During the industrialization and urbanization, quite a few resources-based cities are facing severe social and ecological issues as resources are developed and economy climbs. How to ensure a sustainable development is a common question for resources-based cities. Tongchuan government, directed by Scientific Development View, reaches to a comprehensive utilization of resources, decreased pollution, improved eco-environment and upgraded industry. This paper presents an approach to sustainable development in resources-based cities.

Mining area is one of strongest disturbed ecological systems by human being. People's mining has a great driving force to economy, but a big impact to the local environment. This paper, taking Pingshuo as a case study, applies marketing value method, cost method and mirror project method to study the ecological system service value changes triggered by land utilization changes during 1985 to 2005, with the results indicating that the ecological value fell from 312.71 million RMB to 303.48 million RMB during 1985 to 1990, slowly rose to 311.09 million RMB during 1990 to 2005. Rehabilitation led to a good ecological profit, which improved the ecological environment, increased the ecological service value, and mitigated the impact to surface.

The oilshale resources are very abundant with its reserve triple to oil reserve in the world. As the oil-gas resources become less and less, it is economic and feasible to mine the oilshales. This paper compares the traditional oilshale mining technology (dry distillation and fluidized combustion for power generation) and Shell's ICP (Insitu Conversion Process), with results indication ICP is much better in environment, cost and products. So China shall develop ICP to face the challenging energy consumption.

Oil-gas resources are a base of upstream oilgas industrial link and a guarantee of downstream industrial link as well. Oil-gas enterprises are normally listed near oil-gas fields just for a low transportation cost. The existing division is up to productivity and market. The acquaintance between oil-gas enterprises and governments can largely decrease the risk of incertitude. Hence, the traditional factors play a determinative role to the formation and development of oil-gas industrial cluster; however, they have shortages at the same time, such as the uncertainty of natural resources, transportation cost influenced by market, irrational external division, and transaction fee. It is necessary to enlarge the oil-gas reserve and production. This paper, based on the Scientific Development View, presents a balanced development in the up to down-stream of oil-gas industry in eastern China, western China and Xinjiang, and suggests establishing oil-gas associations to boost a harmonious oil-gas industrial cluster development in Xinjiang.

This paper, based on the energy consumption structure and economic growth, applies the harmony theory, correction model and Granger causality method to studies the mutual relation between energy consumption and economic growth in Xinjiang, with the results indicating that the both has a long-term balance. One-way Granger causality exists between energy consumption and economic growth that energy consumption boosts economic growth, but economic growth does not enhance energy consumption.

It is no doubt that the eco-footprint model can be used to mark the global sustainable development and regional development, but not for regional sustainable development. This paper, aiming at this limit, presents an improved eco-footprint model which has been applied to analyze the relationship among productive eco-footprint, consumptive eco-footprint and ecological capacity in Ji'ning, a typical coal-crop composite production area. The results indicate that Ji'ning's regional unsustainable development is chiefly derived from the over-output eco-footprint, besides the regional self consumption. Mineral products and agricultural products shall take the responsibility to recover the regional environment in Ji'ning.

The west slop in Songliao basin abounds in oil sand resources, whose formation has a close relation to the geology, structure and oil-gas enrichment in Songliao basin. Large quantity of sand body provide a reservoir for crude oil, faults and strata erosion form the channel for oil to migrate, and the compact mudstone keeps crude oil from volatilizing, oxidizing and biodegradation. The abundant oil sources in Songliao basin are another necessary factor to form the oil sands. This paper presents that the Tumuji oil sands are largely controlled by sedimentary facies, reservoir-caprock, local peak, lithological change uparwards, surface hydrological dynamics and  gross oil-gas migration quantity.

The reservoir sedimentation models are classified into rift model and sag model, which are fully represented in the passive rifts and active rifts, only different in sedimentary cycles that the active rift is bi-model with single cycle and the passive rift is bi-model with multi-cycle. The lithological texture and reservation of reservoir has a good correspondence to rift-sag differentiation that the local reservoir with poor reservation is developed during rift and the regional reservoir with good reservation during sag.

The secondary pores and fractures constitute the major storage space and percolation path in muddy gravels in Kulongshan oilfield, Jiuquan Basin. A comprehensive evaluation on categories, types, scales, the attribute of parameters and formation mechanism shows that the secondary pores and corrosion fractures increase the permeability of reservoir, and the reservoir porosity. The nonhomogeneity of diagenesis and tectogenesis make the characteristic of physical property different obviously. The different parts of turbidities fan and the change of gravel size from a facies analysis are the main factors controlling the types and combinations of pores and fractures. The chief principle of improving the reservoir quality in the diagenetic stage is corrosion, including the mutual replacement and dissolution in muddy gravel, unstable debris particles of different (optional) solution. The structural evolution of reservoir indicates that the NW-striking reverse fault, which was formed by Himalayan orogenics, controls the formation of reservoir noticeably, and NE-striking adjustment fault leads to a different growth in fracture system.

Coastal fractal can be a quantitative factor to classification of coastal types, coastal evolvement, and status. This paper uses GIS and TM images to extract the Yellow river delta coastal data and calculates its fractal dimension (D) of the general coast, alluvial coast, erosion coast and manmade coast and gets their variance. The results indicate that the mean D value in alluvial coast (D=1.0807) is higher than the mean D value in erosion coast (D=1.0436) and than the mean D value in man-made coast (D=1.0551). These three have an obvious variance statistically. In time sequence, the D values in the general coast and in erosion coast change a little with a similar trend, while the D value in the alluvial coast has a big variance. The D value in the man-made coast trends to be stable after the coastal projects were gradually improved since 1989.

The results of the magnetic susceptibility of the Qidingshan loess varies in a range of 5.21×10-8m3 kg-1 to 42.42×10-8m3 kg-1, which is much lower than in other localities. The vertical changes of magnetic susceptibility and grain have a positive relation. The magnetic minerals are mainly focused on over 8ф in grain size. A comparison in Oxide isotope indicates that Qds20—Qds28 is consistent with the 3rd section of Guliya ice core and with abyssal 3a, 3b and 3c sub-section in fluctuation, and that Qds28—Qds31 is analogous with the 2nd section of Guliya ice core and with abyssal 2nd section. The study reveals during 60 to 22 ka BP the Malan loess sedimentation period is generally dry and cold with an interim warm and wet climate.

Baliqiao lead-zinc polymetallic deposit which is located in Jiangle-Ninghua W-Sn polymetallic mineralization zone occurs in the lower Triassic Xikou formation. The ore bodies as lens or stratified are hosted in the conjunction between NE-striking mineralization-related faults and skarn or marble, so the deposit in genesis belongs to skarn-hydrothermal filling vein-like lead-zinc (iron) polymetallic deposit.
