity,concludes that REE’s values,not utterly equal to their economic outputs,shall include a market value in economic transaction and a non-market value which can not,or hard,be realized.A transformation in reviews,cost estimation method,resources management and utilization during REE’s development shall be made to reprice REE’s values and to provide theoretical and technical support to impose tax on REE.

    As geoparks develop quickly,their management becomes a key point,it is of significance to forecast their annual environmental capacity.This paper,based on related references on environmental capacity,uses linear and planar quantity mode to study Qingshuihe’s Laoniuwan geopark,Inner Mongolia from spatial environment,ecology,economy and psychology capacity,and concludes that a daily capacity is 1385 persons in boom season,554 in other season,with a total annual capacity up to 263150 based on the Cannikin law.The bottleneck of Loaniuwan geopark comes from its spatial capacity.This paper presents suggestions to provide references for the sustainable development of Laoniuwan geopark.

    This paper,based on the situation of excess of coal production capacity and double constraints,introduces the concept of macroscopic control of coal production capacity,analyzes its sustainable development,and presents a macroscopic control of China’s coal production capacity that incorporates macroscopic economic policy,coal chain management and coal overall efficiency.By means of GDP and coal efficiency function,this paper forecasts the confidence range of coal production capacity,and applies mathematic mode related to coal chain management and coal overall efficiency to quantitatively optimize the coal production capacity so as to achieve the double-objective development mode of coal production capacity,aiming at provide references for China’s sustainable development of coal industry.

    In order to break the resource curse in resources-abundant areas,this paper analyzes the forms and allocation mechanism of resources benefits,draws a conclusion that a blurred resource rent definition,incompletely-compensated total social cost during resource development,a conversion of resource rent and social cost to income and enterprise’s profits,make a false-added benefits in resource enterprises.Under the unreasonable factors,the economy majority will speed up wasting and consuming resources,leading to a fast loss of fortune in resource regions and other economic issues.This paper presents suggestions against resource curse in normalizing resource benefits allocation, optimizing resource tax and fee policy,imposing resource exhausting fund to protect the owner’s benefits and improving compensation measures of social gross cost,calibrating benefits signal and directing an ordered fluidity of key factors.

    This paper,based on seismic,logging,and assay data,analyzes the Paleogene hydrocarbon passage system in western Liaohe beach,concludes that three basic passage systems,connecting sandbodies,faults and unconformity, which comprise four combinations,sand-fault,unconformity-sand,unconformity-fault,and sand-fault-unconformity.Fault-sand-unconformity system dominates in the eastern steep slope displaying an”S”shape,sand-fault system in the western slope displaying a stage pattern.On plane,fault and structural ridge is a major path for oil-gas migration, which varies with periods.The hydrocarbon formed in the northern migrates to Bijialing and Xianhe areas,and that in the southern sub-depression migrates to Hudong slope.

    This paper analyzes the exploration situation of Xinjiang’s mineral resources,and concludes that Xinjiang is a vital strategic alternative region for energy,non-ferrous and noble metals with huge potentials.Mining is a key drive to Xinjiang’s economy. Xinjiang’s mineral resources are marked by widely-spreading,abundant categories,developed logistics,large reserves,quality and rational structure of some mineral resources.Limited by its remote sites,poor natural conditions,unde-developed economy,and primitive geological works,lower technology and lack of science talents,Xinjiang’s mineral resources development stays a primary leve land a lower synthetic utilization level.This paper presents approaches to synthetic development and utilization of Xinjiang’s mineral resources.

    This paper analyzes Tianshengqiao bauxite deposit’s ore-hosting sequence,concludes that the structure types comprises of mud crystal,oolitic mud crystal and debris ores.Sedimentary environment plays a key role in bauxite distribution,which mainly occurs in subtidal zone and lagoon.Bauxite mineralization is also controlled by the bed of ore-bearing sequence and ancient karst terrain change.This paper,through drawing bauxite grade contour to determine the prospecting area with potential,provides reference for bauxite exploration and development and guarantees a Sustainable supply of bauxite ores from national strategy.

    This paper applies Arcgis and SPSS to analyze the satial pattern and factors of China’s wind turbine manufacturing,and discusses its features and factors to provide a scientific reference in ordered pattern.China’s wind turbine manufacturing has formed a relatively complete industrial chain,displays a scattering distribution spatially,but national and regional manufacturing centers are forming.Large machine manufacturing enterprises own many bases,but parts manufacturing ones adopts different strategy.Policy and technology are two key factors in their spatial pattern.Regional economic openness impacted the foreign capital in the beginning of industrial development.Market,labor’s ability and industrial basis are also the vital factors.

    This paper,based on the definition of adaptability of industrial ecological system in mining zones,uses vulnerability,sensitivity,stability and elasticity to establish an index system to evaluate the adapt ability of Huoqiu in 2008 to 2012 by means of a hierarchical AHP and entropy is used to give weight of each index,combined with a levelled evaluation.The results show Huoqiu’s adaptability climbs to 0.1756 from 0.1585,indicating a rising adaptability and a descending vulnerability.Among Huoqiu’s industries,resources and environment system’s adaptability rose largely,but with a higher sensitivity,strong vulnerability and poor stability.This paper gives proposals to enhance Huoqiu’s adaptability of industrial ecological system.

    Evaluation of industrial chain efficacy is based on its efficiency and function.This paper from competitiveness,efficiency,ecologicalstability,sustainability and gross effects reviews the efficacy of industrial chain. The currently-applied evaluation index is generally not systematic and comprehensive,only focuses on its some aspects, also lacks consideration of sample quantity and circumstance.This paper uses SEM to establish a relatively complete and objective evaluation framework DEA mode for industrial chain efficacy,which can effectively eliminate circumstance factor and random errors.

    This paper gives an introduction to the wavelet neural network optimized by genetic algorithm which is used to predict the geothermal resources,selects volcano,earth quake,Bouguer gravity,magnetic anomaly,distance to fault and SiO2 in underground water as factors,applies excellent time-frequency transformation of wavelet neural network, network self-study and genetic algorithm to optimize the network parameter.This prediction data coincides with the real values verifying this method to be applicable in predicting geothermal resources.

    This paper,based on land survey and remote sensing data in 2005 and 2010 in Heilongjiang’s 76 cities (counties),presents a revised index model of ecological environment quality from a reference of “Technical Guidelines of Ecological Environment Quality Evaluation (Trial)”,which includes land vulnerability,biological abundance, vegetation coverage,water distribution dense,environment quality and biological bearing capacity indexes.The revised model is used to study the evolution of Heilongjiang’s ecological environment,showing an improvement and favorable trending,especially in the eastern coal urban areas,excellent in Daxing’anling ,Xiaoxing’anling and Changbaishan areas,good in Sanjiang plain,Songhua river and its tributaries,ordinary in Songnen plain and eastern coal producing areas,lower in Harbin,Daqing and Qiqihar.

    This paper,based on adistribution of China’s cobalt resources,studies the supply-demand situation of cobalt market,and presents issues in China’s cobalt industry,such as short of cobalt resource,largely dependence on exporting,and high production cost,irrational coal industrial structure,and alow recycling rate,which are,if well resolved,key to keep a sustainable development.This paper proposes to fulfill the world cobalt and oceanic cobalt resources,to research effective metallurgy,to promote industrial reform,and to fully recycle cobalt resources,aiming at providing references to the sustainable development of China’s cobalt industry.

    This paper,based on Gannan’s 1984-2010 data,uses co-integration theory,VAR mode and impulse response function to study its interaction between urbanization and industrialization from along and short fluctuation.Unit root and co-integration tests show a long-term balance between its secondary and third industries in urbanization.Impulse response indicates,for a short term,an improving industrial structure can promote urbanization,and vice versa.Gannan has a poor interaction due to its late urbanization and low industrialization level.Variance decomposition implies that urbanization’s fluctuation is largely impacted by itself,less by the third and second industries.It conclude that Gannan’s industrialization is not a major drive to its urbanization.

    Coal is China’s power basis,positioning a leading seat in China’s one-time energy production and consumption structure.This paper,based on Heilongjiang’s 2002 and 2007 Input-Output data from 42 departments,uses Input-Output mode to analyze its direct consumption coefficient and complete consumption coefficient in input structure,and employs Excel 2007 to calculate its direct and complete allocation coefficients,response degree and its coefficient,influence and its coefficient in output structure,and compares its interrelation between coal and other industries.The results show a strong interrelation with production and supply of electronic and heating,and a larger interrelation range with forward interrelation degree higher than its backward,and a stronger supporting to other industries than pulling.

    This paper applies regression model to study the relation between coal enriching areas and economic growth, and concludes that there is a “resourcecursed” risk,although Bijie acquires a quick economic growth with dependence on coal resource,which comes from an excess on coal resource,with neglecting the third industry and limited investment on scientific innovation.The study offers references for the western new resource cities.

    Xinjiang’s abundance in energy and ore resources is a key drive to its economy.This paper focuses on Xinjiang’s resource industry,uses regional entropy and weighted power to study its distribution and spatial concentration,and shows dominance in oil and gas,petroleum processing,coaking coal and nuclear material with a spatial concentration,but the coal mining and processing is on the contrary.Xinjiang’s resource industry develops on its energy resources locality,and a dispersed degree in its resource industry.
