    A CASE STUDY ON HEBEI PROVINCE: SPATIAL FEATURES, FACTORS AND MECHANISM OF LAND DEVELOPMENT INTENSITY BASED ON ESDA-GWR

    Effective control of land spatial development intensity can guarantee resource intensive use and ecological environment protection. This paper, based on Heibei's 148 county domain units, uses EDA, GIS and OLS model with geographic weighted regress model to analyze land development intensity factors, and to study its mechanism. A notable positive spatial self-correlation exist in county domain with convergence. LISA local self-correlation shows "point-zone-area" structure in the whole province. GDP per capita, population density, land cial expense, net debits of financial units and slope coefficient have positive influence on land development intensity, but land fixed asset investment, land industrial GDP above designated size, permanent general farmland area and distance to Bo Sea are negative. These factors vary in influence and sensitivity with regions. Geographic locality the first key factor directly influencing land development intensity, which is also driven by economical and social development level, and financial supports. Increment of construction land intensive use can slow down the fast rise of land development intensity. Agricultural protection controls effectively the direction and intensity. This study offers reference for Hebei in variably managing and controlling land development intensity and optimizing land spatial development pattern. 

    Land consolidation is a vital means in activating existing lands, intensively saving lands, compensating farmlands and improving land production. Study on its effect is meaningful to evaluate land consolidation projects. This paper uses ecological footprint model to measure and evaluate the ecological footprint and carrying capacity of newly-added farmlands during 2007-2017 land consolidation project. The ecological carrying capacity per capita of newly-added farmland in Tianshui in 2007 is 0.0006 hm^2, amounting to 0.09% of the gross, also 0.05% of the ecological deficit. In 2017, the number is 0.0012 hm^2, 0.16% of the gross and 0.10% of the ecological deficit, which might be increased by 0.10% if no land consolidation. The interactive change between newly-added farmland per capita and ecological carrying capacity shows a positive relation that the ecological carrying capacity per capita rises with newly-added farm land, which may mitigate Tianshui's ecological environmental pressure to some extent.

    Large dumps of iron ore tailings threaten safety and eco-environment. Based on the current studies of iron ore tailings recovery, this paper presents a new plan to recover the iron ore tailings according to their chemical components and particle size distribution, first to re-grind and re-process the Si-high iron ore tailings ( the first tailings) to produce iron ore concentrates, and then to screen the remains (the second tailings) with the coarse above 0.25mm as commercial sands and with the fines processed by liquid alkaline wet activation and solid alkaline slag drying to produce silica-bearing fertilizer. This paper also analyzes their market benefits of iron ore concentrates, commercial sands and silica-bearing fertilizer, aiming at a 100% progressive recovery of iron ore tailings.

    Large loop circuit, combined with high frequency and high current emission system, together with forward and backward modeling, is a useful geophysical prospecting to detect the shallow goaf in coal mines under specific conditions. The goaf in Huangling coal mine is shallow, a theoretical model which is designed based on the actual strata electrical characteristics acquired a good result through forward and backward modeling, sensitive to the anomalies. Application of this method on one coal mine in Huangling area returns a result consistent with the actual strata electrical characteristics, and verified by drilling. It provides a good method for managing the goaf after the mining activities.

    An appropriate eco-economic zonation is a necessity in coordinating economic development and ecological protection. Research on local featured eco-economic zonation is still in need. Zuoyun county, Datong city, Shanxi province, located in the far northern of Shanxi province, has abundance of coal resource. Rapid economic growth leads to eco-environmental problems, constraining the further economic development. This paper uses quantitative and qualitative method to study its zonation from ecological elements, social economic development level and resource & environmental carrying capacity in Zuoyun county, and divides into four eco-economic zones, forbidden zone, constrained zone, limited zone and key zone, and presents accordingly their developing direction of industrial structure based on their actual features.

    This paper uses the three industries data and input & output model to analyze the overall industrial structure level and industrial correlation in Xinjiang, and finds out that Xinjiang is positioning at the para-industrialization stage led by the second industry, with a good developing trend, gaining some achievements in industrial structural adjustment. Issues are marked by irrational developing direction of the three industries that the first industry has a poor basis, easily subject to other industries, the second industry is still high-energy-consuming, high-pollution, low-technology without supports by high-technical industries, the third industry is lagging with low technicians. This paper presents suggestions on boosting the first industry, adjusting the second industrial structure, and developing the potential of the third industry, aiming at optimizing the third industrial structure and realizing long-term stable economic development in Xinjiang.

    This paper clarifies the concept and nature of mining rights, analyzes its legal essence, discusses its issues and presents suggestions on revising mining rights in Mineral Resources Law. Mining rights system is an “administrative license plus contract” under the governmental supervision, but deficiencies emerge as reform goes forward and economy develops, with many contents lagging behind marketing reform, leading to insufficient market competition, hardly guaranteed legal rights, confused contracts, and unreachable contract effectiveness. This paper presents proposals on differentiating state ownership and managing rights of mineral resources, separating rights registry and license approval, cancelling mining rights transfer approval and making a competitive bidding of mining rights.

    This paper, based on China's sand & clay ores managing policies from 1982—2017, discusses the overall trend and evolutional features of state sand & clay ores managing policies by analyzing them from the four perspectives of policy documental types, year, intensity and quantity. It also analyzes the existing issues in China's sand & clay ores managing policies and provides suggestions accordingly through establishment of a 2D framework of policy tool- policy function and code and count frequency of policy contents. The results show that China's sand & clay ores managing policies embody a structural imbalance of the environmental policy tool, which needs to optimize the structure environmental policy tools, strengthen the impulse of supply policy tools, and increase the traction of demand policy tools.

    This paper, based on C-D production theory, applies VAR model and impulse response function and variance decomposition to analyze the dynamic relation between copper scrap imports and valve exports during 2000 to 2013, with the result showing that Taizhou's copper scrap import not only is the Granger cause of valve export, but also casts hysteresis and retrogression on valve export. Taizhou needs to maintain copper scrap import to meet its local manufacturing in order to develop its green sustainable economy.

    This paper, based on Shanxi's count scale industry's RIID and the whole temporalspatial pattern in 2005—2015, discusses the Shanxi's differentiated industrial land pricing policy, uses industrial index in 2005, 2010 and 2015 to calculate RIID and applies ArcGIS and ESDA to analyze the industrial development differentiation and spatial diffusion in the whole Shanxi province. Shanxi's county scale industrial development level had undergone a process of decreasing SN gap, southern Shanxi advancing, central protruding, EW balanced development, and concentrating diffusing multiple concentrating. This paper studies the differentiated industrial land pricing policy and concludes that the land price of high and hot areas should be strictly controlled, that of low and cold areas should be lowered. The whole Shanxi province shall be divided into industrial developing districts of different controlling intensity.

    The 2008 Wenchuan earthquake made huge damage to Sichuan's industrial enterprises, and also provided opportunity to adjust and optimize Sichuan's industrial structure. This paper analyzes the industrial structure change before and after Wenchuan 5 12 earthquake, and studies its internal structure adjustment based on Sichuan's GDP. This paper uses information entropy to measure the complexity and change of industrial structure in Sichuan, and further uses balance and dominance indicators to mark the difference among each industry. The results are displayed by sectors and by prefectures to show the spatial change of industrial structure in Sichuan province. This paper discusses the major issues in reconstruction since the earthquake and presents strategy from perspectives of improving industrial basis and planning spatial structure.

     This paper, based on a case study on Henan province, an energy producer and consumer, discusses the connotation of energy network, analyzes Henan's renewable energy resources and good opportunities from energy network to Henan's renewable energy industry, and studies the issues existing in Henan's renewable energy industry, and presents path to Henan's renewable energy development, providing references to integrate the global energy network. Local governments lack scientific planning, macroscopic controls and resource integration on renewable energy industry, and poorly supervise the renewable energy power generation projects, plus under-developed technology, deficient supportive polices and lacks of professional talents. This paper presents suggestions for local governments to scientifically plan the energy network construction, to intensify resource integration, to boost controls on renewable energy power generation projects, to provide public financing and supportive policies, and to reach technical innovation and to invest in talents training and researches

     Recently,China's renewable energy gets up to its blooming, and massively connected to the grid, producing a profound influence on grid dispatch and operation, which needs to be directed by upgrading grid planning legislation. This paper, based on references and comparison, finds out that the foreign grid planning legislation ensures the priority of renewable energy in access to grid and in use, plans the developing order of renewable energy, sets up the planning and disagreement process, and matches social supporting mechanism. Based on above reference, China should determine the objectives of renewable energy development in grid, construct a set of process for energy planning, development and disagreement, establish regional, national or transnational power trading markets, set up meteorological information sharing mechanism and developing guideline, use express project approval process and civil demonstration projects to encourage the development of renewable energy.

     This paper, based on natural gas's system structure characteristic scale, uses non-linear planning to establish natural gas coordination scale and optimization, discusses China's natural gas coordination scale and optimization, and analyzes its rationality and sensitivity, and presents suggestions in optimizing natural gas coordination scale. Natural gas coordination level is good, variable coefficient is poor, month peak coefficient is excellent, urban emergency coefficient is poor, county emergency coefficient is good in 2014. Compared with moderate scale, the optimized natural gas coordination scale rises 0.15 in sensitivity in large scale range, and rises more, up to 0.198 in small scale range, indicating a good anticipation. Natural gas coordination scale is most sensitive in large scale range. This paper proposes the optimized natural gas coordination scale plan be the basis in evaluating China's natural gas industrial development and planning. This optimized plan can not only precisely scale natural gas coordination, but also be of significance in sensitively reflecting natural gas coordination change, which is influenced by natural gas use planning, development and construction.

    LanpingSimao basin is the only known basin producing solid potash with its reserve probably to be increased as exploration goes forwards, providing supports in China’s crop production and security. This paper reviews published references regarding LanpingSimao basin in potash mineralization. 1) LanpingSimao basin is located within Tethys potash mineralization domain with only a small discovery Mengyejing sylvite mine with potential for large discovery; 2) Basin is composed of MesozoicCenozoic cap, with lower Triassic missing due to lift, middle to upper Triassic marine facies, Jurassic marine continental transitional facies, and Cretaceous and upper continental sediments; 3) The strata bearing potash is Mengyejing formation with sylvite and carnallite; 4) Br and δ11B、δ34SCDT、87Sr/86Sr imply a marine source, and less blended with continental and volcanic resource; 5) Its chemicals, potash mineralization source and age are similar with Thai Khorat basin whose major potash mineral is carnallite. This paper presents suggestion for exploration in Lanping Simao basin in further clarifying the source of potash and mineralization age and in boosting mode comparison with its adjacent potash areas.

    This paper, based on a case study on Linfen coal mine, Shanxi province, uses controlled source audiofrequency magnetotelluric method (CSAMT) and transient electromagnetic method (TEM) to detect the waterfilling goaf in No.2 and No.9+10 coalbeds. CSAMT is sensitive to structure and TEM is sensitive to water, both are combined in effectively detecting the waterfilling goaf and waterbearing faults. This can provide a scientific basis for the management of waterfilling goaf, and ensure the safety and efficient production of coal mines.

    To clarify the future competition strategy and selection of innovation of resource enterprises, this paper selects Shanghai and Shenzhen A Share listed resource companies in 2011—2014 as samples to establish a mediating role model based on competition strategy theory and technical innovation theory, which is applied to check the influence of different competition strategies on performance by means of Stata12.0 software, and to study the mechanism of technical innovation in competition strategy’s influence on performance. Performance of resource companies can be directly raised from low-cost strategy, and indirectly from mediating role of technical innovation as well, but only indirectly through mediating role of product innovation for differentiated strategy. It concludes that selection and conduction of competition strategy of resource enterprises should be combined with technical innovation, the both are of equal importance to sustainable development of resource enterprises.

    Viewing from holistic governance, this paper establishes a theoretical model, from subjective, objective and value dimensions, in analyzing and directing mine closure environment management, which is employed to the issues in the current mine closure environment management for purpose of providing suggestions for China to improve its mine closure environment policy. In the dimension of subject, mining operator, mine residents and local government make a dilemma in handling mine closure environment issues by their selections from respective benefits. In the dimension of object, environmental issues are treated as isolated. In the dimension of value, mine closure environment issues are ignored in one sided pursuit of economy. This paper offers suggestions in strictly complying with mine closure procedure, setting up punishment for violations, conducting mine closure planning, and financing mine closure environment handling, aiming at improving China’s mine closure environment management.

    Yimengshan geopark possesses lots of geological tourism resources such as typical geological heritages, abundant natural resources and featured human culture, of which comatite of spinifex texture, Arachean to Paleozoic intrusives, Changmazhuang diamond mine in Mengyin and Daigu terrain are world class geological heritages. According to “National Geopark Construction Standard” and UNESCO’s definition of world geopark, this paper presents a framework to establish geological tourism system of Yimengshan geopark from science popularization commentary and activities, featured geological tourism products and increasing geopark’s profile. This paper also gives suggestions for geological tourism of Yimengshan geopark to provide theoretical reference in developing and protecting the geological heritages in Yimengshan geopark.

    China has carried out a tentative reform in temporary land use for opencast mine since 2005, which still needs improvement and boosting in theoretical research and policy. This paper uses insitu survey, references, cases and comparison to study this topic. Land use in opencast coal mine is marked by exclusive occupation, strong disturbance, long term and diversity. The temporary land use is closely related to easement, land lease right and land requisition, is a land requisition behavior which is to be paid, forcible and to be returned in easement. It concludes that coal enterprises should determine land use period in accordance with coal resource and mining technology from land requisition to temporary land use, regulate land return procedure. Government and enterprises shall adjust their behaviors to adapt this policy.

    This paper reviews the major governmental collaborative supervision practices in China’s mineral resources development, analyzes their issues and presents an overall framework and objective in optimizing the collaborative supervision, aiming at providing reference for China to optimize and develop supervision policy in mineral resources development. Liaison meeting, liaison enforcement and liaison documenting are three major governmental collaborative supervision forms. In this domain, governmental collaborative involvements lack laws basis, defected in collaborative flowchart and mechanism, and uncertainty arises from department or local benefits. To improve the general efficiency of governmental collaborative supervision in China’s mineral resources development, government needs to be granted the judgment, which needs supervising. Function of department needs to be defined on purpose. Such collaboration shall be of accountability, downward and upward. The existing mechanism shall be improved in many ways.

    Study on the coordination between population urbanization and land urbanization is of significance to optimizing human land relation during urbanization and promoting new urbanization. This paper selects population urbanization and land urbanization factors, establishes an index system and coordination model to study the coordination between Suzhou’s population urbanization and land urbanization from 2005-2014. The result shows a rising population urbanization index and land urbanization index with urban development turning into population lagging from land lagging. The coordination transitions into relatively coordinated from not coordinated with lagging population urbanization and falsely leveled land urbanization, due to the urban expansion model and development policy. Suzhou shall select a rational urban expansion model and progressively develop the urban and rural integration, boost intensive use of urban land and diversify the urbanization capital.

    Indonesia’s open pit Muara Enim coal mine bears features of soft coal rock, rainfall, truck trapping, land slide. This paper systematically analyzes the main truck diesel uses in excavating, hauling and dumping at open pit mines, reveals the relation of diesel use to production technology, organization and circulation, and presents approaches to saving diesel in both technology and management, reaching the targets of improving technology, optimizing management and raising economic profits. The mine manages the match of excavators and trucks, intensifies road maintenance and intendance, and instructs drivers to park drive and dump. In accordance with the local weather, environment and production, stripping is mainly conducted in dry season. Hauling distance is minimized. Diesel loss is properly controlled in gas station’s input, output and storage through human, machine and environment.

This paper provides supports and references for Chinas research and alerting on marine carrying capacity.

    The global low carbon revolution, shale gas revolution and new energy revolution requires how to analyze, evaluate and monitor one nation’s, or one region’s resources and environment carrying capacity. This paper, based on the research advances, presents a four-in-one resources and environment carrying capacity research framework of theory, method, data and application. The theory incorporates resources as support, eco-environment as constraint, sustainability as objective. The method is from qualitative to quantitative, from single to comprehensive, from static to dynamic. The data includes annual statistics, remote sensing, on site surveyed, temporal series, simulation, and text gray data. The application covers dynamic monitoring, analysis, risk alerting, policy modeling, and decision support. This study provides a necessary research basis and path for further studying resources and environment carrying capacity.

    As China’s science and technology advances, CBM becomes a reliable alternative energy along with the conventional gas, of significance to China’s economy and society. However, the laws in CBM development need improving. From a review of the CMB development laws since 1994, policy oriented CMB development shall be converted to laws guaranteed. “Law of Coal” shall be adjusted to add the portion of CBM development. Coal bed Methane Development Regulation shall be compiled to have a full regulation of China’s CBM development. This paper presents CBM law suggestions in promoting sustainable and sound development of China's CBM from integrated development of CBM and coal, intensifying supervision of CBM enterprises and enacting laws, and regulating fiscal allowance and taxation exemption.

    Minerals Resource Assets Securitization is a vital channel for mining enterprises to broaden financing and to turn potential resources into economic advantages. From credit rating and assets securitization vs. other financings, credit rating of mineral resource asset securitization shall be based on geological confidence, feasibility study and economic values. Four classes are designed for credit rating, premium, good, trash and not applicable. This paper compares the mineral resource assets securitization with bonds and loans and concludes that assets securitization bears the merits of low financing threshold, low cost, simple, flexible and unlimited capital use.

    The technical developing stages of biomass energy include developing, demonstrating, commercial initiating and commercial maturing stages, each with different features, which is of reference for promoting industrial development and technical innovation. This paper uses qualitative analysis to study the content of biomass energy, establishes an evaluation system for biomass energy conversion technology, and presents the collecting preserving transporting channels for biomass energy. It is found that the collecting, preserving and transporting remains of agriculture and forestry, living wastes, livestock's ordure can effectively resolve some urban issues during China's commercialization.

    This paper establishes an index system of Shandong's urbanization and economy, uses entropy to give weight to each index, and applies coupling coordination model to study their coupling coordination between Shandong's urbanization and economy during 20052014, with results implying an outstanding coupling, from low to high level, disordered to coordinated. Economic development provides more employments, investment and infrastructures for urbanization, and the urbanization brings more labors, land supply and social wellness. The rising coupling coordination between Shandong's urbanization and economic development is good for Shandong's entire social system, and also for China's regional coordinated development.

    This paper, based on county level farmland grade achievement, uses ArcGIS to discuss the distribution of farmland quality and its factors in eastern China, and presents approaches to promoting farmland quality in different regions, so as to offer theoretical basis in marking farmland quality, promoting key regions, carrying out land consolidation and constructing high standard farmland, making differentiated farmland protection policies. Study shows that farmland quality is generally high, mainly medium to high but less excellent among five typical counties. Their common natural constraint is soil organic matters, and use constraints are discharge and irritation. Land consolidation shall take differentiated approaches to each region in accordance with local nature, economy, farmland quality and constraints, thus to protect and manage farmland resource from quantity, quality and ecology.

    In order to mitigate the shortage of water resources in Beijing-Tianjin-Hebei area, government attempts to change the traditional decentralized water resource allocation model into a unified platform. This paper, by making a detailed social accounting matrix of water production and supply in Beijing-Tianjin-Hebei, uses multiplier analysis and structured path analysis to compare their economic influence and path changes if water production and supply changes. After unified allocation, Beijing's driving force of water production and supply is declining, but there is a rise in capital circulation proportion; Tianjin and Hebei's driving force is rising with an increasing linkage in production departments, and Tianjin's residents' capital income also rises. That means the unified mode has a positive influence on Beijing-Tianjin-Hebei's water industry. This paper suggests establishing and optimizing trans-region water resource allocation mechanism in Beijing-Tianjin-Hebei for a co-integrated development.

    Most scientific research projects undertaken by geosciences universities often involve the confidential mapping and geological data because of the distinctiveness of geology. Thus, how to improve the security management has become an important research topic. This paper discusses the distinctiveness and great importance of the geological data, and analyzes several typical issues in current geosciences universities, including settings of security supervision institution, management of data approval and security devices, education of secretrelated personnel of “security consciousness” and “security knowledge”, etc. Regarding the current status of the security work in geosciences universities, this paper presents suggestions in setting up a separate and specialized security institution to perform periodic security inspections, establishing a sound security management system to provide a strong system guarantee, which includes the links of borrowing, purchasing, using, keeping and returning security data, and making annual budgets for the security devices while performing overall implementation on safety management of security information system and devices, and enhancing the education of secretrelated personnel of “security consciousness” and “security knowledge” in various ways. Meanwhile, two questions arise to be further considered: how to speed up the decryption of geological data whose confidential period expires, so as to improve its utilization benefits; how to improve the supervision of the making and processing of confidential data.

    China has been late in researching shale gas, compared to the US, still in developing stage in exploration, development and assessment. Shalegas research focus and direction is also changing. This paper uses the complicated shared network method to establish shalegasrelated references network, and analyzes the all related references on CNKI during 2006 to 2015. China had achieved a milestone in shale gas basic theory research since 2011, and concentrated the research focus since 2013, and had finished the first stage research since 2015. The evolution of China's shale gas research had undergone a process of initial knowing, developing technical research, and to reservoir theory. Practice goes ahead of theoretical research advance.

    This paper, based on Yili river valley's industrial development, discusses the path selection of its tertiary industries, and uses industrial linkage measurement model to evaluate the linkage effect among the first, second and third industries. The absolute linkage extent between the first and the third industries is far above the firstsecond and secondthird industries. The relative linkage extent in the secondthird industries has a rising trend except the firstsecond and firstthird industries. The overall linkage in the firstthird industries is far above the firstsecond and secondthird industries. This paper presents six modes and paths for industrial linkage development, and gives suggestions in promoting a bigger linkage effect among the tertiary industries in Yili river valley from industrial planning, industrial structure adjustment, and infrastructure optimization.

    Abstract: This paper selects appropriate indexes and uses principal component analysis to evaluate Jiangsu's countylevel urbanization and industrialization level, and uses correlation to analyze their coordination between Jiangsu's rural industrialization and rural urbanization with result showing a higher level of rural industrialization level, a bigger regional variance, a lower nonrural population in rural area. Jiangsu's countylevel industrialization is highly positive to urbanization. Their coordinated development has a larger regional variance. This paper presents suggestions in improving rural urbanization quality in southern Jiangsu, in boosting industrialization progress in northern Jiangsu, and in advancing their industrial linking development.

    This paper, aiming at Chongqing's supervision mechanism and mining rights onsite verification dynamic monitoring, studies their supervision situation and issues. Since 2003, Chongqing had conducted mining rights onsite verification and reserve dynamic monitoring and made achievements in finding illegal activities. Administration of mining and mining rights mainly involves Chongqing land resources and house bureau, safety production supervision bureau, coal mine safety supervision bureau, coal industrial management bureau. Contents in mining rights onsite verification and reserve dynamic monitoring include mine safety mining and producing, mine environmental protection, sustainable development. The current issues are overlapping administrative functions, unclear responsibility, illegal mining activities, ineffective linkage of reserve dynamic monitoring. This paper presents suggestions in determining responsibility, handling illegal mining, constructing dynamic supervision database.

    A rising demand for bioenergy which is made of crops will lead to a surging conflict with land for crops. Using marginal land for planting bioenergy crops may be one solution.This paper, from marginal land potential, economy, environment and policy, reviews the researches regarding using marginal land to plant bioenergy crops and concludes that the research is only starting, most concentrating on land potential, only a little on marginal land use.Due to lack of experimental data and mode, quantitative analysis is little. The existing research implies marginal land is of much potential, but the feasibility, environmental impact, direct and indirect land change and policies need further study.
