     This paper uses their panel data of China's 52 resources-based cities in 20002015 to analyze their industrial structure deviation degree and establishes VAR model, which is used to study stability test, co-integration test, Graner causality, impulse response and variance decomposition panel data between industrial structure upgrade coefficient and employment. Results show that their industrial structure deviation degrees vary among developing, mature, declining and renewing resources-based cities, of which the best coordinated resources-based city is declining city, followed by mature, renewing and developing cities. The coordination of resources-based cities falls behind the average. A dynamic relation between structural upgrade and employment varies with different types of resources-based cities. VAR mode result shows that industrial structure upgrades of all resources-based cities make little contribution to employment, but employment improvement will influence industrial structure upgrade.

    Economic transformation and sustainable development in resources-based cities have been popular in research since the 20th century. China has lots of resources-based cities, it is vital to explore the path to upgrading economic transformation. This paper, reviews the policy settings, transformation achievement and issues in economic transformation and upgrade in China's resources-based cities, such as lagging alternative industry development, extensive resources processing and deviated execution of policy. This paper analyzes resources allocation, scientific innovation, and administrative adjustment and their mechanism from the bottlenecks of economic growth in resources-based cities, and establishes a theoretical framework of economic transformation upgrade in resources-based cities, and presents paths to upgrading economic transformation for resources-based cities, aiming at offering references for sustainable development of China's resources-based cities.

     This paper, based on case study on Ordos city, uses references and GIS to study its natural, social and economic indexes, and applies PSR model to select 24 indexes to establish an index system in assessing ecological risks in study area, which is used to assess the ecological risks in 20052015 by means of fuzzy comprehensive evaluation. BP neutral network is employed to set up a prediction model used to predict Ordoss ecological risks in next five years. During 20052015, Ordos had undergone a higher risk level in 20052008, a general risk level in 20092011 and a low level in 20122015. Risk levels vary over time, generally showing a good trend. In the future, Ordos's ecological risk level is estimated to decrease in the future, at a low level, down to 5.894 5 in 2017 a general level, and to 6.026 6 in 2020, indicating a low level. Pressure factors to ecological risks mainly include environmental pressure, such as industrial pollution emission, conditional factors are economic and environmental conditions, including the weight of the third industry in GDP and waterfall. Response factors are human response, like college student number per 10 thousand people, and medical bed rate per 10 thousand people. To avoid worsening ecological risks, this paper presents suggestions on controlling population, industrial pollution emission, degradation of grass land and desertification, adding input in health and education.

     Exploring the transformation of coal independent mining area is a vital task in the macroscopic environment of reducing coal production and transformation. This paper, based on a case study on Shenjiazhuang coal mine in Ci county, uses sustainable development theory which is based on generalized earth system theory and onsite investigation to analyze the issues in mining area, such as sole industrial structure, striking dual mine-country structure, worsening eco-environment, group conflicts and employments, and presents suggestions in coordinated development of three industries, overall mine-country planning, improving environment, multi-participated transformation and rational employment, aiming at a successful transformation of sustainable development in coal independent mining area, which is of value in reducing coal production, promoting mine-country united development, optimizing industrial system in mining area, improving eco-environment and stabilizing social order.

     This paper, based on a case study on Henan province, an energy producer and consumer, discusses the connotation of energy network, analyzes Henan's renewable energy resources and good opportunities from energy network to Henan's renewable energy industry, and studies the issues existing in Henan's renewable energy industry, and presents path to Henan's renewable energy development, providing references to integrate the global energy network. Local governments lack scientific planning, macroscopic controls and resource integration on renewable energy industry, and poorly supervise the renewable energy power generation projects, plus under-developed technology, deficient supportive polices and lacks of professional talents. This paper presents suggestions for local governments to scientifically plan the energy network construction, to intensify resource integration, to boost controls on renewable energy power generation projects, to provide public financing and supportive policies, and to reach technical innovation and to invest in talents training and researches

     Recently,China's renewable energy gets up to its blooming, and massively connected to the grid, producing a profound influence on grid dispatch and operation, which needs to be directed by upgrading grid planning legislation. This paper, based on references and comparison, finds out that the foreign grid planning legislation ensures the priority of renewable energy in access to grid and in use, plans the developing order of renewable energy, sets up the planning and disagreement process, and matches social supporting mechanism. Based on above reference, China should determine the objectives of renewable energy development in grid, construct a set of process for energy planning, development and disagreement, establish regional, national or transnational power trading markets, set up meteorological information sharing mechanism and developing guideline, use express project approval process and civil demonstration projects to encourage the development of renewable energy.

     This paper, based on natural gas's system structure characteristic scale, uses non-linear planning to establish natural gas coordination scale and optimization, discusses China's natural gas coordination scale and optimization, and analyzes its rationality and sensitivity, and presents suggestions in optimizing natural gas coordination scale. Natural gas coordination level is good, variable coefficient is poor, month peak coefficient is excellent, urban emergency coefficient is poor, county emergency coefficient is good in 2014. Compared with moderate scale, the optimized natural gas coordination scale rises 0.15 in sensitivity in large scale range, and rises more, up to 0.198 in small scale range, indicating a good anticipation. Natural gas coordination scale is most sensitive in large scale range. This paper proposes the optimized natural gas coordination scale plan be the basis in evaluating China's natural gas industrial development and planning. This optimized plan can not only precisely scale natural gas coordination, but also be of significance in sensitively reflecting natural gas coordination change, which is influenced by natural gas use planning, development and construction.

     Jienagepu gold deposit is the latest discovery in Zhaxikang ore concentrating area in southern Tibet. This paper, aiming at studying its mineralization age and mechanism, dates the sericite's Ar-Ar ages in orebearing quartz vein, and H & O isotopes tracking, and compares the results with Pb-Zn-Au-Sb deposits within the same area. Result shows that mineralization age of Jienagepu gold deposit is 17.6±1.8 Ma, the same as the Pb-Zn-Au-Sb deposits and as light-colored granites and pegmatites in Cuonadong dome. Combined with H & O isotopes tracking, this paper thinks Pb-Zn-Au-Sb metallogenic system in Zhaxikang ore concentrating area is controlled by Cuonadong gneiss dome with mineralization age at 16.6~18.7 Ma. The Miocene magmatic events provided heat to drive the underground water circulation and extracted the mineralizing elements from strata or Himalaya, mixed with a small quantity of magmatic fluid and mineralizing elements, migrated along SN-striking faults and concentrated to form the deposit, forming a four-in-one dome-magma-strata-structure ore controlling system.

     This paper uses mine 3D software to establish the 3D geological model of Dasuji Molybdenum deposit, and applies geostatistics to estimate the reserve and resource, offering references for next exploration and mining. MicroMine is used to set up geological database of Dasuji molybdenum deposit, topographical DTM, ore body model and grade model, 3D of drilling database, also shows the spatial position of morphology of ore bodies in reality. Based on geostatistics, drilling samples are composited and statistically analyzed. Grade and reserve is estimated on the basis of ordinary krigging. Compared to the traditional block and mine's production, this 3D software gives reliable estimation, which provides references for dynamic management of mine's resource.

     This paper analyzes the global distribution and development of lead-zinc resources, aiming at intensifying China's mining companies' core competitiveness, based on their resource distribution and development in major countries and lists the main lead-zinc mines globally with large reserves. This paper, based on the world lead-zinc import & export and China's investment environment, presents suggestions for Chinese mining companies on prioritizing countries with favorable geology for lead-zinc mineralization, considering investment environment, using other countries' resource to set up Chinese lead-zinc industrial base, forming new mining development concept and mode so as to promote the sustainable development of Chinese capital, and to help Chinese mining companies out of the mining economy predicament.

     The coastal area in Jiangsu province is the major crop producer, where ensure the guarantee of Jiangsu's crop supply. This paper, based on farmland-crop-population compound system, uses farmland pressure index model to estimate the population carrying capacity model, and to evaluate the actual population carrying capacity. The population carrying capacity in three coastal cities in Jiangsu in 2025 is predicted under the condition that the 2nd Child policy is open to all, which is used to plan a rational urban population size. During 19982014, farmland decreased in area, but population rose continuously, leading a largely falling in farmland area per capita; however, the total crop production was a little rising. The overall population carrying capacity pressure is small in Jiangsu's coastal area, Nantong sits on top, followed by Lianyungang and then by Yancheng. It is predicted that in 2025 the appropriate population is 6.4 million in Nantong, 9.78 million in Lianyungang and 17.56 million in Yancheng, maximum up to 8.00 million, 12.23 million and 21.95 million, respectively.

     This paper establishes a comprehensive evaluation index system of low carbon agriculture development level for Gansu Province from agricultural output, productive elements, resource use and carbon sink effect, and uses AHP and entropy to give weight to each index, which is used to estimate the low carbon level of Gansu'e levels are classified. The result shows a rising trend in 20002014 in low carbon level, which had experienced high, relatively high, medium carbon level. Productive element is the key factor in impeding the low carbon agriculture development, and carbon sink effect pulls largely the low carbon agricultural development

     This paper uses principal component analysis and spatial autocorrelation analysis to study 86 cities' spatial differentiation rule of economic development in Shanxi, Henan, Hubei, Hunan, Anhui and Jiangxi, the central China, in 2012, aiming at offering references for making related economy policies. Economic spatial development displays multi-core structure and point-axisfeatures, of which the developed provinces act as the cores, so many cores are co-existing in central China's six provinces. A few economy axes are formed between developed provinces and under-developed ones. The economic space shows a pattern of six peak two valley. Six peaks are Taiyuan, Zhengzhou, Wuhan, Tongling, Changsha and Nanchang cities as economic hotspots. Two valleys are marginal zones far from provincial cities in Hubei-Henna-Anhui and under-developed economic zones. In general, these six provinces' economy varies largely, unbalanced in regional development.

     The reasons in absence of pricing power in REE international trade lie in enterprises, governments and market environment. This paper, based on references review, studies the reasons from industry, enterprises, policy factors, concludes that the reasons are derived from disordered enterprises, low industrial concentration degree, missing united pricing center, weak marketing power, inappropriately controlling resource by enterprises, unsupportive governmental policies and poor execution, and also from China's governance on REE and REE importers  REE policies, like USA and Japan. This study provides measures for governments and enterprises to deal with the absence of pricing power in REE international trade, also offers references for China to optimize REE trade policies and to increase REE pricing power.
