OVERVIEW OF FOREST RESOURCES AND FOREST ECOLOGICAL MONITORING BASED ON SPACEBORNE REMOTE SENSING

As ecological civilization construction goes forward, China increasingly pays more attentions on forest resources and forest ecological status, requiring a timely, continuous and diversified assessment of monitoring of forest resources and forest ecological status, which provides a good development opportunity for usage of spaceborne remote sensing in monitoring forest resources and forest ecological status. Spaceborne remoting sensing has been widely used as an effective monitoring of forest resources and forest ecological status in surveying forest resources, assessing forest ecoenvironment and operating forest business. Forest ecological information acquired amid the process can provide longterm and continuous serial data for managing forest resources. Spaceborne remote sensing application technology used in monitoring of forest resources and forest ecological status can be divided into three categories, optical, microwave and thermal infrared.This paper explores SAR-based forest resources parameters extraction method, principle and application from backscattering coefficient, polarimetric SAR, InSAR, differential InSAR and polarimetric interferometric InSAR, and introduces the key interfaces during studying forest temporal-spatial changing rules via spaceborne remote sensing(canopy atmosphere interface)and representative parameters (normalized vegetation index).This paper presents suggestions on constructing forest remote sensing ecological indictor system on the basis of scientificity and rationality of index system and the feasibility of index inversion, on constructing integrated landspaceborne forest ecosystem smart monitoring platform through integrating all monitoring systems to increase reverting accuracy of forest resources parameters, on obtaining forest ecological monitoring information to provide basic data and important references for forest resources carbon sink management, on precisely obtaining the phase of forest crown and ground, constructing forest height compensation model for future inverting tree height research.

China has been closely cooperating with Kazakhstan in agriculture since “the Belt and Road” initiative was put forward, but this cooperation largely depends on an appropriate selection of agricultural investment to develop in a challenging global environment. This paper uses value chain to divide agricultural value chain into five chains, production, logistics, information, sales and innovation, and applies fsQCA to analyze the factors configuration of and path to Kazakhstan's agricultural development based on its 17 states' 2019 data. Production-sales mutual chain is the major drive for Kazakhstan's high level agricultural value chain, which is composed of two configurations, “production-sales chain*(~information chain)*(~innovation chain)” and “production chain*logistics chain*sales chain*(~innovation chain)”. A path leading to Kazakhstan's lower level agricultural value chain can be attributed to lagging-producing-capacity-constraining” and “non-agricultural-industrial-oriented”, the former including “(~production chain)*(~logistics chain)*(~information chain)” and (~production chain)*logistic chain*information chain*(~sales chain)*innovation chain”, and the latter including “production chain*logistics chain*information chain*sales chain*innovation chain”. Production chain and sales chain are the main drives to Kazakhstan's agricultural development, which is limited by innovation chain, but potentially powered by logistics chain and information chain. This paper suggests that Kazakhstan fulfill its advantages in agricultural production and sales in some states, cooperate with China's agricultural technology, information technology and infrastructure, deepen both parties' complementarity in the whole agricultural production chain, getting rid of Kazakhstan's agricultural transforming dilemma along with reaching a win-win.

Based on on-site cross sections, regional geology, publications, this paper discusses its sedimentary system types, features and distribution of Nanpanjiang basin, and forecasts the prospecting shale-gas zones on the basis of the distribution of deep water fine grained sedimentary facies. The Devonian in Nanpanjiang basin develops river delta, where holds eight sedimentary systems, continental debris offshore, continental debris inner shelf, continental debris outer shelf, restricted platform, open platform, platform margin, slope and deep sea. In the early Devonian, there is no sedimentation in most Nanpanjiang basin except the southern Qinfang area. The transgression northward forms a widely-spreading river delta, continental debris offshore sedimentary system. During the middle Devonian, the continental land diminishes with a decreased supply of continental source, river delta-debris offshore only distributes along the land margin as deep water sedimentation largely expands. Between them is widely-spreading constrained/open platform sedimentation, featured by carbonates. Entering the late Devonian, lands diminishes further, short of continental supply. River delta-debris offshore facies only distributes the margin of Yunkai continent, between them is also the carbonate-featured constrained/open platform sedimentation. According to the distribution and buried depth of deep water facies, Nandan, Ziyun, Fushui and Guangnan area are of shale gas potentials, also Yongfu-Luzhai-Pingle-Wuxuan area is worthy attention.

This paper,based on the definition of adaptability of industrial ecological system in mining zones,uses vulnerability,sensitivity,stability and elasticity to establish an index system to evaluate the adapt ability of Huoqiu in 2008 to 2012 by means of a hierarchical AHP and entropy is used to give weight of each index,combined with a levelled evaluation.The results show Huoqiu’s adaptability climbs to 0.1756 from 0.1585,indicating a rising adaptability and a descending vulnerability.Among Huoqiu’s industries,resources and environment system’s adaptability rose largely,but with a higher sensitivity,strong vulnerability and poor stability.This paper gives proposals to enhance Huoqiu’s adaptability of industrial ecological system.

This paper calculates Shandong's carbon emission, and based on Kaya identity, decomposes the drives to four, economic development, industrial structure, energy intensity and energy consumption structure, and uses LMDI to quantitatively analyze the carbon emission reduction in 2000—2009, with results showing that, with an exception of energy intensity exerting a negative driving, the other three play a positive driving of which economic development is the major. The key to carbon emission reduction is to raise energy efficiency and to decrease energy intensity.

This paper, based on Tongling's society, economy and environment, which is a resource-exhausted city, establishes through references and experts an index system to evaluate Tongling's environmental loading capacity, and uses AHP to determine each indexs weight and acquires the relative surplus model which is applied to evaluate Tonglings environmental loading capacity in 2008-2011. The result shows an overloading more than 23.7% per year, and an concerted condition between economy and resource&environment, which, however, is turning on a right direction. This paper presents suggestions developing a concerted economy-resource-environment in Tongling.

This paper uses Delphi and AHP to establish an index system and evaluation model to evaluate the overlapped and occupied farmland damage degree in Southwest Chinas mining areas, which includes three onetier, six twotier and nine threetier indexes. Onetier indexes are farmland soil, environment and auxiliary. Indexes with bigger weight are farmland overlapped ratio, surface pool and soil bulk density. The evaluation results from a case study is consistent with the truth of overlapped and occupied farmland damage degree, providing references in rehabilitation approach and technology in Southwest Chinas mining areas.

Jiangsu province is stepping into a post industrialization stage, which requires a circular economy for its future development and industrial upgrade. This paper, based on a case study on Suzhou with developed economy, better ecology and circular economy required, summarizes the base, advantages, issues, bottleneck, viewing from a model city in circular economy, and presents three innovative integration ways on saving resources and circular use, i.e., integration of economic and social circulation, integration of production and wastes utilization, integration of technology development and application. The development system of circular economy that satisfies the requirements of Suzhou economic and social development, should be established from society, industry, technology, region and mechanism, with the purpose of providing supports for constructing innovative cities, and realizing the upgrade and optimization of industrial structure.

As China,s economy goes fast, carrying out the discipline development of land and resources management, and speeding up the relevant personnel training, has become an important means for solution of resource bottlenecks in China,s national development process. Through the literature review, statistical analysis and other methods, this paper discusses the necessity and feasibility, the main issues and challenges of creating such disciplines, as well as their basic connotations and characteristics, and concludes that land, water, marine, and mineral resources should be targeted, and the natural resources, management, economics, operations research, and IT science should be used as a guide within the development of these disciplines. And it should form a discipline group, as the core set of national laws, economic and administrative system as a whole, which will promote the effective management, the optimization of spatial allocation and sustainable use of land and resources.

There are many taxation issues of oil-gas resources in China, including a repetitive taxation, a high administrative cost, conflicting taxation bases which exert a big burden to enterprises, a separated management system for enterprises difficult to coordinate, no accordance with the international customs which is unfavorable for foreign investment. This paper presents to adopt the compensation fee of mineral resources into resources taxation and readjust the resources taxation rate.

The eco-industries are a sustainable development for economy and invironment in brittle coal area in loess plateau. This paper, based on a case study on Pingsuo coal mining district, analyzes the optimization utilization plans of water resources, including planting, farming, establishing methane wells, and vivarium projects, and carries out a balance study on water supply and demand. The results display the water supply shall have a surplus over the demand under an ecoindustrial development in Pingsuo coal mining district, which can provide a specific guarantee for sustainable development.

Henan Found Mining Ltd., a JV with foreign investors, uses the foreign capital and technology to explore and mine the Shagou Ag-Pb-Zn deposit in Luoning county, Henan province, with a whole process of exploration, mining and processing. The Shagou Ag-Pb-Zn deposit is a veinlet deposit, dipping gently. The company has made a good profit, becoming an model in cooperation with foreign investors. This paper gives an introduction to the development process and achievements of the Found Mining Ltd., and presents some experience to maximize the capital, to use the foreign management and technology and China's low-cost human resources. Both sides have complementarity in cooperation, like China partner has exploration license, and the foreign partner has financial capacity and advanced technology, ensuring a sustainable development of resources.

This paper, according to the 1:1000 topographical maps and land survey data, establishes an index system to zone the spatial resources, applies GIS to zone Xilinhaote city into urban construction area, rural stockbreeding development area, dominant industrial development area and ecological development zone based on a combination of urban system, industrial situation, ecological structures. This paper, by means of urban growth theory and land utilization, presents a control over the spatial expansion in urban areas, deals with the urban spatial development, and provides a theoretical and technical support for the new general urban planning in Xilinhaote city.
