    This paper establishes an evaluation model for economic vulnerability, applies the principal component analysis and entropy to study the economic vulnerability in divisions in Fuxin city, indicates an outstanding difference in Fuxin's economic vulnerability, Taiping > Qinghemen > Xinqiu > Haizhou > Xihe, and the vulnerability degree is largely dependent upon remaining coal resources. This paper also discusses the major factors of economic vulnerability in Fuxin city.

    Resources-based enterprises contributed a lot to the nation's economy and development, but are facing several issues such as over-consumed resources, environmental pollution and difficult in employment, leading to a severe limit to their economic development. This paper attempts to discuss the connotation and principles of combination of resources-based enterprises and local government, presents suggestions in three aspects finance, land and employing the unemployed, and works out the practical measures from nurturing ideology, establishing resources-sharing platform, separating enterprises' social function and unifying their economic and ecological benefits, providing a scientific reference for resources-based cities to achieve the sustainable development.

    The strategy for resources-based cities to transform their industries has two forms, conducted by market or by government. If by market, it means personal or private groups carry out, by their spontaneity, the tourism industry, depending upon the natural environment quality. If by government, it means governments make policies on tourism to turn the black impression into green theme development model.     Coal is one of the most important energy resources in China. Under the pressure of environment protection and global climate change, the proportion of coal to the whole energy consumed will decrease in China. But considering the huge energy resources, China will still take coal as its major energy. During industrialization process, China will have a huge demand for energy. It is predicted that 92.4 billion tones of coal will be consumed from 2010 to 2035. Abundant as coal resource is, China's effective supply of coal is constrained by problems such as the separation of production and consumption areas, the high cost of mining, the increasing pressure of eco-environment, etc. Obviously it is unrealistic for China to meet such an enormous demand for coal by itself. Under the condition of safe supply of energy, it is reasonable to import appropriate amount of coal. Surrounding countries such as Australia, Indonesia, Mongolia and the far east area of Russia are abundant in coal and should be considered as the important sources of coal imported by China in the future.

    Guangdong province is the core area of pan-pearl rive delta. This paper, based on Guangdong's industrialization status, energy and resources development and the future energy strategy, works out a cooperating and sharing model on Guangdong's capital, technology and market, resources with resources, labor, and energy within pan-pearl rive delta, with both cooperation and specialization. Regarding how to develop a multi-core-multi-circle model in pan-pearl rive delta, this paper presents approaches to improvement in Guangdong as the core area.

    Playing an important role in global petroleum market, OPEC has a great influence on petroleum price by its strategic policies, which are affected by seven factors, including petroleum demand, energy substitute price, oil production in non-OPEC, energy policies and capability to price fluctuation in oil consumption nations, OPEC'member, international politics, US dollar exchange rate and inflation. This paper, based on an analysis on these seven factors, thinks OPEC can not be challenged by non-OPEC. Due to a limit to increase oil production with a high price, and no milestone in energy substitute technology, the developing countries such China and India will have to be facing OPEC's high oil price policies. The oil price after world's economic recovery will still be high.

    Germany, poor in natural resources but as economic giant, has caught world's attention in its energy safety strategy, especially its new energy strategy. Germany has been a leader in new energy industries in recent decade, putting new energy in the first position in its strategy, polices and the whole energy system. At the beginning of the 21st century, Germany upgraded the new energy policies to a basic national strategy, which can be a reference to China's energy strategy. This paper, based on a case study on Germany's new energy development, studies the development status, reasons and experiences of Germany's new energy, combines with China's development and presents that it is necessary to develop new energy in China, and gives suggestions on developing new energy in China.

    This paper, according to the national statistical data, by using the single index trend method, analyzes the changes in plowland quantity, crop production capacity and agricultural structure production, studies the comprehensive change trends on these three indexes in each province, gives a definition of gross plowland quantity. To have a scientific understanding on 1.8billion mu plowlands needs to cover the three indexes, and to link their dynamic changes, and to balance their internal relation, making it develop in a right way.

    Based on defining the meaning of transition ability of industrial structure, this paper constructs the evaluating index system and adopts the method of PCA to evaluate and analyze the transition ability of industrial structures of 286 borough cities in China. It turns out that the major factors influencing this ability are supply and demand, technology level, external economic communication and policies, and then industrial structure. The transition ability of industrial structure, with an obvious relation with its economic development level and also with the scales of cities, has a spatial differentiation, decreasing eastward.

    Mineral resources as an important material foundation of national construction are essential guarantee for sustainable development of economy and society. A scientific and accurate evaluation of mineral resources can provide a scientific basis for the development of relevant policies. While carrying out comparative assessment of the competitiveness of mineral resources, most scholars use the fuzzy comprehensive evaluation method, which is very useful to evaluate vague concepts, like resources competitiveness which contains both quantitative and qualitative factors. This paper, based on the predecessors' studies on mineral resources competitiveness evaluation, introduces a new method entropy weight method to process the same data. Though deficiencies, entropy weight method is valued in the field of mineral resources competitiveness evaluation, which can deal with two challenges that the traditional method, fuzzy comprehensive evaluation method, is facing.

    Risk evaluation is closely related with the success standards of project. Mining heritage conservation project has many benefit-related owners. The traditional criteria to judge a project (like time, quality, cost, safety) are not enough to evaluate a project's success. This paper by using the theory of benefit-related owners, identifies the benefit-related owners in mining heritage conservation project, establishes a risk analysis model of mining heritage conservation, analyzes in details the behavior of benefit-related owners, sets up the risk structures and presents approaches to conserve the mining heritages.

    This paper, aiming at the major factors of land circulation scale in Reservoir Immigration Resettlements, bases on modeling study and case study, concludes that eight factors are the key points to limit the land circulation scale, including family member number, education, occupation, land contracted quantity, land compensation level, farmer's income level, life expectation and land dependence, and presents many means to increase the land circulation scale in reservoir immigration resettlements such as controlling populations, increasing resident's income and education, training farmers with technology, increasing land compensation, increasing non-agricultural employments and decreasing land dependence, etc.

    China's many islands are similar in industrial structures, characterized by single structure, normally as fishing. This kind of traditional industrial structure based on resources is not good for the sustainable development in island economy. This paper, based on a case study on Changhai county, analyzes its industrial structure and features, indicates an unstable fishing production and lack of competitiveness. The second and third industries are laggard behind the first industry. According to the rules of industrial structure and the limit of gross resources, it is necessary to adjust its industrial structure in Changhai county. This paper presents strategies to the industrial transition, including increasing the industrial structures, developing new fishing and technical industries, and focusing on tourism. The third industry shall be developed very quickly, which could be as a reference for other islands.

    With the acceleration of urbanization process in China, the scale of urban construction land has been continuing to increase. The prediction of urban construction land demand is an important part of overall planning in land use, and it has great significance. Based on the statistics of urban construction land in Lanzhou city from the year of 2000 to 2007, dual factors model of population growth and economy growth (gross domestic product) is used to predict the urban construction land scale for year 2010, 2015 and 2020. The result based on population model is conservative and the result based on economic model is exaggerated, which has been adjusted by using correction factors. The ultimate results of urban land scale of Lanzhou city are 18 339.9 hm2 in 2010, 23 269.8 hm2 in 2015 and 27 176.0 hm2 in 2020.

    In countryside, it is hard to supervise peasants build houses through illegally-using lands. This paper analyzes the reasons and presents approaches to the illegally-using rural lands, which is significant to conserve plowlands, promote the extensive land utilization and mitigate the land supply and demands. This paper systematically summarizes the features, analyzes the reasons, combined with the policies and regulations, successful experiences and good methods, presents four measures including making village land using planning, conserving plowlands, improving peasant's building houses model and innovating land supervision mechanism.

    Iron ores trade catches scholars'attention which is focused on pricing during iron ore price negotiation. The real reason of missed iron ore pricing rights and the disordered domestic iron ore market lies in domestic pricing mechanism, iron ore importing agent system, which will surely result in a dual mechanism in pricing, unfair competition, monopolization and rights rental. This paper analyzes the features of iron ores importing agent system, views Japanese system as an unconformity with China's situation, and tries to present a localized agent system of iron ore importing.

    Enforcing auctioning as an Enforcing power shall be executed by courts. However, enforcing auctioning on mining rights is in dispute that the entity of enforcing auctioning is court or land and resources administration. This issue is related to the mining right as a special property right, court's obliged execution and obliged auctioning, and the auction law. This paper, based on jurisprudence and present provisions, concludes that enforcing auctioning mining right first appljes civil procedural law and related judicial interpretations, and then applies the auction law; the subject of auctioning mining right is court and the administration of land and resources has the power to cooperate.

    Wuxi city, as strong in its industries, is continuously growing in regional gross production, export trade, and foreign investment, which promotes a fast economic development of Wuxi city. However, the contradiction of energy in demand and supply is sharpening, with a worsening environmental pollution. This paper studies the relation between open economy and energy consumption, and carries out the stability analysis, co-integration check and Ganger check, IRF and variance analysis via VAR based recent data, advocates power-saving industries, suggests a quality check on investment quality and developing further the open economy, which could mitigate the environmental pollution and energy consumption.
