    Coal-resource-based cities have been formed as coal mine developed. Coal mines which came into being in the early times provided large quantity of energy for China's industrial growth, which determines China's coal-resource-based cities through starting, rapid developing, pre-transforming and transforming periods. Coal resource-based cities also altered, some may not belong to coal cities, and some areas are becoming new coal cities. There are totally 73 coal-resource-based cities, 38.9% of resource-based cities (excluding counties and districts), mainly distributing in northeast, central and southern China. Over 100-year's evolution, industrial structure, urban function, mining/city separation, eco-environment of coal-resource-based cities have been becoming the barrier against urban transformation. This paper presents suggestions on guideline of governmental policies, optimizing urban function and improving urban quality.

    To ensure a sustainable development of economy, a new path to economic development appropriate for resource-based cities needs to be developed under economic transformation. This paper studies its features and necessities of economic transformation of resource-based cities, and discusses the economic development path of resource-based cities under economic transformation based on reconstruction of economic development path from economic structure transformation, social regional structure transformation, resource allocation transformation and ecological transformation, and presents approaches to transformation upgrading and path reconstruction, offering references for sound and sustainable economy of Chinese resource-based cities under economic transformation.

    This paper, based on energy values theory, uses ecological footprint model to quantitatively analyze Qiqihaer's energy ecological carrying capacity, energy ecological footprint and ecological deficit/excess during 2000 to 2016, with results showing that Qiqihaer had been in ecological deficit at a rising tendency, which means human's demands exceed the natural supplies, an unsustainable status. Qiqihaer shows a growing ecological environmental carrying capacity pressure, a diminishing coordinated ecology and eco-environment. The regional ecological coordination is relatively poor. GDP ecological footprint index per 10k RMB indicates an increasing energy use rate, an improved resource use method and a decreasing ecological impact during Qiqihaer's economic development.

    This paper uses DEA-Malmquist Model and Entropy to comprehensively evaluate the urbanization efficiency and economic development level in Anhui's 16 prefectures, and establishes a coupled model to measure the coupled coordination between urbanization efficiency and economic development in Anhui province. Changes in Anhui's urbanization efficiency which chiefly come from technical efficiency changes vary with city locations. Due to history, human resource capital, industry and policies, Anhui's economic development level also varies largely with areas. The coupling degree is generally poor between urbanization efficiency and economic development level with an unconspicuous interaction. So is their coupling coordination. It is necessary to increase the overall coupling coordination and minimize the regional gaps to promote a coordinated development between urbanization and economy in Anhui province.

    Knowledge intensive business servicing plays a leading role in promoting economic growth and in establishing regional integrated network spatial pattern of “one-core-five-circles-four-zones” in Long Triangle. This paper uses attraction model and social network model to establish KIBS spatial correlation network of Long Triangle in 2011 and 2016, and applies network density, network centrality, concentration sub-group, core-rim structure to study the development level variance and structural evolution in Long Triangle. KIBS connection path in Long Triangle is in form of network with direction to the center. The industrial cluster does not produce good co-integration, but of potential. The traditional administrative barrier has been broken down, with a rising province-across cooperation. This paper presents suggestions on developing KIS in Long Triangle city group.

    Green growth of industrial enterprises is a key element in sustainable development, which requires industrial enterprises to increase innovation efficiency and to control energy-saving-emission-reduction. This paper, putting three industrial wastes into the evaluation of technical innovation efficiency, uses SBM model to estimate their green technical innovation efficiency of industrial enterprises in China's 30 provinces during 2009 to 2015, and employs Durbin model to analyze their spatial effects of some variables on green technical innovation efficiency. The outcome shows a rising trend of green technical innovation efficiency, generally in a low level, varying among eastern, central, western and northeastern. In the whole China, this efficiency exhibits an apparent spatial diffusion with good achievement in regional technical exchanges. A direct spatial effect on this efficiency comes from governmental supports on scientific technology, technical conversion level, infrastructures and openness, and an indirect spatial effect comes from human capital level.

    Improving innovative capacity for cultural creative industrial zone is a key means to overcome short life circle and insufficient competitiveness in knowledge economic times. This paper establishes an evaluation index system of innovative capacity based on the general environment of cultural creative industrial zone, and uses entropy weight and TOPSIS to quantitatively analyze the innovative capacity of four provincial key cultural creative industrial zones in Xi'an, of which Shaaxi Animation Industrial Platform sits on top in innovative capacity, with outstanding advantages on annual output/input, competitive and cooperative degree within zone and trained staff accounts. This paper presents on boosting tolerance, constructing new atmosphere, improving servicing system, optimizing industrial chain and increasing interactive network intensity, helpful in raising innovative capacity in cultural creative industrial zones.

    Geological exploration as the upper end stream of economy is led in inputs by the downstream demands. Industrial developing stages determine mineral product use intensity, which determines the input intensity of geological exploration. China's industrial structure evolution indicates that China has entered into the middle-post of industrialized stage, mineral product use intensity and geological inputs will be falling into declining period in a long term. Global competitiveness or rapid industrialization in nations on “the belt and road” is the approach to re-energize geological exploration, but can not be foreseen in the near future. Geological talents will be structurally short and generally excessive under China's declining geological exploration sector for a long term.

    General geological (ore) survey is a geological work for public interests financed by governmental capital in China, which can be determined by its objectives, capital source, achievements ownership and operating mechanism, of that achievements ownership is the key factor to determine its public interests for overseas general geological (ore) survey. Currently, China's overseas general geological (ore) survey is a nation-level cooperation sponsored by Chinese geological survey, exchanging geological and mineral resources achievements, which may provide general information for Chinese companies on overseas targeting areas, risk exploration, mineral development. China-Shanghai Cooperative Organization Geological Research Center, in Xian Geological Survey Center, China Geological Survey, is cooperating with middle Asia on geological survey with some achievements, marking its public interests of overseas general geological (ore) survey on Chinese companies.

    This paper elaborates the characteristics of scandium resource viewing from industrial chain. Recent discoveries of scandium deposit belong to laterite deposit, which is a vital type for future scandium resource and needs more attention from governments and mining companies. Constraints in blocking scandium rapid development lie in limited sources, insufficient supply leading to expensive prices. Scandium companies shall develop effective extracting scandium technology from laterite deposits, reduce production costs, which can ensure a steady supply of scandium. As it production capacity grows, the down-stream companies should develop the three pillar scandium industries in Al-Sc alloy, solid fuel battery and Sc-Na lamp, especially in the civil application of Al-Sc alloy and other applications. Economic profits shall be highlighted along with green, circular economy and boosting recycling scandium resource and environmental protection.

    A measurement of coalbed methane components is directly connected to coalbed methane reserve and successful rate of development engineering. Uncertainty is the key index in marking the reliability degree of measurement results, which comes from three aspects in response values repeatability of coalbed methane components, response values repeatability of standard gas components and accuracy of standard gas. Influence extent is calculated based on testing data of each factor. Uncertainty of standard gas has a larger influence on uncertainty of samples, repeatable measurements of high concentration components leads to higher uncertainty. Uncertainty of coalbed methane components is related to component concentration so that uncertainty of measurement varies with components concentration.

    This paper, based on 2000—2016 data, uses MSIH(2)-VAR(1) model to study the interaction between China's economic growth and new/traditional energies with results showing a U-shaped trend between the traditional energy and economic growth. The traditional energy has undergone descending-ascending stages as economy grows, and continues to ascend. The new energy and economy are at the descending stage of the U-shape, not in a co-integration. Transition probability matrix suggests a stable relation between economy growth and new/traditional energies. Government shall focus on making long-term polices regarding this to avoid any short-term solutions. Impulse Response function indicates that the new energy is increasingly imposing impacts on economic growth, continuously; the traditional energy is on the contrary. This paper suggests that promoting an upgrade of new energy supports the sustainable development of economy for the long-term.

    This paper, aiming at energy-saving-emission-reduction objective, establishes a low carbon optimized model of Hebei's energy consumption structure from economic growth, energy-saving, green-house gas emission control, energy resource abundance and technical advances, which is employed to optimize many objectives of low carbon energy consumption structure in 2020 based on Hebei's energy situation and planning. The premier energy consumption plan can not ensure the economic growth objective, the premier carbon reduction plan has higher energy consumption and lower feasibility in one-time power consumption objective, the premier energy intensity plan is a balance between energy saving and emission reduction, which makes sure the objectives of Hebei's “13th Five Years Plan” energy saving and economic growth with feasibility.

    General aviation tourism as a new tourism model in China enriches tourism products, fully integrates tourism and improves tourism quality, and is listed as Shaanxi's tourism model during “the 13th Five-year's Plan” This paper reviews the situation of Shaanxi's general aviation tourism and analyze the four driving forces of general aviation tourism development, presents three practical tourism developing modes led by aviation industrial zone, pushed by leading companies and coexisting with multiple subjects. An evaluation index system is set up based on hierarchy gray evaluation to evaluate the three modes with results showing general aviation industrial zone leading mode is rated as premier, the best mode in Shaanxi's general aviation tourism development, the other two are rated as good, of potentials for future.
