    This paper, based on location quotient theory, analyzes its comparative advantages of Hohhot-Baotou-Ordos city groups industry in 2003 and 2011, concludes that Hohhot`s is its third industry with largely rising professionalism,Ordos is its higher mining level above average. The above-stated city group has a higher professionalism in electricity, coal-gas, water supply, research, technical services, geological exploration, culture, exercise, and entertainment, but lower in wholesale, retail trading, real estate below average. Each city in this group shall develop its industry based on its comparative advantages, determined positioning and regional division and cooperation.

    This paper sets up evaluation index system for resourcesbased cities in transformation efficiency, based on case study on Shanxi's 11 prefectures, uses C2R model of DEA and antagonism cross to compare their transformation efficiency during 2008 to 2013, which validates the DEA method after synthesizing multiple indexes. A comparison between DEA traditional method and aggressive cross evaluation can verity DEA's pros and cons. Analysis from different perspectives makes this research more sense.

    This paper, based on reference review, uses the theory of resource curse to explore the relation between resource abundance and economy in Inner Mongolia. The results do not show an outstanding relation, meaning that the resource curse does not happen. This paper analyzes the mechanism in resolving resource curse, and finds causes to avoid it in adjusting industrial structure, national investment, and higher marketing level, and presents suggestions to avoid resource curse in economy in western China with abundance of resources.

    REE is one of the strategic ore resources globally. New products and innovative technology makes a rapid demand for REE resources, but its distribution is not even. This paper reviews the REE resources distribution, development situation and mining capacity of major REE mines, analyzes its supplydemand, and expands Japans REE strategy, and presents suggestions for China to develop REE resources in the future.

    EGS is abundant in the word, stable and environment-friendly. Some developed countries have done research works as demonstration. This paper gives introduction to the EGS research advances from its nature (research & development), technology and development, compares its resource in the US and in China, and discusses its economy, environment and stability, and presents reveals its implication to China's EGS exploration and development. EGS is of huge resource in China, if supported by nation's policy and market and acquired key technical research based on the combination of resource evaluation and project demonstration, will help China develop and use EGS.

    The profitability and stability of REE mining impacts the survival and development of the downstreams industry due to the conductivity of the upstream products price, which relates to sustainability, sound development and global competiveness of China's REE industry. This paper analyzes Chinas REE mining's profitability change and its factors, uses regress model to determine their influences on profitability, and expands their interaction between REE policy and factors. Results show price and sales volume play a key role in REE's profitability, total cost plays little, resource, environmental and consumption tax play a little positively. So this paper presents proposals in China's REE policy that shall be turned to marketing control from administration, in forming REE pricing mechanism, in expediting REE resource and resource tax reform, and internal cost control.

    Growth of economy and urbanization boosts the improvement of real estate with increasing house sales. This paper uses market comparison to evaluate the house values based on Fuzzy mathematics theory, and combined with Xiamens real estate market, analyzes the price difference factors and uncertainty in transaction cases and fuzzy, uses approaching method to set up evaluation model. The results reflects the situation of real estate markets.

    This paper analyzes the input/output system issues of coal development, constructs the input/output system of coal development, and uses entropy theory to clarify its entropy stream structure, which is applied set up a decision model for coal enterprises. The external entropy stream is a key factor influencing the stability and health of input/output system of coal development. This paper suggests to manage this system from policy, resources, environment, market, society and global competition with focusing on policy entropy stream.

    As China's risk exploration market starts and grows, exploration rights as a core asset of risk exploration capital market is of significance for ownership company if their values can be determined, which is difficult due to the nature of resource exploration. How to select the right evaluation method to measure the exploration rights values becomes critical. This paper analyzes the common methods with focusing on geological element order, which quite fits the exploration rights. This paper, aiming at some defects in this method, presents to set up expert system in different domains and to add financial and stock indexes in the geological element order, which can limit the evaluation risks at maximum.

    Appalachian basin which is located in the North-eastern US is the origin of America's petroleum industry, and also one of major basins for shale-gas exploration. The Devonian Marcellus shale-gas becomes the biggest shale-gas reservoir in the North America, so it is the target for North America's oil companies. This paper analyzes its sedimentary and structural evolution, oil-gas geology, and focuses on Oiho, Marcellus and Utica zones in their reservoir formation from shale thickness, organic types and concentration, maturity, porosity, and fissures, and evaluates their potential for future exploration and development.

    Methane emission happens in shale-gas's mining, processing, restoring, transporting and consuming. Chinas shalegass production has not yet entered a large scale, so less measurement has been done on its methane emission. This paper analyzes the major methane emission aspects from the entire circle and each stage, based on the references of methane emission volume, measures the methane emission quantity on the basis of China's shale-gas resource abundance and volume, and indicates that the emission rate is 3.26% in the whole circle but varying at each stage, highest in well completion stage. The methane emission weakens the effect of shale-gas emission, and may confuse the idea of shalegas being a cleaner energy than coal and oil.

    This paper evaluates the shale-gas potential of the lower Cretaceous Madongshan formation of Liupanshan basin based on Madongshan formation mudstone and shale reservoir, porosity, and organic chemistry. This study indicates that the mudstone and shale is 121.5m thick on average, above 80% in brittle minerals content, 3.97% in porosity characterized by micro pore with less micro fissures, 2.76% in movable fluid saturation, 1.01% in total organic carbon chiefly in type II Kerogen, 0.94% invitrinite reflectance. All these features make Madongshan formation of shalegas potential. This paper highlighted two potential areas, the eastern Haiyuan sag and the central Guyuan sag, with their total shale-gas volume estimated to be 36.4 million cubic meters.

    China's economy varies from provinces, also different in development potential. This paper by using the comprehensive evaluation theory for economic development potential, constructs the grade one index system from economic development, resource, infrastructure, and induced grade two 13 indexes. This paper uses expert scoring combined with AHP to give weight of each index, and applies effective coefficient to evaluate the economic development potential in China's 31 provinces. The results show bigger potentials are concentrating in the eastern China, like Tianjin, Beijing, Jiangsu, Fujian and Shanghai, small in central-western China, like Ningxia, Tibet, Shanxi, Qinghai and Hebei. This gap will exist and become further in a long term, so the western shall adopt corresponding approaches.

    This paper, based on Gini Coefficient, selects Jiangxis 11 cities to analyze their industrially spatial concentration with results showing an imbalance of their three industries. The regional Gini Coefficient of the first industry is highest, but the three are relatively lower than 0.25, even 0.1 for the second and the third. The second and the third industries develop in each city at a balance but low level. This paper presents suggestions for Jiangxis industrial development from adjusting industrial structure, developing energysaving and innovative industries, developing the third industry and transforming agricultural development to intensity and a large scale.

    This paper uses cloud material unit to evaluate the risks in oversea mining investment management, which can convert effectively qualitative index to quantitative one without losing fuzzy. This paper, based on identification of investment factors, sets up risks evaluation index system, and constructs cloud material unit model to evaluate the risks with exemplifying internal A Steel group and South Africa B companys Chrome mine project, concludes that the risks are low in finance and external construction, relatively low in culture cross, intangible assets, geological resources and mining conditions, normal in politics. The general risk is rated to be low for this project.

    For the sustainable development and mine geologically environmental protection of Shenfu coal mine, this paper, based on a case study on Zhaojialiang coal mine, uses external investigation and engineering analogue to discuss its mine geologically environmental issues and restoration. It at first studies the mine geologically environmental issues and impacts, and forecasts the aftermath of mine projects or engineering, and lastly discusses the protection and restoration. This paper presents measures in engineering, backfilling, ecological restoration and monitoring system and making mining and restoration simultaneously, which offer a reference for Shenfu coal mine to mine resource under environmental protection.

    In order to analyze the reform of land supervisors business in different regions, this paper, based on questionnaire, uses SPSS to do statistics and correlation. The results show that only one third of investigatorsthink there is no need to add land supervisors business, localized land supervisors suggestions have variance, and vary from gender, ages and positions. This paper thinks necessary to reform land supervisors business scope and its direction, and should be different on reform focus in 9 land bureaus.

    This paper, based on IPAT model, analyzes the rebound effect of carbon emission of Xinjiang in its energy consumption during 1990 to 2010, finds a rising emission but falling intensity. The chief factor is scale effect. Energy efficiency from technical innovation is quite limited for carbon emission. The second industry contributes a lot to falling intensity. This paper suggests to focus on technical advances, adjusting industrial structure to control effectively the carbon emission in the future.

    As representatives of different urbanization development modes, the UK, the US, Japan and Mexico have entered into the later stage of urbanization with urbanization rate above 70%. During their rapid urbanization period, large scale urban construction, urban underground resources development, and urban wastes impacted geological environment, leading to vast issues such as depletion of underground water, ground subsidence, emergency geology disasters, underground water pollution, soil pollution, sea water incursion, land erosion, etc. Their success in protecting and managing geological environment is of references for China to carry out urban planning, legislation, administration, monitoring, technical research and application in urban geology environment, which is also an approach to the sustainable development.
