    This paper, based on situation of sustainable development level of Shanxi’s resources-based cities, establishes an evaluation system for sustainable development level of resources-cities from economy, society and resources, and uses AHP to evaluate Shanxi‘s 11 cities with results showing a relatively strong sustainable development in Taiyuan, Shuozhou and Changzhi, harmonious among economy, society and resources, and a general sustainable development in Yangquan, Jinzhong, Datong, Linfen, Jincheng and Xinzhou, but weak in Yuncheng and Lvliang which need transformation. This paper presents suggestions in increasing sustainable development level for difference cities.

    Resourcesbased cities in ethnic areas have long been focusing on development of natural resources, leading to marginalization and being idle of rich ethnic cultures, and then to an underdeveloped ethnic culture industry. In order to promote the sustainable development of resourcesbased cities in ethnic areas, ethnic culture industries shall be developed to adjust and optimize their industrial structure. Based on a case study on Liupanshui city, this paper analyzes its ethnic culture features and situation and discusses its strategy. Liupanshui shall make full use of its original advantages and developing ethnic culture resources, and combine ethnic culture with tourism based on regional tourism with featured ethnic and region culture, and develop ethnic culture industry by using industrialization mechanism.

    This paper, as a response to Chinas two policies regarding resourcesbased cities and tourism industry, reviews the research advances of tourism development of resourcesbased cities, and classifies its developing stages. The overseas research is concentrating on industrial tourism, industrial heritage tourism and industrial production tourism, while the domestic research has entered a higher level, from concrete to abstract, from qualitative to quantitative, with focus on global comparison, relation between resourcesbased cities transformation and tourism development, single case, developing mechanism and path, evaluation system and developing mode. This paper presents outlooks for future research. 

    This paper, based onsystematic analysis, uses VED model to quantitatively studytheir dynamic relation among Xinjiang'scarbon dioxide emission, energy efficiency and industrial structure, and shows a longterm balance betweeneconomic growth andcarbon dioxide emission, energy efficiency, nonagricultural production value structure, nonagricultural employment. “Rebound effect” exists in energy efficiency. GDP per capita rise by 1%, the carbon dioxide emission will rise by 3.2%, which can be controlled by adjusting nonagricultural employment structure and production value structures. In a short term, the adjustmentcoefficients of Xinjiang's energy efficiency, GDP per capita, nonagricultural employment structure and production value structure are 0.04, -0.03, 0.13 and -0.11 respectively. This paper discusses the path in reducing carbon dioxide emission from developing new energy, transforming energy consumption structure and optimizing industrial structure.

    Mineral reserve place can help maintain China’s global position in preponderant minerals, increase speaking power, guarantee supply of bulkmineral resources, and promote the global allocation and sustainable use of mineral resources. This paper, based on the geology of Tibetan Plateau, discusses the necessity of Tibetan Plateau as mineral reserve place from national economic security, ecology, balancing resources allocation, increasing global market speaking power, defusing over production capacity, views fromminerals, location,exploration extent and works, and presents suggestions in setting up mineral reserve places exclusive fund, establishing management system and planning. 

    This paper elaborates personal and property safety issues ofChinese mining enterprises and presentsapproaches and suggestions. The personal and property safety issues come mainly from regional military conflicts or wars,terrorism, social security, policy changes and hostile forces. This paper, based on communications with mining experts and managers and the Western's success, presents six suggestions in enhancing security system construction, actively consulting and contacting Chinese consulates, communicating local NGOs, keeping contact with Chinese overseas commercial associations,coordinating with local trade union andsetting up harmonious community. China should establish and optimize personal and property safety systems for Chinese overseas mining enterprises asap with principal of prevention than handling.

    Comprehensive zonation of land multifunctional use is a corein land planning, and is a basis in full using regional functional advantages. This paper, aiming at the sustainable development of land resources, selects from society, economy, resources and ecological environment to establish an index system to evaluate Henan's land multifunctionalzonation, including 4 tier 1, 10 tier 2 and 41 tier 3 indexes, applies genetic algorithm, simulated annealing, and fuzzyC mean Clustering algorithm to quantitatively zone Henan's 18 cities, which are zoned as key developing, comprehensive developing, ecologypreferred developing, and agriculturepreferreddeveloping zones. This method has been proved effective by the results compared with Henan's land use comprehensive zonation.

    This paper, aiming at the issues during Shenyang Fushun integration evolution, analyzes its urban expansion evolution and its drives. Based on Landsat remote sensing images in even years during 2004—2014, this paper uses object based measures to extract evolution information, and uses degree of freedom, Shannon entropy and preponderance degree to quantitatively describe urban expansion, and applies AHP to analyze the drives of the integration evolution. After 2010, Fushun actively responded to the integration and developed to Shenyang with drives coming from economy and policy. The junction of Shenyang and Fushun belongs to different administrations, leading to some conflicts in land use by different plannings. This paper provides vital references for overall coordination and spatial optimization in Shenyang and Fushun's plannings.

    This paper, based onnine factors relatedto energy supply stability and Shaanxi'sdata 1990—2011, concludes that the major factors of Shaanxi's energy supply stability are energy investment, carbon emission intensity, GDPper capita, industrial structure, population with their elasticity 0.8293, -0.2373, -0.2876, -2.1336and -2.4144, respectively. According to Shaanxi'senergy objectives and economicsocial planning, thispaper sets up scenarios for economy,popular growth, carbon emissionintensity andenergyinvestment, and forecasts the stability under ninescenarios. Shaanxi's stability rises upto 5.567 1 in 2020 under a low growth of populationand GDP per capita, a high growth in energy investment, andan intensified industrial structureadjustment and reducing carbon emission, but can't last long. Scenarios A, Band C are assumed under different energy investment growth to study the influence ofenergy investment over energy supply stability,which need tolimit growth in energy investment to avoid over mining and to maintain a rational energy production.

    Compilation of balance sheet for minerals resources is an effective way to auditleaders after they leave and to manage natural resources. This paper introduces the environmental property classification and mineral resource and reserve code in SEEA 2012. China is using“Mineral Resource and Reserve International Code”,in which resource and reserve quantity is the remaining volume in each accounting period end, equal to inventory in the beginning period plus added volume minusdepleted volume in this period. The value of mineral resource and reserve is calculated by its NPV. This paper attempts to compile balance sheet of China's mineral resources and studies its significance, aiming at providing references for China to compile balance sheet of mineralresources.

    Water problem has hampered China's sustainable development in economy and society. This paper uses CNKI's Index functionto review Chinas water resource research from 146 pieces of papers funded by National Natural Foundation of China and Social Science Foundation. Five popularities are summarized, loading capacity, security, ecology, virtual water and water footprint, and their representative theories, evaluation methods, research domains and trends are also reviewed. There are three trends in China's water resources research, cross research in water resources, complete research framework in water security and ecology, and evaluation innovation in mature research domains.

    Enhanced Geothermal System (EGS) uses CO2 as medium, which not only changes energy structure, but also geologically stores CO2 to reduce green house gas emission,making EGS valuable.Fujian province possesses rich geothermal resources with excellent dry heat rocks. This paper basedon Fujian's minable geothermal field area at difference depth, dry heat granite porosity rate and CO2 solution applies volumemethod to estimate the storage capacityof CO2-EGS in a depth of 3 km to 7 km, between 102050.449Mt to 583145.424Mt, about 1.35% and 7.42% in China. (China's theoretical storage capacity is 7862Gt).Storage capacity of CO2 riseswith depth, reaching the top at the depth of 7 km. This paper provides references forfield assessment andmaking policy.

    This paper uses decoupling index model to analyze the relation between urban land intensive use and lowcarbon economy with result showing a rising lowcarboneconomy and land intensive use during 2002—2012. The decoupling displays transition from nonidealto ideal state, denoting a notable positive relation between low carbon economyand land intensive use that the latter effectively promotes the former. Tianjing's low carbon economic growth exceeded the rise of land intensiveuse during 2010—2012, implying their interaction. Adjusting industrial structure and transforming economy may keep a continuous development of the low carbon economy and land intensive use, then realize a winwin phase.

    The unisonous development among population, resources, environment and economy is effective to promote the regional sustinable development. This paper, based ona case study on Nanning, analyzes Nanning's PRED's development in 2005—2012, establishes circular composite system of regionalpopulation, resources, environment and development, and sets up comprehensive evaluation index system of regional PRED system by using entropy and comprehensive evaluation, which is used to measure each system's coordination degree. Nanning's PRED system in majority is in sustainable development. Its comprehensive coordination fell in 2008 and in 2010, but rosein rest years. This paper suggests Nanning shall go further in sustainable development based on the past experiences in optimizing popular structure, caring resources utilization and environmental protection, and actively developing externaloriented economy.

    This paper, based onevaluation index system of urban infrastructure and urban data 2003—2012, usesvariation coefficient, weighted averagemethods to evaluate Gansu's 14 cities'urban infrastructure level. Their infrastructure developing level varies, displayingan outstanding regional variation, best in Hexi area, andthen Longdong area, poor in the central area, worst in southernGansu. As time goes on, the regional variation will become mitigated. Most urbaninfrastructures have constraints and are imbalanced in development.

    This paper, based on110 countries' 1960—2009 panel data, uses threshold cointegration model to verify the feasibility of environmental Kuznets hypothesis. Countries can be divided into three categories by threshold values20218and 311 dollars, their GDP per capita are 125, 4537 and 26452 dollars respectively. Theyare also divided by incomes into low, middle and high groupsvia significant threshold error correction coefficients 0.805, -0.234 and 1.802,indicating no environmental Kuznets curve effect among high and low income groups, but in the middleincome group with turning point at 8543.62 dollars. These results are also consistent with traditional method and actuality. This paper concludes that the developed countries of high income shall takethe major responsibility in reducing global carbon dioxide emission.

    This paper, based a case study on Xi island, analyzes socialecological system's structure and functions of island tourism destination from ecology, users, resource unit, resource system, management, and socialeconomicpolitical background,and studies its evolutional characters and sustainable development led by government.Issues exist inthis mode, governmental over involvement, conflicts among users' benefits, harming resources and ecological system, poormanagement, and lessefficient operation.This paper presents approaches to Xi Island's sustainable development in its ecological system, including overall planning, coordinating, managing, ecologicalculturalleisure tourism, civil living quality and infrastructural constructionand ecoenvironmental protection.

    China's urbanizationlevel is rising withenergy consumption. Short of energy, energy security and carbon emission demand to consider the influence of urbanization on China's energy consumption and economic development. This paper, based on China's input & output 2007, uses social audit matrix and static CGE model to simulate the influence that urbanization has a strong positive pull to macroscopic economy, and leads to a rising energy demand influenced by income effect, increasing energy investment from substitutioneffect, ascending energy price, improving residents' welfares with urban residents better than ruralones.

    The industrial structure optimization within city group is an effective way in adapting new economy, transformation, andincreasing city group quality. This paper uses static and dynamic deviationshare models to quantitatively measure the industrial structureof UrumqiChangjiShihezi city group which is located in the core area of “Silk Road” economic zone. The results display that its industrial competiveness is distinctively higher Xinjiang's overall industrial competiveness in 2005—2013 with the outstandingthird industry. Cities with advantages in industrial structure have a higher developing level and a selfgrowth capability. Since 2007 the effect of industrialstructure adjustmenthad begun to emerge with rising competiveness in its third industry, but partially not. It has huge work to do in adjusting and optimizing industrial structure of UrumqiChangjiShihezi city group.

    This paper applies shiftshare model tostudy the industrialstructures in the Yangtze River Delta, analyzes their 2005—2011 industrial dataand “231-type”industrial structures inJiangsu, Zhejiang and Shanghai, comparedwith the whole country and the Yangtze River Delta. Share component, industrial structure shift component and competitiveness component are used to evaluate their 17 industrial departments and to analyze their shift of economy growth in regional average, to evaluate their advantages in regional economy structure and competitiveness, and to determine the future direction of economic development andindustrial structureadjustment principals. This paper presents suggestion in optimizing industrial structures for the Yangtze River Delta.
