    Yulin city, Shanxi province, abundant in natural resources, is becoming a new resources-based city in western China by fast economic growth. Its economic growth and sustainable development attracts attention from academy. This paper uses the Western’s recovering industrial zone theory to analyze its increment performance of resource economy, and defines its economy as aggressive increment model. According to the core objectives and advantageous economic conditions, this paper presents approaches to its sustainable development: learning, localization, diversity, union, ecology and welfare.

    This paper by applying the theory of learning by doing reveals an economic rule behind the dilemma of industrial transformation of resourcesbased cities. During their development, vast productive elements are invested in resources departments or industries with less learning by doing effect, which squeezing other departments and industries. Lack of knowledge elements, affected by resource locked, industrial transformation is facing dilemma. Resources-based cities should actively use global economic adjustment and resource tax reform to proceed industrial transformation and to develop the industries with big effect of learning by doing, accelerate the knowledge accumulation, boost creation and innovation, which underpins the industrial transformation.

    To determine the strategic reservation scale of ore sources is an important part in studying its strategic reservation. This paper, based on views and principals, classifies the determination model, and presents predominant resources protection model and scarce resources reservation model, combined with ore resources management theory and market economic theory. The predominant resources protection model includes basic protection reservation and increment reservation, of which the former is a basis, focusing on longterm strategy, and the latter to protect a mediumterm benefit on low, middle and high levels. The scarce resources reservation model includes warning reservation model, economic grade reservation model and comprehensive recovery reservation model, of which the warning reservation is classified into red, orange and yellow.

    Vast evidences imply a rising global temperature and a warming climate. This paper, aiming at carbon dioxide discharge as an indirect heating source, calculates Henan’s carbon dioxide discharge factor amounting to 0.127 6 tCO2/106J, uses Henan’s 2000—2009 end energy data to measure the carbon dioxide discharge volume in each end industry and carbon fixed ability in woods, green lands and farmlands, and their situation, and analyzes the carbon reduction potentials, and presents approaches to carbon dioxide discharge reduction in Henan province.

    Controlling iron ore scale shall be one of strategies in the sustainable development of China’s steel industry. This paper analyzes crude steel production, iron ore reserve, foreign-dependence degree of iron ore and global iron ore market, concludes that China should control around 40% of the global iron ore production, and presents approaches to this scale in cooperation, joint venture acquisition, mining and establishing iron ore guaranteeing system.

    Jiangsu province is stepping into a post industrialization stage, which requires a circular economy for its future development and industrial upgrade. This paper, based on a case study on Suzhou with developed economy, better ecology and circular economy required, summarizes the base, advantages, issues, bottleneck, viewing from a model city in circular economy, and presents three innovative integration ways on saving resources and circular use, i.e., integration of economic and social circulation, integration of production and wastes utilization, integration of technology development and application. The development system of circular economy that satisfies the requirements of Suzhou economic and social development, should be established from society, industry, technology, region and mechanism, with the purpose of providing supports for constructing innovative cities, and realizing the upgrade and optimization of industrial structure.

    Structural design of industrialecological chain in mining area is an effective way in resolving the conflict between the traditional economic development and ecological environment. This paper, based on a case study on Pingshuo mining area, analyzes the necessity and feasibility of structural design of industrial-ecological chain viewing from circular economy, and discusses the objectives. Based on the existing resources and conditions, this paper constructs two inter-dependant chains, one is the black industrial chain based on coal and power, chemicals, silicon and alumina and building materials, the other is green industrial chain on land rehabilitation with planting, cultivating and processing in one. This paper studies their structure, functions and interests, and presents key points which shall be focused during executing industrial-ecological chain in mining area.

    This paper analyzes the features of ore resources and their development in Poyang Lake eco-economic zone, and discusses the means in mining industrial optimization. This area is abundant in ore resources with a large portion of mining economy but low level. The mining industry is focused on mining, processing and metallurgy with a short industrial chain. It is a big task to effectively develop the ore resources and convert them into economic advantages, and to have a concerted development between ecological environment and mining economy. The keys lie in intensifying geological exploration, improving resources guarantee level, increasing the industrial threshold, optimizing the mining structure and layout, performing the leading companies’role, which can promote a green and sustainable development of mining industry.

    Gas hydrate becomes a hot spot by its huge meaning to energy. This paper discusses its basic features in genesis, distribution, physics and chemistry, and geophysics. China’s permafrost zone includes Qinghai’s Qilian mountain, KekexiliFenghuo mountain-Wuli, Tibet’s Qiangtang area and Mohe area, where are abundant in natural gas hydrate resources, but limited by climates and environment from researching. A theoretical study is proposed in identification and mining so as to enter the mining stage from prospecting and exploration.

    Coal-bearing sequence of Qingkou coal mine, which is situated in Qianxi coal mining area, Guizhou province, is hosted in the upper Permian Longtan formation, a set of shore marsh coal-bearing clastics, indicating a delta plain sediment under rivers and tides. Coal bed8, 9, 12, 15, minable or locally minable, have their own sedimentary microfacies. Comparison is focused on mark layer, physical features, interlayer space, lithology, coalbeds and coal quality. This paper distinguishes the coalbed 8, 9, 12 and 15 and offers references for deep and adjacent exploration and mining production.

    Tashan magma is a assemblage of ring ultra-unit intrusive formed of diversified magmas in Anlin area,Anyang to Lin County, northern Henan province. The early stage is diorite porphyry, quartz diorite porphyry, belonging to sodium calcium-alkaline magma; the late is aegirine augite syenite, aegirine augite-bearing alkaline syenite porphyry, alkaline granite, belonging to high-K alkaline magma. The magma comes from deep, a remelting by mantle and less crust. The magmatic activity is related to Taihangshan intercontinental orogeny in late Yanshanian period characterized by stretching structures, and to Anlin style skarn iron ore with strata-controlling features. Other ores related to Tashan magma includes gold, k-feldspar and blue asbestos.

    Henan's Xiaoqinling gold deposits belong to quartz-vein type with a genesis of post-magmatic hydrothermal. The major minerals are quartz and less sulfides. Gold minerals are mainly natural gold, less electrum, silver-bearing gold, calaverite and small quantity of silver-bearing calaverite. Natural gold exists in the form of inclusives, fissures and intergrain, fine to medium grain, high grade. Gold is highest in pyrites with forms of fine-medium grain semi-euhedral pentagonal dodecahedron and its cohesion, unclear in their element distribution, but the pyroelectricity and quartz crystal mark the gold content. Thermal luminescence and infrared spectroscopy are a vital sign in gold evaluation.

    REE as a nation's strategic resource plays a key part in economy. This paper establishes an index system to assess REE competitiveness, optimized by AHP, applies Malmquist index to quantitatively analyzes a change in China's REE competitiveness based on 2007—2010 panel data. The results show REE competitiveness can vary at any time with external factors. Over mining increases a cost in environmental compensation. China's REE competitiveness is being weakened globally.

    This paper, based on construction land intensive use data, applies hierarchical method and principal component method to establish an assessment index system, measures the land intensive use scores in each city, studies the economical, social and human drives in land intensive use and the spatial variance among cities. It shows a higher intensive use level in Hefei and Maanshan, a primitive level in Chizhou, and a medium level in other cities. The level is limited by economical, social, environmental and human factors. The assessment results can give a reference in land use during regional succeeding industrial transfer.

    Jinggangshan is well known for its “red” tourism resources, and also is of great scientific value and significance for its unique terrain, geological heritages and biological diversity. This paper, based on a field survey on Jinggangshan's geological heritages, classifies them into four categories, terrain, structural, strategraphic and fossil heritages, and discusses their values. Jinggangshan is a natural geographic zone of geological, terrain and biological diversities, and natural spectacles, and a natural geological museum, biological gene, refuge for rare animals; hence it is valuable to be protected.

     Coalbed methane, as a clean energy has attracted attention in its development and utilization. Hunan firstly launched a drilling campaign in Duanpiqiao coal mine in 2010 aiming at acquiring coalbed methane parameters. This paper,based on the testing results of parameters, evaluates systematically the features of coalbed methane reservoir, and concludes that coalbed 1# and 3# have high gas content, normal to pressure, high saturation, middle pressure/desorption ratio, and low permeability, indicating a favorable developing area. This paper presents suggestions testing on coalbed methane reservoir and enlarging testing area, which can provide energy guarantee for Hunan'smacroscopic development strategy.

    Evaluation of farmland quality underpins quality management and sustainable development of farmland. This paper, based on energy value theory, applies farmland return on investment and pressure to weigh its production capability and sustainable utilization, to establish an evaluation model of farmland quality,which is employed to measure a dynamic change of farmland quality in 1999—2008 and quality index distribution in 2008. The results show a fall in return on investment and a rise in pressure leading to a slow descend in farmland quality in Henan province since the last decade. A clear regional differentiation in farmland quality index is reflected in 2008, which is induced by farmland pressure and less by return on farmland investment. This paper proposes a change in investment structure in farmland energy value, an improvement in ecological environment to increase the return capability, and a key region in the central-northern Henan in farmland quality management, where is relatively developed in economy.

    This paper, aiming at pre-warning of ecoogical safety, sets up an index system to pre-warn Hebei's ecological safety, determines the threshold values of each pre-warning index, applies matter-element model to analyze the temporal-spatial features and distribution rule, and discusses the evolution mechanism from its differentiation rule, major factors, regional difference and historical causes. This results show that the pre-warning of ecological safety based on matter-element model is helpful to find out the risks in regional ecological safety and to work out measures, which gives reference in developing China's mountainous areas and sustainable development.

    Evaluation index system of low carbon scenic spots is a wholly-new domain, which is in a trial in its indexes and applied methods. This paper, based on a definition of low carbon scenic spots, reviews its research background, establishes an evaluation index system composed of three sub-systems, eight index and 46 factors with its features and developing requirements, and presents its reference value for each index. This index system is advantageous to evaluate quantitatively the development of China's low carbon scenic spots and to promote sustainable development.

    Venous industry is young, formed during recycling the wastes. Its circular economy is a solution to resources bottleneck during a fast economic development, which can extend the value chains of traditional industries. China's venous industry is still at its starting point, limited by lack of financing. Civil capital can be adopted into BOT financing mode, and dilute the over fluidity in the civil capital, further extend the potential of venous industry and promote its allocating efficiency, reaching a green economic growth. There is a dynamic gaming between government and operating units that government must use guarantee and compensation to unsure a payback for civil capital. For government, a little capital can bring billion of civil capital, a leverage mitigating government's burden in financial output.

    A constraint in resources and environment requires a new industrialization, during which a leading industry must be correctly selected to direct development of other related industries and then form a industrial cluster. This paper, based on Xinjiang's situation and combined with connotation, correlation, potential and advantages, selects 22 indexes to form a index system, and determines, by means of Weaver-Thomas model, Xinjiang's leading industry and cultivating industry. Xinjiang's industrialization on leading industries shall be focused on petroleum, power, chemicals, black metallic mining, processing and metallurgy, and on cultivating industries on manufacturing, non-ferrous metallic mining and processing and metallurgy, plastics, industrial mining and processing, natural gas and equipments. During development of leading industries, in accordance with a principal “reduced quantity, recycled and renewed”, circular economic chain must be established to promote a leading industry cluster and featured regional leading industries and featured industries.

    Performance evaluation of Changzhou's new energy industry can provide reference for constructing diversified investing channels and improving industrial policies. This paper, based on Changzhou's background and situation of new energy industries, uses input/output data of new energy industries in 2008 and 2009, DEA model and DEAP2.1 software to analyze the performance, which has been proven well. In addition, it is suggested that the performance of new energy industry in Changzhou should be improved by such methods as stipulating industrial development program, establishing the service system of technology innovation, improving financial systems and setting up industrial bases.

    Impacts of mining activities in environment, human being and society are a key limit to its sustainable development. This paper, based on externalities and diseconomy theories, points out that the environmental and social issues are external diseconomy through the whole mining activities with temporal externalities. In order to promote sustainable development in mining, this paper analyzes the major causes, presents approaches in environmental tax, ecological compensation tax, pollution-discharged right trade, property configuration, and in management system, laws and administration, socialmoral education and media supervision.

    Variance of resources and environment determines the depth and extension of human activities, but previous studies disdained the variance of regional economic growing model to geographic environment. This paper, based on Harold-Thomas model, establishes a regional economic growth model including geography. A quantitative study on China via regression method shows spatial distance and terrain play a vital role in regional economic growth, with bigger effect of the former than the latter while the latter prevails in central-western China. This verifies the regional economic growth model including geography and the existence of terrain's effect on regional economic growth.
