    Resources-based cities need sustainable development, which can be directly affected by industrial structures. This paper, selecting similarity factor, location quotient and specialization index of industrial structure as major indexes scaling the industrial specialization in resources-based cities, based on a case study of Jiaozuo city, indicates that mining industry prevails in Jiaozuo city and the new industries such as electricity, gas and water are forming concentration with a notable predominance in the whole province. The key point shall be construction and manufacturing, and highlight the industrial structures as an industrial feature.

    Huaibei city, as one of five coal bases in China and as a vital base to supply basic energy and important raw materials in Anhui province, contributes a lot for economic-social development. Huaibei city was entirely established on coal, where coal-power industry has been playing a fundamental role in its economic structure for a long time. As coal resource is depleted, lots of coal mines are facing being closed, which impacts the sustainable development. This paper, aiming at the industrial transformation, presents some approaches to the urban industrial transformation in Huaibei city.

    This paper compares the industrial transformation modes among various resources-based cities, divides them into passive mode and active mode based on their transformation periods, and into government guide mode, market guide mode and policy pilot mode based on the governmental effects. There are two policies, industrial adjustment and industrial replacement, which can give references for industrial transformation in resources-based cities in China in four aspects, policies, opportunities, regional competition and staff training.

    The middle- to long-term prognostication of global energy demands is a key point to study the international energy strategy, so the results are directly related to energy planning and policies. This paper, based on comparison between IEA’s and EIA’s prognostication, presents a big warp between the prognostication and the actual consumption. A further study indicates that there exist unreasonable basic units and deficient methods. This paper, aiming at the problems, presents a new prognostication model system of energy demands which uses the basic prognostication unit that is based on economic-social development in countries, and applies the per capital energy demand and end-use energy demand together.

    A sharp falling in oil price and a lack in circulating fund, during a deteriorating financial crisis, impacts the foreign oil companies with high debts, even engenders difficulties in some oil production countries with single industrial structure, at the same time, brings some opportunities for Chinese enterprises to enter foreign markets and to acquire foreign assets. This paper, based on an analysis of the past economic crisis, presents a national strategy for oil-gas that Chinese oil companies acquire foreign oil-gas exploration blocks with strong competitiveness in human resources, capital, technology and geographic politics.

    The traditional petroleum theory is helpful to search oil in sedimentary rocks. However, as oil-gas exploration has been intensively concentrated on sedimentary regions, the oil-bearing sedimentary regions become less and less. To look for oil in non-sedimentary areas caught more and more attention. This paper analyzes the oil-gas potential in the volcanic rocks worldwide, and studies the oil-gas reservoir formation conditions of volcanic rocks in basins. The volcanic-hosted oil-gas reservoir is normally located at the lower sequences, where with a low exploration but high potential shall be a new vital oil-gas exploration area. Some volcanic basins in circumPacific, Mediterranean sea and middle Asia are of good oil-gas reservoir-forming conditions, where can become the major areas for volcanic-hosted oil-gas.

    Large oil-gas fields with over 100 million tons of yield have been recently discovered in volcanic rocks in Songliao basin and Dzungaria basin. This paper, based on the geology and distribution of oil-gas reservoir in volcanic rocks, analyzes the status of oil-gas resources hosted in volcanic rocks, forecasts the prospect in some blocks to be discovered. It concludes that volcanic-hosted oil-gas reservoir is of great prospect to be explored as a new vital field in the future.

    As China moves towards the heavy industrialization, a huge demand of iron ores has been triggered in domestic markets. So far China’s iron ore import depends heavily upon three countries, and the global iron ore export markets have been monopolized, leading to a loss in negotiation rights in international iron ore markets. China is always in a passive status in iron ore trade which jeopardizes domestic economy. This paper analyzes the causes of price rise in importing iron ores and of losing rights to be rater, and presents approaches to the unfavorable situations.

    This paper, according to the natural environment in Malaysia, comprehensively analyzes its mineral resources. Malaysia has a good investment environment for mining based on its economic and trade relation with China, foreign investment policies, migration policies, laws and regulations, and mining properties, especially in oil-gas cooperation, but the foreign capital can hold a stake no more than 30%, which is unfavorable for the foreign investors. In general, Malaysia is not a good nation for mining cooperation.

    Boshan with a reputation of “town of pottery and glass” is one of five pottery and glass bases in China. As economic incorporation goes faster, the pottery and glass is facing a challenging competition. This paper analyzes the situation and issues of in Boshan pottery and glass development in Shandong, compares the global development trend of pottery and glass industry, and presents a strategy to boost Boshan pottery and glass industry based on the successful experiences.

    Mining rights and exploration rights are acquired by payment in China, so the mineral properties assessment are becoming more important in financing, transfer, merger and acquisition of mining properties. This paper summarizes four principles and five types of mining properties, and discusses the status, concludes that, besides the resources potential and reserves, mining properties shall include natural geography, infrastructure, safety, environment, mining technology, tax, etc. A method has been presented in this paper to quantitatively assess mineral resources and mining properties. This paper is a summary of mining properties assessment experience and can provide a reference in managing and assessing mining properties.

    Minhe basin, located in the boundary between Gansu and Qinghai, abounds in oilgas resources through over 70-year’s exploration. However, the study and exploration is still at a low level. This paper lists lots of oil evidences in surface in field, and carries out a study on oil reservoir in two oilfields with results of oil 3.02×108 t and gas 493.83×108 m3 through basin simulation. This basin, of big oil-gas potential, is one of favorable oil-gas basins to be developed. It is recommended for government and oil-gas companies to do more studies and to invest more in Minhe basin. And these two discovered oilfields shall be submitted to National Reserve Committee with explored reserve and shall be put into operation.

    This paper reviews the progress in China’s gold industry since 2000, including big achievement in industry planning, production, exploration, resources utilization and environment. The global financial crisis has a smallest influence over gold industry among all mining industries. It is possible to re-plan the gold industry. Combined with the country’s internal demands policy, China’s gold industry is facing a good opportunity in investment, exploration, production, environment, and industrial integration.

    In order to keep a tungsten resources advantage globally, this paper analyzes the achievements and problems in mining tungsten in China, and presents some approaches. According to the statistical data in China and USA, combined with China’s planned mining quantity, China has made some achievements in mining, protecting and using tungsten resources, but has problems in planned mining quantity, comprehensive utilization, import & export and executing. This paper recommends that China shall limit the mining, enhance the comprehensive utilization, decrease the exploration investment, and boost the application and deep processing. Some suggestions are given to establish big enterprises, to set up associations and to decrease the conflicts between enterprises and governments.

    Reserve Replacement Ratio (RRR) has been one of vital marks to scale the development potential of global petroleum companies, which must remain a rational exploration investment proportion. Since 1991, the global increasing exploration investment has driven the reserve, but this goes reverse since 2000. This paper, based on the global oil price, relation between investment proportion and RRR in major petroleum companies, presents that the exploration investment proportion shall be around 20%, which can balance the reserve and mining; if it reaches 25~30% it is very advantageous for petroleum companies to keep a stable RRR and sustainable development, and could lead to an unbalance of reserve and mining if lower than 20%.

    Mineral resources can not be recycled. The traditional development of mineral resources is characterized by high-consumption, high-energy and highpollution, which have largely wasted resources and deteriorated the environment. The mineral resources must be developed in a recycling way, rather than the traditional utilization. This paper, based on a case study on Henan province, expands the basic principles of recycling economy, and presents some suggestions to carry out the mining recycling economy from mineral exploration, mining, processing, waste using, and mineral products, etc.

    Since the mining industries have been turned into enterprises in 2005, the key points are to become stronger and bigger for mining companies. This paper, based on the foreign exploration markets and domestic operation system reform, presents some edification for mining industries in Inner Mongolia to develop during reform by means of industrialization, capitalization and global operation.     This paper gives a brief instruction to general development trend of import & export of China’s mineral products since 2000, analyzes the quantity and trend change of import and export in energy, steel, and non-ferrous metals. Since joined WTO, China has increased the trade deficit in importing mineral products, and has been a reasonable trade structure. China’s imported mineral products in shortage lead to a big influence over global mineral product markets, and China’s exported mineral products have diversified trade partners. This paper presents some suggestions for China’s mineral import & explort trade.

    When investing in Hungary mining, investors are required to use the local currency Forint as the settlement tool, which, however, is unstable in remain the values, leading to big risk for China’s enterprise when investing in Hungary mining. This paper, based on the exchange ratio risks, applies the basic factor to analyze the exchange ratio risks of Forint, implies a big risk in a future time. Combined with a case of project investment, this paper presents some approaches to the exchange ratio risks of Forint, aiming at provide some reference for China’s investors when mining in Hungary.

    The mining industry is currently facing a very challenging situation during the financial crisis and cycle. This paper, based on the international mining tax, gives a detailed introduction to the rules and principles of international mining tax, classifies the mining tax into three categories (resources lease, normal taxpayer and property using), expands the relationship between resources lease theory and mining tax system, and between resource price and mining tax, and explains the front tax and back tax. During the mining cycle, it is of significance to study the international mining taxation for China’s mining tax system. This paper presents some points to review China’s mining tax, aiming to make a favorable mining policy.

    This paper based on a description of the development progress and theory of mineral resources tax system, marks some issues in the current mineral resources tax system in China, including a hazy definition of resources tax and mineral resources compensation, a reduplicated taxation, no theoretical support for resources taxation, and an unreasonable taxation means and distribution proportion, presents some suggestions to improve the taxation system in resource tax and mineral resources compensation, which shall be defined by laws and be adjusted to establish a dynamic tax ratio system and to adjust the payment modes and distribution proportion.
