Peasant’s will shall be fully respected during rural land transfer. This paper, based on 296 peasant questionnaires in Chengdu, applies Logistic model to quantitatively analyze the factors of peasant’s land transfer will. Will factors to transfer in include nonagricultural employment ratio, unit area agriculture labor input, peasant’s land area per capital, peasant’s culture degrees, ages, and headcounts, while will factors to transfer out include nonagricultural employment ratio, peasant’s land area per capital, unit area agriculture labor input, peasant’s culture degrees, headcounts, and ages. This paper presents some polices to increase the educational level, create more employment opportunities, increase nonagricultural employment ratio, and establish a sound unified urbanrural welfare system, which will increase peasant’s will to transfer lands.
