可持续发展理念下城市能源评价指标体系构建——以北京市为例

摘要:

城市对于国家经济非常重要,承载着多种功能,同时又是人口聚集、经济发展领先、能源需求密集的复杂系统。城市能源是驱动城市经济发展的动力源,决定城市经济部门分布与发展。城市能源的供应水平和供应质量,对于发展社会经济、提高人民生活水平、改善生态环境,都起着举足轻重的作用,是实现可持续发展战略的最重要因素之一。北京市作为我国的首都,社会经济发展始终走在全国前列,其能源问题也备受关注。随着北京市经济的高速发展,其能源需求状况已出现一系列的变化。本文以北京市为例,通过分析城市能源宏观可持续的内涵,基于驱动力(driving forces) →压力( pressure) →状态(state) →影响(impact) →响应(responses)简称DPSIR概念模型构建其评价指标体系。

Abstract:

Cites are very important for the country’s economy, carry a variety of functions, are also a complicated system of people’s gathering, economic leading, energy-demanding. The urban energy is a drive for urban economy, determines its distribution and development. The supply level and quality plays a key role in economy, people’s living and ecological environment, also one of the vital factors of sustainable development. Beijing, as China’s capital, ranks top in its economic development. Its energy catches attention. As a fast economic development, Beijing is facing many changes in energy demand. This paper, based on case study on Beijing, analyzes the connotation of the macroscopic sustainable development of urban energy, and establishes a urban energy evaluation index system based on Drivingforces-Pressures-Stat-Impact-Response DPSIR model.
