Shanxi province, typical resourcesbased, is confronting irrational industrial structure and poverty. This paper establishes a fixedpriced multiplicative model on the basis of Shanxi's 2007 social accounting matrix, which is used to study the influence of different industrial development on residentsincome. Result shows increment of residents income does not necessarily mean poverty reduction. The model is improved of poverty sensibility to reflect residentsincome and FGT and used to calculate the poverty occurrence rate, poverty depth and poverty intensity. Education departments has the biggest effect on income and poverty reduction, with urban residentsincome more than rural and an outstanding poverty reduction on extremely poverty. Hygiene, social security and welfare departments play an obvious role in economy and residentspoverty reduction. The third industry fits the needs of statedabove departments in increasing residents income and reducing poverty and needs to be supported for development.

Resourcesbased cities as Chinas vital energy and resources guarantee bases need to be upgraded through economic transformation as a request of sustainable and healthy development of economy. Yulin as Chinas important coal and petroleum strategic base has issues of heavy industrial structure, poor public services and imbalanced regional economy, which require industrial system and layout to be optimized, to construct modern agriculture and regional division, so as to achieve an ordered economy. Transformation should be based on regime reform, optimizing public services, intensifying education and training and establishing regional development coordination system and changing the dual structure of urban economy. Economy, society and ecoenvironment can be harmoniously developed via improving ecological compensation system.

Mining economic zone is a vital carrier in promoting resources to be rationally allocated and sustainable development of mining economy. This paper, based on the concept of mining economic zone, uses AHP which is given weight by grey correlation to analyze Anhui's 6 mining economic zones in their regional competitiveness from economic strength, industrial benefits, openness and concentration capability, labor, infrastructure, scientific and educational capability and resources environment, with ranking, downwards, Maanshan iron mining economic zones,TonglingFanchang Nonferrous, Huainan CoalCoal Chemicals, Huaibei CoalCoal Chemicals, Lujiang mining economic zones, Huoqiu iron ore mining economic zones. The former four belong to maturedeclining zones, while latter two to developing zones.

ccording to “the Sustainable Development Planning of National Resourcesbased Cities 20132020”, China has 262 widelyspreading resourcesbased cites with protruding significance. Their sustainable development is outstanding which requires economic transformation. This paper discusses the connotation, views, mode, alternative industrial selection, new industries, and supports regarding the economic transformation. The existing research which is mainly concentrating on static cases, less in longterm dynamic analysis needs validating in practice. This paper presents paths to economic transformation in resourcesbased cities that need to further quantitatively studied with economics theory. Also further studies shall pay attention on resources enterprises at a microscopic level.

In 2014 Ukraine crisis, the Europe and America imposed a series of energy sanctions on Russia, who rebutted without any hesitation. China's molybdenum reserve and production ranks top in the world, but not strong in this industry. This paper, based on China's molybdenum deposits types and distribution, details the development and use situation and analyzes its market demand and supply. Issues are existing in China's molybdenum industry, including limited resource guarantee years, poor processing technology, irrational industrial structure, environmental pollution, etc. In order to promote the sustainable development of China molybdenum resource, this paper presents suggestions in implementing rational mining strategy, intensifying the recycling molybdenum, focusing on talents training and education, improving processing technology, optimizing industrial structure and boosting environmental protection.

This paper discusses the industrial situation of China's chrome resource from resources and supply & demand, which is marked by a shortage of chrome resource, highlydependence on export, lack of longterm stable supply. This paper presents some workable strategies from investing foreign chrome mines, diversifying export channels through global cooperation, intensifying internal survey and exploration, comprehensively developing associated chrome resource and reducing waste, raising recovery of low grade ores, recycling the chromiumbearing wastes and setting up strategic reserve. Popularization of land and resource science and technology plays a fundamental role in saving and effectively protecting China's land and resources. This paper, based on 2008—2012 annual popularization data, analyzes China's situation of land and resource science and technology popularization from staff, sites, fund, resources and media, and activities. A big stride forward since 2008 is shown by a steadilyrising popularization staff headcounts, a rational structure, completed base, an increasing fund, diversified media, and functional activities. However, issues are still existing in short of funds, lack of talents, unsound system. Land and resources administration should make full use of the abundance of science and technology resource to promote a healthy and sustainable development of science and technology popularization.

Mining right onsite verification, under the leading of the Ministry of Land and Resources covered 147 248 mining rights and found 108 356 issues in three years. The causes may superficially come from a loose administrative supervision, ineffective services, poor management means, unqualified staff, changing policies, and illegal exploration and mining, but the fundamental reasons may be derived from social environment, history, laws and management system. This paper presents the approaches in abiding by laws, intensifying macroscopic control on mining rights, boosting the process management of mining rights, and promoting mining management informalization and technical application and optimizing mining rights management mechanism.

China's GDP per capita exceeded 3 000 US dollars in 2008 as a record, marking a speedy development period for China's jewelry market. This paper, based on the new changes emerging in China's jewelry market, studies the major drives of jewelry consumption market by using 2002—2013 China's national income, urban and rural residents income per capita, jewelry sales avenue, and forecasts the consumption quantity in the future five years, which is estimated to be over 120 billion RMB in 2020. Carbonate gas reservoir is a main exploration target for gas in Sichuan basin, but Qixia formation carbonate is neglected. Its fractures and dissolution pores are the major reservoir for gas. A reliable forecast of its fractures and dissolution pores is key to the exploration. This paper, based on logging and seismic data, compares the reservoir waveforms and distribution, uses coherent attributes and preoverlapping anisotropy check to forecast Qixia formation fractures and dissolution pores, and presents exploration targets based on reservoir development model, offering theoretical support for further gas exploration in Qixia formation.

Guizhou province, under the constraints of resources and environment, needs to convert resources advantage into industrial development. The selection of its leading industry is closely related to leaping development. This paper uses demand flexibility, industrial linkage, relative advantages, environmentfriendly basis to set up index system to select Guizhou's leading industries by means of APH. Results show tobacco, coal mining and processing, wine, beverage and refined tea, pharmaceutical manufacturing, transportation equipment, nonferrous metallurgy and processing and industrial mineral products are of industrial advantages and shall be the leading industries. This paper presents suggestions for industrial development.

Are energy resources a “fortune” or a “curse” for economic growth? This paper, based on western China's 11 provinces 2001—2011 panel data, uses State120 software to quantitatively analyze the influence of energy resources development and environmental regulations on western China's economic growth. The result shows positive, meaning energy resources are a “fortune”, rather than a “curse”. Environmental regulations turn positive after 1 year. This paper presents suggestions promoting western China's economic growth from energy resources development investment and environmental pollution treatment investment.

Dashiqiao is a resourcesbased city of magnesium industry. “Resourceproductwaste” shows a superficial linear increment with developing magnesium industry, which becomes a bottleneck plaguing Dashiqiao. This paper, based on a survey of circular economy of magnesium enterprises, details the situation and issues of magnesium industry cluster, and presents 3R circular economy framework for Dashiqiao's magnesium industry. The path to circular economy is to decrease the consumption of magnesium resource, to recycle the magnesium resource, and to recover or to treat the wastes without environmental impacts, which has a guiding significance to the Dashiqiao's magnesium industry.

R&D's input is an important indicator to measure a countrys or a regions capacity for independent innovation. This paper uses cointegration and vector error correction model to study the relation between Xinjiang's public R&Ds input and enterprises'R&D input, with result showing a longterm dynamic balance between government public R&D's input and enterprises'R&D input and sales revenue. Xinjiang government public R&D's input has a limited squeezing effect on enterprises'R&D input, which is chiefly dependent on enterprisesself development.

This paper, based on Henans 2007 and 2010 input/output data, establishes input/output model to calculate Henan coal industry coefficient, which is used to analyze the correlation effect of Henans coal industry. The result displays a high correlation with other industries, indicating coal industry is an intermedium product industry. Coal industrial development is a strong drive to other industries, also needs others support. Henan can promote upgrading and optimizing industrial structure through adjusting coal department, developing upperand downstream industries and improving industrial chain.
