Abstract:

China is now in a rapid industrialization stage, requiring a big demand of mineral resources. This paper, based on the scientific views of development, discusses how to mitigate the shortage in mineral resources, based on the consumption of mineral resources, sets up a scientific view on mineral resources, analyzes the reasonable resources allocation, resources benefits and resources strategy, and presents approaches including saving mineral resources, finding mineral potentials, optimizing mineral resources pricing mechanism and mining overseas.

摘要：

我国正处在工业化加速发展的阶段，经济社会发展对矿产资源的需求进一步增强。如何在科学发展观的指导下缓解由矿产资源短缺带来的发展压力成为重要的课题。本文从我国矿产资源消耗的状况出发，提出要树立科学资源观，并把科学资源观的内容具体表述为辩证的资源认识观、合理的资源配置观、全面的资源效益观和开放的资源战略观，并把开源节流，深挖矿产资源潜力，完善矿产资源的价格形成机制，继续实施“走出去”的资源开发利用战略作为科学资源观的可实现途径。
