    Resources-exhausted cities in China will be in trouble in industrial transformation, bankrupt, employment, and finance during economic transformation, which requires an enhancement in mechanism construction. This paper, based on a case study on Pingxiang city, analyzes the problems in economic transformation such as unemployment, living, simplex industrial structure, financial income, urban environmental pollution, discusses some experiences in diversified industries, whole industrial withdrawal and new leading industrial construction, and presents some suggestions establishing administrative organizations, sustainable development and supporting system optimization.

     Mining cities play a key role in industrialization and urbanization and regional economy, but is confronted with land use security problems. This paper analyzes the land use security connotation, establishes a set of index system to evaluate the land use security from mineral resources reserve security, land resource sustainable use security, eco-environment security and secondary geological disaster security. This paper, based on land use security assessment, applies the dynamic monitoring, and combines with statistical information and field survey data, and selects comprehensive index to establish the land use security alarm model in mining cities, and classifies the output according to the alarming degrees, and discusses the alarming means.

    “Jiaozuo Phenomenon” is meant to be a successful transformation model for resources-based cities to tourism industry, and becomes a hot point in China’s tourism industry. This paper discusses how to keep a sustainable development of “Jiaozuo mountain-water”, which is deficient in its brand, lacks historical background and faces the “trait risks” during urban construction. This paper, based on the natural, artificial and cultural environments, summaries the urban trait, presents suggestions constructing Jiaozuo urban trait, including focusing on Taiji culture, heritages, local cultural features, and industrial heritage protection.

    he 2009 Rio Tinto event caused a far-reaching influence. The root cause lies in a highly iron ore dependence on export. Such an event will give reference to China energy safety. This paper, from petroleum, gas and coal, analyzes the energy safety issue. As economy goes on quickly, the energy will be consumed increasingly, leading to an increasing dependence on export. In order to have a long-term development, China shall adopt rational energy policies and keep the dependence in a right range. This paper presents five aspects to China’s energy safety, including developing clean coal technology, guiding vehicle gasoline consumption, gas consumption, promoting wind/hydrology/nuclear power and developing new energies.

    China will be focusing on developing renewable energy due to a pressure in climate change and environmental protection and energy safety, increasing non-fossil energy consumption percentage in one-time energy consumption. The renewable energy, low in energy density, high in development cost, needs breakthrough in key technologies, so it has weak market competitiveness. Hence, to develop renewable energy needs a scientific planning and structural optimization.     This paper, based on the statistic data from 2002 to 2008 in XPCC, applies the ecological footprint method to analyze the sustainable development in XPCC, and to use gray prediction model to predict the 2008—2012 ecological footprint. The results show that, during 2001—2007, the ecological footprint per capital increased to 6.126 463 hm2/cap from 4.968 391 hm2/cap, but the usable ecological load per capital decreased to 2.285 35 hm2/cap in 2004 from 2.412 742 hm2/cap, a light up in 2005. This trend led to an ecological deficit increase to 3.241 912 hm2/cap in 2007 from 2.555 65 hm2/cap in 2001, which will be predicted to be up to 3.519 77 hm2/cap in 2012. The development of natural resources has exceeded the ecological load of natural ecological system, resulting in a conflict gradually. The existing development model is not sustainable and the ecological system is not safe.

     Wind erosion hazard assessment is key for monitoring and controlling wind erosion status. This paper expands the definition of wind erosion hazard, connotation of assessment and factors, summarizes the factors of wind hazard assessment and its determinant standards, analyzes the methods and presents the deficiencies in the methods, which can be improved through enhancing data access, data quantization, quantitative relationship among wind erosion factors and regional assessment scales. 

     Land intensive use evaluation technology with functions of status analysis, problem diagnosis and model evaluation is a vital part of land intensive use management. This paper, based on a case study on 15 villages in Changping district, Beijing, sets up an index system to evaluate the land intensive use level in rural residential areas, and applies AHP to give weighted scores to all indexes, and calculates the comprehensive scores of each village, which gives a scientific evaluation on the land intensive use level. The results show a big spatial difference among the land intensive use level. This paper presents suggestion to increase the land intensive use level and points out shortages of this paper.

    This paper, based on case study on Haixi county, Qinghai province, applies ecological footprint method to assess the regional eco-environmental load in 2007, with the results indicating a surplus that the ecological footprint per capital in 2007 is 2.652, lightly less than Qinghai average 3.826, and presents some suggestions for regional sustainable development and increasing eco-environmental load. Firstly, more investments are required to protect the ecology. Incorporate the eco-environmental protection into national economic and social development plan, establish a fixed ecological protection capital channel. The ecology destroyed by mining activity must be reconstructed or restored by mining owners. A marketing mechanism is applied to promote the development of ecological protection industries. The eco-environmental compensation shall be based on resources development, drainage, heritage resources. Secondly, intensify the development and protection of natural resources for a better eco-environment, including land ecological zonation, forest ecology, and tourism resources. Thirdly, construct a series of model projects, which means ecological homes can guide peasants to an active ecological development from primitive living.

    Surface extraction is commonly used in coalbed methane, mainly through vertical holes. To establish an evaluation index of coalbed methane extraction effect can help compare the extraction effects in different holes in one area, or in different areas, and also worldwide and from different technologies. Currently, the evaluation and index needs optimization. This paper, based on reservoir parameters and production data in Jincheng Chengzhuang coal block, applies CBM-SIM software to predict the production in variable holes, and discusses the effective evaluation indexes. The results indicate that the indexes can be classified into two categories, one is reservoir features which include methane content and reservoir pressure, the other is coalbed methane features which include accumulated gas production, yield rate; daily maximum gas production, and stable daily production.

    Gu’nan is one of rich oil-gas subsags of Zhanhua depression. This paper, in order to clarify its exploration potential, analyzes the Tertiary sedimentary sequences characters, oil-formation parameters and reservoir-forming conditions, re-evaluates its resource. According to the hydrocarbon discharge and aggregate, Gu’nan subsag has a potential of 50-60 million tons. This paper discusses the sandstone body development and reservoir-forming conditions, presents that Gu’nan subsag has several reservoir-caprock combinations, excellent oil-gas transfer channel and traps, which form a special oil-gas rich zone, and determines the favorable target areas.

     Resources integration shall clarify its causes. Governmental competition and non-transferred property becomes a obstacle to mining market. The mining market with a disorder in layout does not need an economic control because the mining enterprise’s market quota and position is determined by its resources owned. A social control is necessary when environment, safety and health can not meet markets. Concession is a basic social control. China’s concession and mineral resources allocation have been integrated into one. License is property and also admittance certificate. Mining concession must let resources to enter and be liberated from governmental power, which is a precondition to control mining market.

     This paper discusses the regional land intensive use models under a fast urbanization, industrialization and marketization, based on reference papers and comprehensive analysis, studies several models from five perspectives, operation model, development stage model, spatial layout model, use scale model and input structure model, analyzes the relation between land intensive use and urbanization development stage, and presents a classification system of regional land intensive use, including three categories and 12 sub-categories inside.

     Changes in land use and land cover is a vital part of global climate change, is also one of the reasons. This paper, based on Landsat TM images of 1990 and 2004, by using RS and GIS softwares to make the Principal Component Analysis and NDVI analysis, acquires land use classes data according to the maximum likelihood method with assistance of the artificial visual interpretation, and studies the land use type and spatial change. The results show that the main land use type is arable land in Shangqiu, with areas 1 535.47 km2 and 1 327.33 km2, accounting for 87.40 and 75.55 percent of the total land area in 1990 and 2004 respectively. From 1990 to 2004, 212.75 km2 arable lands were converted into construction land reducing 208.14 km2 totally, accounting for 13.56 percent of arable land of 1990. Forest land increased 34 km2, construction land 141.91 km2 accounting for 74 percent of construction land of 1990, which mainly converted from arable land. Classification accuracy can be improved by using of the synthesized means.

    This paper analyzes the issues existing in geological prospecting, including lacks of full preparation of industrialization mineral resource demands, overstressed market allocation resources, nonflexible going abroad mining strategy, a poor macroscopic control on mining permits, and unstable geological team, stresses a strong macroscopic control on geological prospecting. Central government and local government shall enhance investment in vital minerals as a leading role to enterprises. Policy shall be on “two kinds of resources, two markets”. Management and mining rights shall be set in accordance with minerals. This paper presents suggestions establishing a stable geological team.

    This paper, aiming at adding plowlands and balancing occupied and compensated plowlands, discusses the contradiction between the “big” land consolidation project and the “small” reserved arable lands, studies the means, management, and capitals to consolidate the small lands, and illustrates how to convert the small lands to agricultural productivity. This paper concludes that the national purchase system is an effective system to add plowlands and suggests some adjustments in minds and policies.

     Industrial heritage as a new cultural heritage needs further study in its cultural connotation, range, values and development molds. Coal industrial heritage has a unique form. It is a new topic at home and abroad how to proceed the protective development. In the past most coal studies were focused on development and disaster prevention. It is difficult to find little description about the industrial heritage protection after the coal mine was closed. Now we regard the coal industrial heritage as a vivid life rather than relique. This paper, through giving a definition to coal industrial heritage connotation, determines the coal industrial heritage values, gives a brief introduction to the protective development of coal industrial heritages worldwide, and presents approaches to protective development of coal industrial heritage in China.

This paper, based on 296 peasant questionnaires in Chengdu, applies Logistic model to quantitatively analyze the factors of peasant’s land transfer will. Will factors to transfer in include nonagricultural employment ratio, unit area agriculture labor input, peasant’s land area per capital, peasant’s culture degrees, ages, and headcounts, while will factors to transfer out include nonagricultural employment ratio, peasant’s land area per capital, unit area agriculture labor input, peasant’s culture degrees, headcounts, and ages. This paper presents some polices to increase the educational level, create more employment opportunities, increase nonagricultural employment ratio, and establish a sound unified urbanrural welfare system, which will increase peasant’s will to transfer lands.

    Jason stochastic seismic invertion method of simulated anneal is applied in developing oilfield blocks, improving reservoir description precision and oil-gas identification. In order to understand the spatial changes of Xing’anling group reservoir in Suderte oilfield Bei14 block, this paper, according to seismic, logging and geological information, applies the stochastic seismic invertion method of simulated anneal on Bei14 block, illustrates the distribution and spatial morphology of major reservoirs, occurring as overlapped sandstones vertically, multi-stages in plan, and NE sources. On invertion section the ribbon-like or lenticular sandstones are vertical or inclined to source orientation, while on invertion section with progradation configuration parallel to source orientation. This method is useful to understand the reservoir character during late development period and to allocate boreholes.

    Shenping oilfield is situated in south end extension of Xujiaweizi nosing structure, Sanzhao sag, central depression, Songliao basin, with Putaohua formation to be the major reservoir. After a long term drilling development, injection-extraction adjustment and water-injection structural adjustment, those blocks with good reservoir are now in late development stage with a little potential. The northern Shenping basin is a virgin, low extent in drilling and poor in Putaohua reservoir, largely occurring as water layer or dry layer, as well as Fuyu reservoir. It is difficult to develop this block. This paper studies the oil-bearing features with results that it is of potential to find oil-bearing blocks in the northern Shenping basin.

     Niuju oilfield as a sub sag in Liaohe basin is abundant in oil with over 30-year’s exploration history. Niu-74 block is a typical litho-structural reservoir, which has been continuously explored via new technologies, means, and methods and has been better understood in its structure, reservoir and oil-gas formation rules. As it is explored on, it becomes more difficult to extend its margin. The seismic reflection layer which can not be set up correctly, and faults are two major factors. This paper applies VSP technology to locate the strike and dipping of faults from seismic exploration lines, and verifies the extent of traps. This application enhances a high-solution explanation of seismic data, reveals the existence and location of faults and describes the structural morphology and faults, providing a reference for continued exploration in Niu-74 block.

    As resources have been largely consumed and human’s environment has been deteriorated since 1960s, an accordant development between economy and environment has been the focus. Water pollution, air pollution and natural disasters blocked the economy. A sustainable development must be based on an accordant development between high economic growth and environmental deterioration. Jiangsu as a big economic province has acquired a rapid economic development with a high GDP; however, as economy goes on, environment deteriorates much. This paper selects the economic and environmental data in 13 cities from 2003 to 2007 to establish a panel model, which is based to set up a relative model between economy and environment from municipal level, finds out the major environmental issues and presents suggestions and approaches to an accordant development between regional economy and environment.

    In 2007, Guizhou’s Libo, Yunnan’s Shilin and Chongqing’s Wulong as “South China Karst” were listed by the world natural heritage, but Guilin where is famous karst resort in the world was not listed. This paper, through a comparison, finds out Guilin karst different from the other three ones, peak forest (isolated peaks) plain and peak wash, where is a typical case of majestic karst resort from wet tropical zone to sub-tropical zone low elevation area, as a supplement to world natural heritage south China karst types and distribution. So it is necessary for Guilin karst area to be applied for world natural heritage as a supplement to “South China Karst”.

    Life cycle plays a key point in resort development. The life cycle theory is used to analyze the life cycle features and rules of variable resorts, studies their inner mechanism, which can be used to guide the planning, development and management in tourism, and extends the life cycle of resorts ensuring a sustainable development. This paper discusses the life cycle evolvement progress and dynamic mechanism in Qingcheng mountain, where has been proven to be in solidifying stage of life cycle. Among the factors, supply and environment play a key role, while the product design and competition act as a big constraint. This paper also presents approaches to life cycle from four aspects, culture, tourism product structure, regional cooperation and human resources.

     The environment entropy theory has been expanded according to the entropy increase theory. This paper, based on nation’s Hanzhou industrial and economic planning, analyzes the pollute discharge and urbanization ratio changes in 2003—2007, which led to environmental entropy change in Hanzhong, and measures the environmental entropy values in 11 counties (districts), and applies hierarchical clustering method to plot the environmental entropy clustering map via SPSS software. In order to restore reconstruction and improve land environment after earthquake, this paper, combined with circular economic industrial clustering planning in Hanzhong, aims to decrease the environmental entropy value and classifies Hanzhong into three zones, where need relevant suggestions in ecological environment during circular economic development.

    This paper, based on resources features, agriculture-stock co-existence, special location and frail ecology in Beijing-Tianjin’s surrounding zone, analyzes the traditional model and modern model from farmer’s objects and connotation, resources circular use and product supply, operation, application, industrial combination means and ecological protection, and presents an “incorporation of vertical and lateral model” which means a compound operation of agriculture and stock with economizing resources in interlaced zones, an innovation model of “cooperative society + farmers + companies + specialized markets”.

     China’s economy goes up at a big resource cost and environment cost because of a long-term primitive operation model, which can be overcome by developing circular economy, especially in nonferrous metals that is rare and related to national economy and safety. This paper, aiming at the resources wastes and environmental pollution in nonferrous metals, presents some circular economic development models and policies for nonferrous metals from macroscopic, medium-scopic and microscopic views.

    Industrial organization theory, based on the monopoly and competitive relationship among companies, has gradually extended to the research on inner organizational system and the relationship between companies and governments. At present, there are some drawbacks in China’s organizations in many industries, e.g., lower economic scale, lower market concentration, disperse organizations in every industry, lack of inter-industries cooperation. This paper analyzes the development for theory of industrial organization among different schools in western world across various stages. In order to develop the China’s super nation’s advantages and improve industrial organization’s competitiveness, this paper presents two feasible measures.

    Tourism industry has stepped out of the traditional unified design and primitive development. Resources, markets and products are playing a more important role in tourism design and development. This paper applies RMP theory, proposed by WU Bi-hu in 1999, to analyze and design the urban tourism industry, which leads the whole economy of the tourism city. It becomes a hot point in urban planning. This paper analyzes the status and issues in developing Shijiazhuang tourism resources, studies the tourism resources, markets and products, positions the tourist markets, stresses Shijiazhuang as provincial capital tourism city with good tourism products, which will make Shijiazhuang an excellent tourism city. The design and development of tourism products are now on its right way.

    This paper, based on papers regarding cellular automata from CNKI database, extracts the frequently used key words to generate co-word matrix, makes a visual analysis on the structure, points and issues in land research according to co-word factor analysis and cluster analysis, and presents some suggestions for CA theory and application, providing references for scholars doing CA study. The results show that (1) cellular automata is a complicated theory system of which land research is not mature, which can be improved by dynamic convert rules and suitable parameters, and by integrating multi-intellect results during CA application; and (2) CA shall be fully combined with GIS in order to resolve problems of GIS and to enable CA simulation.
