Abstract:
This paper, focused on the allocation method of mineral resources: planning, marketing and the both together, analyses the attributes of mineral resources, the current mineral resources status, and the advantages and disadvantages of marketing and planning, details the Pareto optimality of resources allocation, discusses the “stated-owned-rising while private-owned-falling”, and points out how and what the government shall do in resources allocation. A strategy shall be established to plan the resources allocation methods that planning shall be used in advantageous minerals with a high tax, and that marketing can be applied in short minerals to increase the allocation efficiency. Large stateowned groups shall improve their innovation and international operation abilities. China shall set up mining rights transaction and mining risk fund markets, ensure a fair legal environment, which can encourage companies to have continued innovation, to increase the resource and reserve and to achieve a sustainable development of China’s economy.

摘要:
从矿产资源本身所具备的属性,我国矿产资源储量的现状,市场及计划在资源配置中的作用及利弊,资源的混合配置方式分析,资源配置的帕累托最优等方面论述了计划与市场在矿产资源配置中的作用,并对2009年出现的“国进民退”现象进行了剖析,指出政府在资源配置中应该发挥的作用。认为国家应从战略高度,科学合理规划我国的矿产资源配置方式:我国的优势资源以计划配置为基础,提高资源征税标准,然后由企业按照市场规律运作;短缺资源全面实施市场化配置方式,提高配置的效率;国有大型企业集团进行适度整合,提高管理创新能力和国际化运作能力;国家应该建设矿业权转让和矿业风险融资两个市场,建设公平的法制环境,以利企业不断创新,不断增加矿产资源储量,为中国经济持续发展提供资源保证。
