This paper, based on C-D production theory, applies VAR model and impulse response function and variance decomposition to analyze the dynamic relation between copper scrap imports and valve exports during 2000 to 2013, with the result showing that Taizhou's copper scrap import not only is the Granger cause of valve export, but also casts hysteresis and retrogression on valve export. Taizhou needs to maintain copper scrap import to meet its local manufacturing in order to develop its green sustainable economy.
In order to mitigate the shortage of water resources in Beijing-Tianjin-Hebei area, government attempts to change the traditional decentralized water resource allocation model into a unified platform. This paper, by making a detailed social accounting matrix of water production and supply in Beijing-Tianjin-Hebei, uses multiplier analysis and structured path analysis to compare their economic influence and path changes if water production and supply changes. After unified allocation, Beijing's driving force of water production and supply is declining, but there is a rise in capital circulation proportion; Tianjin and Hebei's driving force is rising with an increasing linkage in production departments, and Tianjin's residents' capital income also rises. That means the unified mode has a positive influence on Beijing-Tianjin-Hebei's water industry. This paper suggests establishing and optimizing trans-region water resource allocation mechanism in Beijing-Tianjin-Hebei for a co-integrated development.
Most scientific research projects undertaken by geosciences universities often involve the confidential mapping and geological data because of the distinctiveness of geology. Thus, how to improve the security management has become an important research topic. This paper discusses the distinctiveness and great importance of the geological data, and analyzes several typical issues in current geosciences universities, including settings of security supervision institution, management of data approval and security devices, education of secretrelated personnel of “security consciousness” and “security knowledge”, etc. Regarding the current status of the security work in geosciences universities, this paper presents suggestions in setting up a separate and specialized security institution to perform periodic security inspections, establishing a sound security management system to provide a strong system guarantee, which includes the links of borrowing, purchasing, using, keeping and returning security data, and making annual budgets for the security devices while performing overall implementation on safety management of security information system and devices, and enhancing the education of secretrelated personnel of “security consciousness” and “security knowledge” in various ways. Meanwhile, two questions arise to be further considered: how to speed up the decryption of geological data whose confidential period expires, so as to improve its utilization benefits; how to improve the supervision of the making and processing of confidential data.
