    This paper uses 47 indexes to assess the sustainable development of resources-based cities, and applies AHP to analyze the sustainable development in Pingdingshan city, and presents approaches to the major issues. It is found that the economic development is in a moderate sustainable development. The frail ecological environment induced by environmental pollution has largely limited the sustainable development in Pingdingshan city. In order to reach the sustainable development in Pingdingshan city, efforts shall be focusing on optimizing industrial structure, accelerating the third industry, gradually reducing use of nonrenewable resources, developing renewable economy and intensive industry, planning and optimizing resources allocation, increasing payable capacity in society and economy, and combining development with environmental protection.

    Hegang city as a vital coal base with over one-hundred-year,s mining history is facing a destroyed eco-environment. Currently, mining activities led to surface collapse, fissures, waste rock overlapping, big open pit excavating area. The future of Hegang shall be a transformation from resources-based city to an ecological city. This paper, through an analysis on environmental quality, establishes a compound eco-system assessment system via social, economic, resources and environmental, and population indexes from urban sustainable development and ecological health. By giving weights to indexes according to entropy method, this paper clarifies the developing stages of ecoenvironmental quality, which has been tested by environmental Kuznets curve. From 1995 to 2007, Hegang,s eco-environmental quality was ascending, but not accordant among its sub-systems. This paper suggests carrying out land rehabilitation intensifying environmental restoration, which promote a sustainable development.

    Under a tight global energy supply and an internal changing energy policy, it is time to develop the solar photovoltaic industry, clean, renewable and potential, which will largely abate the short fossil energy reserve and supply in Hunan province, and is also an unavoidable choice to promote construction of bi-mode society, new industrialization and sustainable development. This paper analyzes the global value links of solar photovoltaic industry, discusses the pros and cons of Hunan to develop the solar photovoltaic industry, and presents strategies from favorable policies, technical innovation and markets, and gives a spatial layout to optimize Hunan’s solar photovoltaic industry according to regional principal functions.

    Canada, abundant in mineral resources, plays a key role in global mining sector by its mining status. Ontario is a big mining province in Canada with a vital position in its economy. The 2008 economic crisis imposed an impact to the mining sector in Ontario province that exploration investment was sharply dropping, mines were partly closed, many mine workers lost jobs and mining stock values and exchanges were largely decreased. Ontario’s government and large mining enterprises adopted a series of approaches to the economic crisis, including adjusting public geological departments, optimizing mining laws, promoting mining tax system, boosting mining sector’s position in its economy, and regulating production plan according to market rules, which played a key role in reducing impact of economic crisis to mining sector. This provides an important reference for China’s geological work.

    Urban agriculture is not only the trend of agricultural development in big city of China, but also an important content of the urban ecological infrastructure construction. This paper, via data review and comprehensive analysis, based on a case study on Beijing, discusses the necessity to bring urban agriculture into the urban ecological infrastructure construction, which is based on the research of diversiform service of urban agriculture, the problems of urban morphological evolution, the bottleneck of urban green space construction, and the requirement of the integrated development of urban and rural areas. According to the urban agricultural functional districts, this paper analyzes the concrete way to urban agriculture to dissolve city in the suburb, out suburb and mountainous region respectively, and the ways to support the urban ecological infrastructure construction. This paper proposes that the government should provide policy guarantee for bringing urban agriculture into the urban ecological infrastructure construction, such as optimizing the planning system, the favorable financial policy and the compensation policy.

    The United Kingdom under Margaret Thatcher’s leadership during 1979 to 1997 carried out a full privatization reform of its urban water service based on legislation. Through issuing laws, the privatization was set up, the legal positions of water governmental department was clarified by its duties, contents, objectives and processes, forming a trinity management system of legislation, execution and public supervision. A set of water laws matching the markets, water service supervision system and water pricing system have been built. Especially its  RPI-X  price management system which incorporates its price adjustment with promoting production efficiency acquires a global attention. The UK’s privatization reform provides a reference in China’s water service and other public services.

    This paper, based on the structural changes during urban construction land expansion in Jiangxi province during 1991 to 2008, applies Lorenz curves and Gini coefficient to analyze the spatial differentiation in 2000 and in 2008. The results show that the total areas of urban construction land in Jiangxi province are linearly increased from 1991 to 2008 by 36 kmannually. The productive land is decreasing, and the land for services and living is increasing. In 2000, the distribution of the land for residence, public facilities, industry, street and square were more evenly; the land for warehouse, greenbelt and transport were rather evenly; the land for utilities was relative reasonable. In 2008, the distribution of the land for residence, street and square were more evenly; the land for utilities, transport, warehouse, greenbelt, industry and public facilities were rather evenly. The most imbalanced land type was for specific use in two periods (while Gini coefficient was above 40——the international alert line). The distribution scattering degree of the land for residence, public facilities, industry, street and square and specific use is growing, the land for warehouse, transport, utilities and greenbelt tends to the equilibrium.

    China is seriously short of Chrome resources. It is of significance to analyze China’s future demand of Chrome ore for developing and utilizing global Chrome resources. This paper analyzes the global Chrome resource distribution and markets, especially China’s Chrome production and market, and studies the demand factors, and gives a definition of Chrome demand scenario, and sets up a demand scenario model based on artificial neural networks to predict China’s future demand of Chrome ore. The results show a highly-dependence upon export up to 98% given a stable internal Chrome production.

    Climate is a global point. China, as a large greenhouse gas emitter and a developing country, pays specific attention on climate and implements actively the Kyoto Protocol, and makes a series of policies and ways to the climate issues, contributing a lot for reducing the greenhouse gas emission. CDM projects attract many internal enterprises for their big benefits, but risks are underrated. This paper, based on CDM definition, basic process, fuzzy clustering analysis and triangle fuzzy hierarchy analysis, combines with expert’s risk simulation classification, and gives risk extent to CDM projects, which is a new attempt in CDM project risk assessment allowing people to have a systematic understanding of CDM projects.

    Dike-pond land as a featured ecological farmland is widely-spreading in the Pearl River Delta, but shows big changes both in quantity and spatial distribution in recent 20 years. Using of RS and GIS can monitor effectively the changes of dike-pond land in the Pearl River Delta. This paper, based on RS data in 1990, 2000 and 2008, applies object-oriented classification method, integrating spectrum, spatial relation and shapes to extract information of dike-pond land, with results indicating a rising trend during 1990 to 2000 but a sharp decrease during 2000 to 2008. From 1990 to 2008, the centrobaric of dike-pond migrated to NW. The added dike-pond land is most derived from farmland and grass-forest land, while the disappeared dike-pond land has been turned into urban construction land, vegetation land and farmland. This study shows a dynamic process in dike-pond land change. This paper presents a strategy for the sustainable development of dikepond land use, which provide references for comprehensive development and sustainable development of ecological agriculture in dike-pond land in Pearl River Delta.

    Tunchang county, located in the centralnorthern Hainan island, is a big agricultural province, where is convenient in traffic, enough in sunshine, good in water works, excellent in natural conditions, good in soil quality, appropriate in nutrition elements, Se-enriched in most lands, clean in soil, favorable to develop Se-enriched agricultural products. This paper presents an innovative mechanism to develop Se-enriched agricultural products, using land resource advantages to develop the leading industry Se-enriched ecological stock raising; using locality advantages to develop the Se-enriched anti-seasonal vegetation; using industrial advantages to develop the Se-enriched ecological medicine and health food.     This paper, from connotation definition of the urban land intensive use based on sustainable development, establishes an index system to evaluate the urban land intensive use among nine cities in Fujian province, applies principal component analysis and entropy method to calculate their scores, and adopts clustering method to classify their intensive use levels. The results indicate that the urban land intensive use degree is highest in the southern coastal cities, moderate in the central Fujian province and low in the northern, due to a difference in their industrial structures, and that the urban land intensive use has a ladder-shaped spatial distribution due to their locality conditions. This paper analyzes the spatial difference on Fujian’s urban land intensive use and offers reference for evaluating urban land intensive use and reserve.

    Village layout planning is a main means to land consolidation and rehabilitation, farmland compensation, village construction management, rural construction level and farmers’ living standard and promoting the construction of rural bi-model society. This paper analyzes the relation between village layout planning and bi-model society construction and their significance to boost resources-saving and environment-friendly rural social construction, discusses three key points in village layout planning, measures a rational rural population according to environmental loading capacity in rural areas. From village space management and comprehensive assessment, this paper classifies villages into four categories, migration and integration mode, development mode, developmentlimited mode, and village-to-town mode. Planning has been given to each mode, which largely promote the rural development and resources-environmental protection and reaching a concordant living between human and nature.

    This paper, based on a case study on Qinghe county, Hebei province, applies AHP to establish index system to measure the consolidation potential of rural construction land, and gives a scope of linking size, and arranges the layout of linking increase-decrease in project area. The results show a big land consolidation and rehabilitation potential in rural construction land in Qinghe. The linking can meet the construction land demands, which is crucial means to optimize land use structure and promote intensive land use, reaching the objectives of adding farmland area, increasing farmland quality, promoting intensive land use and obtaining a rational layout of construction land use. This paper can provide a reference for linking increase-decrease of construction land use during the county-level overall planning.

    Geological work shall be combined with economic construction. An appropriate geological work mechanism is the core to reach the sustainable development. As entering the new age, geological work must be going ahead with reform and innovation to set up a kind of geological work mechanism matching the socialism market economy. Geological work management and operational mechanism vary with countries who are difference in political regime, economic system, economic level and resources abundance. In general, geological work mechanism in the countries with market economy means two independent process, geological survey and mineral exploration.     So far MLR has issued five batches of 182 national geoparks in total, which show a clear spatial differentiation. This paper applies the nearest neighbor index to analyze the differentiation that the spatial distribution of national geoparks belongs to a congregated pattern, but with a heterogeneous distributing trend; the comprehensive distributing density in eastern, central, southern and southwestern China is far higher than other areas, meaning an absonant construction level among geoparks in different areas. The major causes for the spatial differentiation lie in tectonic setting, resources abundance and regional economic development. This paper based on local governments and functional departments, presents approaches to construction level of national geoparks.

    Rehabilitation of degraded ecosystem in hilly areas is not only an ecological problem, but also an economic issue. Based on ecological restoration theory, this paper discusses issues of resources utilization in hilly areas of Pingdingshan city through combining ecological restoration with industrialization, aiming at offering references for sustainable resources utilization and regional socioeconomic development. According to resource characteristics and their spatial differences, the hilly region of Pingdingshan city is divided into three partitions. This paper presents guidelines of resources utilization adapted to different partitions, including the adjustment of land-use, comprehensive development and utilization of agricultural and forest resources in hilly areas, using of landscape resources, construction of forestry ecological projects and comprehensive utilization of resources in mining areas.

    This paper, based on data review and case studies, analyzes the ecological theoretical points in land use planning, and discusses the approaches to integrating ecologic theory into land use planning in Chongqing city, and concludes that the eco-environmental features of land resources shall be analyzed in land use planning, the ecological protection and construction objectives shall be put into the objective system on land use overall planning to establish a spatial pattern of ecological land use. Land ecological construction shall be intensified in construction land management. The quantitative indexes of ecological environment shall be combined with their land localities, and a multi-hierarchy ecological compensation mechanism is set up to facilitate the sustainable development of regional land resources.

    It is urgent to choose an appropriate working fluid for coalbed methane exploration and development. The foam working fluid as one choice of coalbed exploration has been used extensively worldwide. The fuzzy-ball working fluid which is based on foam working fluid not only prevent vanishment of foam, but also bears of adjustable fluid density, pressure-bearing capacity, good sealing capability and excellent reservoir protection. It is proven to be of a strong self-adapting capability in sealing strata fissures, channels sizes and shapes, which show a good application prospect in coalbed methane unbalance drilling, low-density cement slurry, increasing strata pressure-bearing capability and reservoir reconstruction. To achieve this application of fuzzy-ball working fluid, research shall be enhanced in drilling fluid, cement slurry, perforating fluid and fracturing fluid.

    The Yingcheng formation in Changling fault depression, Songnan basin, hosts extensively-distribution of volcanic, forming a favorable facies zone of explosive facies overlapping effusive facies with fissures and porosity being as volcanic reservoir. This paper, based on the characters of deeply-buried, complicated, poor bedding, and involute planar distribution rules, uses geophysical data and its physical model to forecast and describe the development of volcanic reservoir. This paper, based on a case study on Yaoyingtai volcanic reservoir, Changling fault-depression, adopts seismic and waveform classification technology from recognition of crator and volcanic bodies to qualitatively predict the distribution of reservoir, and to quantitatively predict the attitude of reservoir by using logging constraints, which has been proven to recognize and predict volcanic reservoir and to establish a more accurate volcanic reservoir model.

    To establish mine parks is a new approach to geological environment; however, it lacks specific protection of typical geological phenomena. Coal mines with a relatively-special attribute induced a series of geological and environmental issues and other impacts during mining, leaving a potential geological disaster for the future geoparks construction. Kailuan national mine park and its adjacent areas are complicated in geological and environmental settings, where earthquakes, karst and collapse geological disasters occurred. Recently, approaches to collapsing areas, land restoration, and mine water use largely improve the geological environment in mine, reducing happening of disasters. Those potential, paroxysmal and artificial geological disasters shall not be ignored.

    Xinjiang Tarim basin is abundant in energy resources, supplying vast quantity of energy, but remains poor in its local economy due to a poor compensation system of energy resources development. This paper presents a framework to establish a compensation system of energy resources development in energy-farmland compound areas in Tarim basin, clarifies the compensation undertaker, beneficiary, means, standard and fund source, and uses legal, economic and marketing controls to establish the compensation system and benefit-sharing mechanism, which largely cares about the local people’s benefits in order to reach a sustainable development and a stable society in energy resources areas.

    The feature of the low-carbon economy is to build up an economic system depending on low-energy consumption and low-carbon emission. Under the circumstance that the resources are comparatively limited, it has become a practical proposition to solve the contradiction between economic growth and resources constraint. Firstly, the paper reviews the relevant domestic and international researches about economic growth and resources constraint. And then it points out that the current economic development in China is growing rapidly at a high consumption of resources. The paper probes into the hidden high energy consumption illustrated from energy. As the largest developing country in the world, China is undertaking the historical mission of completing industrialization in the current stage, while in turn leading to an increasing dependence on energy. Therefore, achieving the high efficiency in the use of resources is a necessary choice. The paper proposes that technical innovation and optimization of resources allocation are the only ways to maintain the economic growth in China under the condition of resources constraint in this low-carbon age.

    Hechi city is a middle city in western Guangxi. This paper, according to Hechi’s situation, studies the effects of human resources on regional economic development. Based on a consecutive model of industrial structure, human resources changes and population growth on economic development, this paper calculates the data of the first, the second and the third industries, verifies the significance of the model, discusses the pros and cons in Hechi’s economic development, and presents an adjustment in Hechi’s industrial structure and labor structure, providing reference for making policies.

    This paper analyzes the relation between natural resources abundance and economic development during 1970 to 2003 in major nations. A series of variables such as investment ratio, scientific level and population growth imply a positive correlation between natural resources abundance and economic development in major nations, and proves that non-existence of “resources curse”. The European coastal nations have an outstanding positive correlation between natural resources abundance and economic growth. For those gulf rich nations abundant in natural resources like Kuwait and Qatar have a positive correlation between GDP per capita and resources abundance, but a fast population growth, low investment ratio and poor scientific level will baffle a sustainable economic growth in these nations who largely rely on resources.

    he effect of global oil price fluctuation to economy has become a research hot point in oil price management. The foreign early studies were focused on the oil supply and demands, GDP and other economic variables. The recent 20 year’s papers and research were concentrated on the asymmetry of oil price fluctuation to economy, to GDP, to inflation, and to stock market, and to nation’s macroscopic economy, the flexible relations of oil price and money policies. This paper, from oil price fluctuation mechanism, the conducting mechanism and contents of oil price fluctuation to economy, gives an overview of global research results, analyzes the localized features of  China’s economy, and expands the content system of effects of global oil price fluctuation to economy, and summarize the future research domain for China’s localized economy.
